President Returns State Wage Policy Bill
President Dr Mohamed Waheed has today returned State Wage Policy Bill, to the People’s Majlis for reconsideration. The Bill was passed by the People’s Majlis on December 17, 2012. In a letter sent to the Speaker of the People’s Majlis returning the Bill, the President detailed the 10 main issues noted by the Attorney General regarding Bill.



Service of everyone who had worked at VOM show the love they have for the country- VP

Vice President Mohamed Waheed Deen has said that the service of everyone who had worked at the Voice of Maldives over the past 50 years, show the love they have for the country. He made this remark while speaking at the function held to mark the 50th anniversary of Voice of Maldives. The function was held last evening at Dharubaaruge. Vice President said said the people who had worked at VoM over the past 50 years had created greater awareness among the people on diverse issues. He, therefore, expressed appreciation to all the current and past employees of VoM. In his remarks, the Vice President noted the pioneering efforts of Ibrahim Nasir, who was the Prime Minster at that time, in starting radio services in the Maldives. He also spoke on the contributions of President Maumoon Abdul Gayoom in developing and modernising the VoM. Commemorative plaques and awards of honour in recognition of long service to VoM were also presented at the function. Awards of honour to four individuals who had rendered very special services to VoM were presented by the Vice President. The four individuals were Ibrahim Maniku, Badhuru Naseer, Maizan Ahmed Maniku and Kondey Ali Maniku. Vice President also presented award posthumously to late Ismail Haleem who was killed on November 3, 1988. At the function, Vice President also launched the book entitled Voice of Maldives - 50 years of national service.



Adhaalath Party always faces challenges bravely- Adhaalath

Adhaalath Party has stated that they always face challenges bravely and they have overcome all challenges so far by Allah’s grace. Speaking to Miadhu Daily, President of the Adhaalath Party Sheikh Imran Abdullah said that the party has faced various challenges since it was first registered up until this day. He said that the religious scholars of the party had to face different types of harassments from the former regimes and they were slandered and depicted as extremists and terrorists in the international community. Sheikh Imran said that during the phase of the review of the bill of the political parties many of leaders of the political parties assured that the minimum number of members for a party to be registered will be determined as 5000 and there will be no harm to the Adhaalath Party but however later on things went onto a different direction.

Notice sent to Yacht tours to hand over Alidhoo and Kudarah to the govt

Government has sent notice to Yacht Tours owned by Kaashidhoo constituency MP Abdullah Jaabir to hand over Alidhoo and Kudarah operated by the company to the government. The government made the notice after revoking the licences of the two resorts operated by MP Jaabir’s company after the company failed to pay the overdue rents and fines to the state. Minister of Tourism, Ahmed Adheeb said that Alidhoo and Kudarah operated by the Yacht Tours have failed to pay large sums of overdue rents and fines. He said that earlier there were 12 resorts who had not settled their rents but all except Alidhoo and Kudarah made the payments when they were given a notice of 30 days.

Sakura Dental Hospital to venture into Maldives
Sakura Dental Hospital, the only Private Dental Hospital in Sri Lanka is exploring possibilities at opening a dental hospital in the Maldives. “We have been invited by the government of Maldives to set up a hospital as a joint venture,” Chairman, Sakura Dental Hospital, Gamini Rajapaksa said. He said the Maldivian government had also indicated that they would provide land and most importantly allow foreign doctors to work in the proposed hospital.

Govt to expand Aa sandha to cover Maldivians abroad
National Social Protection Agency (NSPA) has revealed that efforts are underway to expand the services of Aa Sandha, the government health insurance programme, to cover the Maldivians living countries other than Sri Lanka and India, starting from next year. According to NSPA, Aasandha is currently available in three hospitals in Sri Lanka and eight hospitals and the government is now working on to expand the health insurance programme to other hospitals in both the countries and also to other countries where Maldivians usually visit.

Gasim determined to build state-of-the-art hospital in Maamigili

Maamigili constituency MP and leader of the Jumhooree Party, Gasim Ibrahim has said that he is determined to build a state of the art hospital in Maamigili. Founder of the Villa Foundation, business tycoon Gasim Ibrahim made this remark speaking at the ceremony held at Maamigili. Gasim said that a technical team from Europe will be visiting Maamigili on January 7 to initiate the technical works of the hospital. He said that they will be finishing this work within 10 days. MNDF holds the graduation of the 17th Basic Firefighting Course
MNDF has held the graduation ceremony the 17th Basic Firefighting Course that was targeted at training MNDF firefighters and auxiliary firefighters from various parts of the Maldives. The ceremony was honored by the MNDF's Principal Director of C4 System and CIMIC (J6) Colonel Abudurraheem Abdul Latheef. Speaking at the ceremony, Colonel Abudurraheem has said that firefighting skill is a very unique skill and a service that is very much embedded to the service of humanity. He also said that to make this unique skill a success, firefighters must have utmost alertness, courage and sincerity. Furthermore he stressed that a single mistake done by firefighters might risk a person’s life and therefore they must stay prepared throughout. The best student of the course and best student in practical knowledge is Ibrahim Nasih. The best student in merit is Ahmed Shabeen while the fittest student is achieved by Umair Ahmed.

President Congratulates the Voice of Maldives on 50th Anniversary

President Dr Mohamed Waheed has congratulated the Voice of Maldives on the occasion of its 50th anniversary. In his message, the President extended sincere good wishes to all those who had contributed their services to the Voice of Maldives, including its past and current management, presenters, technicians, journalists and administrative staff. In his message, the President noted the contribution of the Voice of Maldives, operated under different names, to the society over the past 50 years. He also stated that over the past 50 years the people who had served for the radio had laid a strong foundation, on which the Voice of Maldives was now functioning. He therefore said it was important to remember the contributions made by those who had served in the radio since its beginning 50 years ago. In his message, the President expressed confidence that the VOM would continue to be a favorite radio among the listeners. He also urged the VOM to spread, through its programs, good social and Islamic values among the young people.



Immigration and Emigration Transferred Under Ministry of Defence and National Security

President Dr Mohamed Waheed has transferred the Department of Immigration and Emigration under the mandate of the Ministry of Defence and National Security. It was previously under the Ministry of Home Affairs. Under the MNDF, it is expected that the administration and operation of the Department of Immigration and Emigration will be more efficient.



President departs for Malaysia on a private visit
President Dr Mohamed Waheed and Madam Ilham Hussain have departed for Malaysia on a private visit. They departed Male’ lastnight. Many of his supporters and Cabinet ministers attended the Official Jetty to see his departure.



Maldives to Promote Cooperation with China
Maldivian President Mohamed Waheed said Wednesday that he has no doubt that the traditional bounds of friendship and cooperation with China will continue to grow and expand in the years to come. During the past 40 years, the relations between the Maldives and China, founded on mutual respect, shared principles and values and common understanding of issues of global importance, have grown from strength to strength, said Waheed at the function in Male to mark the 40th anniversary of the establishment of diplomatic relations between the two countries. Waheed said contacts between the two countries go back to the Ming Dynasty of the ancient China and there is ample testimony of the length and strength of the relationship in the historic relics and records in the national museum.

Better pay lures teachers from Kerala to Maldives
KOCHI: As unaided schools in the state pay meagre emoluments, the number of schoolteachers going abroad for better pay has increased over the past few years. The ministry of education, Maldives, had recently conducted recruitment drives in Thiruvananthapuram, Kochi and Palakkad in association with various recruitment agencies. "Of the 500 candidates they screened, the Maldives education ministry has offered placements to 90 teachers. Better emoluments are the prime attraction for them. A teacher holding a BEd degree will get around Rs 60,000 plus as salary,'' said Y P Byju, managing director, Skylink international, Kochim, who is also the joint secretary of Kerala Manpower Exporters Association.

Majlis passes MRF 15.3 billion as 2013 state budget

The Peoples’ Majlis reduced the proposed projected state budget for 2013 from MRF 16.9 billion to MRF 15.3 billion and has passed it yesterday at the state budget of 2013. The MRF 15.3 billion budget was passed with 41 MPs out of the 69 MPs present at yesterday’s sitting of the Majlis voting in favour of it. 28 MPs voted against it. MPs of the opposition Maldivian Democratic Party (MDP) all voted against the projected budget. The budget was passed yesterday after it was revised twice in the Majlis.

Illegal recommendations were put to the vote in relation to the budget- Gasim

Chair of the Budget Committee of the Peoples’ Majlis and leader of the Jumhooree Party, Gasim Ibrahim has said that some of the recommendations put to vote and passed in the Majlis yesterday for the state budget of 2013 were unlawful and such recommendations cannot be put to a vote. Gasim Ibrahim made this remark speaking at the meeting of the Jumhooree Party held at M. Konooz. He said that the leasing of islands for tourism is a responsibility given to the government by the constitution and the government does not have to request the permission of the Majlis to lease islands. He said that it is unconstitutional and illegal to compel the government to do as such before leasing islands for tourism. He stressed that he does not believe that the Majlis can pass something like that in contradiction to what is stated in the constitution regarding the matter.

Maid doesn’t regret killing sponsor
JEDDAH: Investigators are questioning an African maidservant for killing her Saudi sponsor in Jeddah on Tuesday by stabbing him several times while he was sleeping in his home. Lt. Nawaf Al-Bouk, spokesman of Jeddah police, said security officers had taken all necessary evidence including thumb impressions from the site. “We have handed over the pieces of evidence to the Bureau of Investigation and Public Prosecution,” Al-Bouk said, adding that the maid had admitted to killing her sponsor.

Maldives now needs an economic expert who has ability to remove Maldives from CMAG agenda and solve present economic crises- Azima

State Attorney General Aishath Azima Shukoor has said that the Maldives now needs a leader who is an economic expert who can resolve the economic problems faced by the country and help in removing Maldives from the CMAG agenda when ever necessary. Attorney General Azima made this remark in an interview to DhiTV. She said that this ideal candidate should be capable of running the government patiently and by establishing good relations with many political parties.“Such a candidate should also be a person who will strengthen the foreign policy of the Maldives and also strengthen the ties between other countries. He also should be capable of rectifying the educational policies and also should empower women,” she said. Azima expressed concern that still the popular belief is to vote for the candidate “who shouts the most in the campaigns.” She said that this is witnessed in the local council elections, parliamentary elections and also in internal elections of the political parties. Furthermore, Azima said that voting for the candidate that makes the loudest noise has its consequences and at the end of the day the people are betrayed with false oaths. Government doesn’t take any action against those responsible for the ill treatment of expatriates- India
Indian High Commission’s official in Maldives has said that the government of Maldives is not taking any action against those responsible for the ill treatment and harassment on some Indian expatriates. President Appoints an Ambassador to China

President Dr Mohamed Waheed has appointed Mr Mohamed Rasheed as the Ambassador of Maldives to China. The presentation of letter of appointment to Mr Rasheed was held this morning at the President’s Office. Speaking at the function, President Waheed congratulated the new Ambassador. The President also expressed confidence that Ambassador Rasheed would protect and promote the interest of the people of Maldives and work to enhance cooperation between the Maldives and China. Members of Cabinet Plant Trees to Mark 80th Anniversary of Establishment of a Cabinet

Government today marked the 80th anniversary of the establishment of a cabinet in the Maldives. The President, the Vice President and other members marked the occasion by planting trees at the Sultan Park on Saturday. At the event, the President said that over the 80 years, members of different cabinets had rendered tremendous services to the country and thanked them all. He said there were people who had served in different cabinets for a very long time. India did not inform of tightening visa regulations- Foreign Ministry
Foreign Ministry has stated that India did not inform the government about the recent change to the on arrival visa regulations for Maldivians. Minister of State of Foreign Affairs, Hassan Saeed informed the media that Maldivian travelers can get tourist visa and free visa on arrival for ninety days. Meanwhile, people intending to travel to India have been waiting in line near the Indian High Commission even last night. Indian High Commission announced that they have increased the token numbers allocated daily from 40 to 60.

Minister of Defence Departs on an Official visit to Sri Lanka
Minister of Defence and National Security Colonel (Retd) Mohamed Nazim has departed on an official visit to Sri Lanka. MNDF Women's football team guaranteed a position in the semi-finals

MNDF women's football team has guaranteed a position in the semi-final of FAM Women's Football Championship after beating MBC team by 6-0 goals. In today's match played at the Henveyru Stadium, Fadwa Zahir of MNDF team scored two goals while other goals were scored by Mariyam Mirufath, Sahula Thaufeeq and Aiminath Dhimnaa. One own-goal was also seen in today's match. The Queen-of-the-match of today's match is Fadwa Zahir of MNDF team. The last match of the MNDF team in the first round would be played on next Monday against Laamu Atoll Star team. MNDF team assured a position in the semi-finals without losing any match with 9 points. This is the first official womens football tournament held in the Maldives. Cabinet finalises strategy for improving cooperation between the government and the Civil Service Commission
The Cabinet has outlined a strategy to improve the participation of the Civil Service Commission (CSC) in formulating and implementing government’s policies. The members of the Cabinet recognised that a lack of a defined role of the CSC in the policy formulation and implementation processes, created a number of difficulties for the government in matters regarding the Civil Service. The Cabinet finalised the strategy after discussing on plans proposed by a review committee. The plan emphasises the importance of continued participation of and collaboration with CSC in formulating and implementing government’s policies. Moreover, the strategy aims to seek the view and advice of CSC in matters related salaries, allowances and working hours of civil servants as well as changes to government structure.



Budget Committee passes MVR 15.3 billion as state budget for 2013

The Budget Committee of the Peoples’ Majlis has convened the committees 30th meeting on Thursday, continuing review of the projected budget for 2013 based on the budget proposal by the Minister of Finance and Treasury. At the meeting, the Committee proposed the budget to be equal to MVR 15.3 billion, which was passed with a majority vote. GMR has done only peripheral work at airport, says Maldives official
Masood Imad, the media Secretary to the President’s Office in Maldives, has been quite blunt about alleged wrongdoings by GMR Infrastructure in bagging the Male International Airport development project and subsequently operating the airport. GMR, the largest foreign investor in Maldives, was evicted from the airport earlier this month and has now claimed $800 million in damages. But Maldives continues to allege that GMR did little to develop the airport and has also been disputing the $800 million compensation being sought.

Group discussion on food security held
A group discussion session on food security is being held at Asaree Maalam, SHE building. The main purpose of this group discussion is to improve current strategy on food security and to involve as much concerned organizations. Zammath Khaleel from climate change and energy department of the ministry of environment and energy gave a brief interview to address the issue. Zammath says that food security is one the major issues that have been left out unattended. There have been no documents or strategies so far to tackle this issue. He said that the climate change and energy department decided to take a step forward and compile a strategy plan to address this issue. “As we dug deep into the issue we came to know that this is not a just a concern of climate change and energy, in fact this is a concern to Maldives as a whole” Says Zammath. Officials from Maldives food and drug authority(MFDA), ministry of health, ministry of fisheries and agriculture, ministry of tourism, arts and culture, Environment protection agency(EPA), MDMC, UNDP, Maldives meteorological services(MMS) and some local council members joined this group discussion. Majlis Approves for the Maldives to participate in the United Nations (UN) Convention against Transnational Organized Crimenational Organized Crime

Following review by the Committee on National Security, Majlis today approved to the Maldives becoming signatory to the United Nations (UN) Convention against Transnational Organised Crime. A majority of 50 MPs voted in favour of approval. Maldives regulator seeks satellite operator
The Communication Authority of Maldives (CAM) has issued a request for proposal for the launch and operations of a satellite for the Maldives. The project will be carried out in three phases, including securing an orbital slot, manufacture and launch of the satellite, and commercial operations of the satellite, Haveeru Online reports. The regulator did not indicate an estimated budget for the project. Proposals can be submitted with CAM until 31 January 2013.

Maldives has signed and ratified seven out of the nine core human rights conventions including ICCPR, ICESCR, CAT, CEDAW and CRC. At the press conference State Minister further reiterated Government’s commitment towards ratifying the International Convention on the Protection of the Rights of the Migrant Workers and Members of their Families and International Convention for the Protection of all Persons from Enforced Disappearances. Maldives was elected as the member of the Human Rights Council in 2010 with a record number of votes from the United Nations General Assembly members. Maldives will hold its vice chairmanship of the council from 1 January to 31 December 2013.

MPs should be responsible to the harms of a reduced budget- Jihad

Minister of Finance and Treasury, Abdullah Jihad has said that if the MPs reduce the projected budget for 2013 then they should be responsible for any difficulties and problems caused by such action. Speaking at the meeting of the Budget Committee of the Peoples’ Majlis, Minister Jihad said that the projected budget for 2013 was proposed by the government giving special consideration to the necessary expenditures of the state to pay state debts.Jihad said that the government might have to cut down the number of employees and also reduce the salaries. And if such a situation is met then the state will have to face many challenges and difficulties. Jihad said that the state budget can be reduced if all the state powers, institutions and members of the Peoples’ Majlis are ready to take full responsibility of the consequences of such an action. Meanwhile, political parties from the government coalition have also been expressing their support of reducing the projected budget for the coming year. In this regard, Parliamentary group leader of the Progressive Party of Maldives (PPM), Abdullah Yaamin said that the budget should be reduced and additional expenditures on employees and travel should not be included in the budget. He said that such expenditures should be frozen.


Korean Air to Introduce Direct Flights to Sri Lanka and Maldives Starting Next March
Starting next March 9, Korean Air will expand its network to Southwest Asia with the launch of a direct service from Seoul Incheon to Sri Lanka and Maldives. Promoting environmentally friendly fishing and production methods is important – President Waheed

In his message on the occasion of this year’s Fishermen’s Day, President Dr Mohamed Waheed has urged to promote environmentally friendly fishing and production methods in the fisheries industry. Highlighting the government’s policy to stop the use of environmentally hazardous gases, President stated that a high priority should be given, by fisheries companies, to replace such harmful gases with eco-friendly gases in fish processing and preservation. He noted that efforts had been made in the past years to develop the fisheries industry in the Maldives and added that positive outcomes of those efforts could now be seen. In his statement, President Waheed also said it was a great honour for the Maldives to receive certification according to the Marine Stewardship Council (MSC) for the Maldives pole and line skipjack fishery. He stated that the MSC certification is expected to promote the Maldives fish products in the world market at a higher rate. Maldives denies China role in GMR row
Maldives President Mohamed Waheed has denied the suggestion in the media that China nudged his country to push out the Male airport operator, Indian multinational company GMR. “Absolutely no. Absolutely no,” he said. “The only significant cooperation we have with China at this time is through development assistance… like building the museum, housing projects. I don’t think India should worry about it at all.” Dr. Waheed said that Maldives was not looking for a foreign investor to develop the Ibrahim Nasir Airport in Male. “Male International Airport was the single largest development project undertaken by the people of Maldives. It is a very sensitive and very emotional project. Some of that emotional part contributes to the political uproar. But we tried over the last nine months to look at this very objectively and not rush into things. We inherited the problem from the last government. Over a period of seven months, we tried to understand what the legal implications are, what the technical problems are, what the business implications are.” On compensation, he said that this would be decided through a process of arbitration.

New Delhi, Dec 10 — The scrapping of the GMR airport deal by the Maldives government was a legal issue, External Affairs Minister Salman Khurshid said Monday and hoped that the controversy would not be "allowed to be used" by fringe groups in that country to lead to deterioration in ties. The Maldives government's scrapping a $500 million deal with Indian construction major GMR is "is an issue essentially legal in nature", Khurshid told reporters. In a "solemn" ceremony at midnight on Saturday, theMaldives government took over control of the Male international airport from GMR, an Indian company, that had made the largest-ever FDI investment in the tiny island country in the Indian Ocean. President urges greater cooperation in the fight against corruption

In his statement on the occasion of International Anti-corruption Day, President Dr Mohamed Waheed has urged greater cooperation between all stakeholders in the fight against corruption. Stressing that curbing corruption was an important guarantee for national development, President said the worst consequences of corruption are borne by ordinary citizens. President stated that government gives high priority towards preventing corruption. He added that the government undertook this endeavour for the benefit of the people and the country. President Waheed said serious anticorruption measures needed to be taken, without any exceptions, at a national level by the government, private companies and all state instructions. He said these should include measures against bribery, misappropriation of funds and property, and abuse of power. In his statement, President Waheed noted the efforts of the Anti-corruption Commission to curb corruption in the Maldives, and expressed gratitude to the President, members and employees of the Commission for their work. He further reassured that the government would give its full support and cooperation to the Commission in its work.

New Ambassador of Indonesia accredited to the Maldives, Harimawan Suyitno presented his letter of credence to President Dr Mohamed Waheed this morning. At the ceremony held at the President’s Office to present the credentials, President Waheed welcomed Ambassador Suyitno. Maldives’ state-run Maldives Airport Company Ltd had last night took over the operations of the Male international airport from GMR after the Indian infrastructure major lost a week-long legal battle over the “unilateral” termination of its $511-million airport modernisation contract. “Maldives Airport Company Ltd has taken over the operations of the Ibrahim Nassir International Airport from GMR. The transfer process was very smooth and seamless,” President Mohamed Waheed’s Press Secretary Masood Imad said. He said that there would be a three-week transition period during which GMR and the state-run MACL will work together. “GMR has agreed to work with MACL for the next three weeks or so to help MACL with paper works and to clear any doubts since the Indian firm was operating the airport for the last two years,” Imad told PTI.

Govt repays $50 million loan to India
The government has repaid a $50 million loan to India. According to the government the loan was taken during the former President Mohamed Nasheed’s regime as treasury bonds. The loan which expired yesterday was repaid following a notification sent by the State Bank of India. Minister of Finance Abdullah Jihad said that the government is compelled to repay the loan from the state reserves since the Indian government failed to extend the period.

Cabinet advises Maldives to sign two maritime conventions and protocol
The cabinet has recommended for the Maldives to sign two maritime conventions and one maritime protocol: the International Convention for the Suppression of Unlawful Acts against the Safety of Maritime Navigation 1988 (SUA Convention); Protocol for the Suppression of Unlawful Acts against the Safety of Fixed Platforms located on the Continental Shelf 1988 (SUA Protocol 88); and the International Convention on Maritime Search and Rescue 1979 (SAR Convention). At the meeting, members of the cabinet noted that being party to the conventions would assist in better enforcement of international and local maritime law in the Maldives. They also pointed out that the conventions would facilitate in aiding those in distress at sea and help minimise environmental pollution that may arise from incidents at sea.

Maldives Airport Co. expects to take over the island nation's main airport Saturday, as a deadline given by the government to an Indian-Malaysian consortium to hand over the facility expires Friday, the managing director of the state-run company said Tuesday. The UN Assistant Secretary General for Political Affairs, Mr Oscar Fernandez-Taranco has paid a courtesy call on President Dr Mohamed Waheed. Women empowerment necessary for national development, says Vice President

Vice President Mohamed Waheed Deen has said that women empowerment is a necessity for the development of the country. He made the remarks while speaking at the inauguration ceremony of the Third Women Councillors’ Forum. The ceremony was held this morning at Billabong High International School. Vice President Deen said one of the challenges in empowerment of women was the hesitancy in giving decision making roles to women. He recognized the work done by Maldivian governments in promoting women’s rights. He also noted that Maldivian laws and regulations are also based on this. However, he said, there was a need to change some people’s outlook on the issue. In his speech, Vice President noted that there were only a few women councillor’s in the Maldives. Highlighting the work done in establishing local governance system, he said many challenges were faced in this work. The reason for those challenges, he said, was because some people viewed local governance system was not practical in the Maldives.


Majlis approves to conduct a secret vote on proposed no-confidence motions against the President and Members of the Cabinet
Majlis has today passed vote to approve on the amendments to the Standing Orders of the People’s Majlis to conduct no-confidence motions on President and Members of the Cabinet through secret vote. Proposed amendments to the Standing Orders of the People’s Majlis were made with the approval of 41 MPs, while 34 MPs voted against the motion. There were 0 abstentions. Article 167(a) of the revised Standing Orders stipulates that an open vote shall be held under all circumstances with the exception of circumstances prescribed in the Constitution or in the Standing Orders which imposes the conduction of secret vote. Addition to Article 173 states pursuant to Articles 172 and 173 of the Standing Orders, where circumstances require, voting will be conducted by secret ballot in Majlis committees. Approved amendments to Article 177 now establish votes taken pursuant to Articles 172 and Article 173 as Secret Votes. Yesterday’s Sitting was adjourned due to a loss of quorum at 13:41pm.


PPM seeks Supreme Court ruling on secret vote
Government Caolition partner PPM has filed a case in the Supreme Court seeking the court’s ruling on the decision taken by the People’s Majlis yesterday to follow a secret vote procedure in impeachment motions on the President or Vice President and on no confidence votes on ministers. In filing the case PPM Legal Counsel Mohamed Waheed has said the decision made by the Majlis to take a secret vote in these cases is illegal and therefore it is important to annul the decision.

Singapore High Court issues stay order for GMR but Maldives say No.
We are ready to give any compensation to GMR- govt

The High Court in Singapore has issued a stay order in favor of India’s GMR Infrastructure that GMR can continue with the works of the development of the Ibrahim Nasir International Airport as per the agreement signed between GMR and Maldives Government pending a ruling made in the arbitration case filed. However the Maldives Government has responded that GMR will have to leave Ibrahim Nasir International Airport on Saturday as per the notice given to them on 27 November. Defence Minister Mohamed Nazim in his capacity as Acting Transport Minister has told a news conference immediately after the Singapore High Court stay order, that the decision of the court does not give any ruling on the cancellation of the contract. Consequently, the Government will proceed with the taking over of the airport from GMR on Saturday 8 December.

President Dr Mohamed Waheed has congratulated the President Dr Mahmoud Abbas, and the people of the State of Palestine, following the United Nations General Assembly’s decision to grant Non-Member Observer State status to Palestine. In a letter sent to President Abbas, President Waheed had expressed his confidence that this decision would play a catalytic role in Palestine achieving its full membership of the United Nations as an independent State. President Waheed had noted that the Maldives cosponsored and supported the General Assembly Resolution because “we believe that the Palestinians have an inalienable right to an independent State with East Jerusalem as its capital”. “Above all, the Maldives believes that colonialism and military occupation should have no place in international politics of twenty-first century, and that it is a moral obligation for every civilized country to stand up and support Palestinians’ quest for justice and dignity”.

First Lady Madam Ilham Hussain has said that one of the most important steps to take against AIDS was to create public awareness about the deadly virus, and that it was the social responsibility of the government, NGOs and each individual member of the society. She made this remark while speaking at the closing ceremony of the “Awareness Session on HIV/AIDS and Drug Abuse”, a one day workshop organised by the National Drug Agency. Noting that a cure for AIDS had not yet been found, the First Lady appealed to all participants of the workshop to continue to go forward in the fight against AIDS. In her speech, the First Lady said that the issues of AIDS and drug abuse were the biggest concerns of the nation today; ones that needed immediate solutions. She also noted that today, the youth of the country was falling prey to many dangerous habits that lead to the transfer of AIDS, especially the use drug injection in recreational drug use - the leading cause for the spread of AIDS in the Maldives.

State Trading Organisation STO has filed against Alhan in the civil court to recover 4.7 million Rufiya for the goods he has taken from STO. Supreme Court annuls Majlis Committee’s decision on Hulhumale’ Court

The Supreme Court has annulled the decision of the Peoples’ Majlis Committee on Independent Institutions on the legitimacy of Hulhumale’ Magistrate Court. In the court order of the Supreme Court stated that other institutes do not have the authority to issue verdicts regarding matters filed at the courts of law. The Supreme Court stated that state institutions do not have the right to cause undue influence on ongoing court proceedings and such verdicts issued by state institutions or any other institute regarding ongoing court cases are in itself void.

President abolishes Department of Information
President Dr Mohamed Waheed has abolished the Department of Information. The Department was abolished because some of the new institutions formed by law under the new Constitution perform the functions previously carried out by the Department of Information. Following this change, registration of media; formulating policies and facilitating the development of local media; creating the official Maldives’ calendar; maintaining the registry of journalists and writers; and, representing the Maldives internationally in the press field will be carried out by the Ministry of Tourism, Arts and Culture. President Waheed meets members of Inter-Parliamentary Union mission

President Dr Mohamed Waheed today met with the members of the Inter-Parliamentary Union (IPU) Mission. The meeting was held this morning at the President’s Office. Vice President launches UNFPA State of the World Population Report 2012

Vice President Mohamed Waheed Deen has today launched the UNFPA State of the World Population Report 2012: “By Choice not by Chance”. The launching ceremony was held at the UN building this afternoon. Speaking at the ceremony, the Vice President said that we should all believe it is the right of women when to be pregnant. He noted that the report argues for a rights-based approach to family planning, enabling women to exercise their reproductive rights, including choosing when to become pregnant. The Vice President mentioned that it would in turn enable other rights including health, education and the achievement of a life with dignity. Underlining that every choice made by a couple should be mutual, the Vice President said that family was not only about birth control, but it is rather a human rights and development issue. “Having children by choice, and not by chance eventually will pave way for a better future of the people as a whole”, said the Vice President.


HRCM observes World Day for Prevention of Child Abuse

Human Rights Commission of the Maldives organized an event to observe the World day for Prevention of Child Abuse on the 19th of November 2012. The main purpose of this event which consists of a forum theater and a discussion was to contribute to the creation of a culture of prevention of child abuse by raising awareness through a participative and thought provoking process. Questions and queries from the public regarding the topics were addressed by a panel of experts. The Panellists were Dr. Ibrahim Zakariya Moosa, Clinical Psychologist Ms. Afiya Ali, President of the Commission Mariyam Azra Ahmed, and Vice President Ahmed Tholal. In addition, the forum theater addressed issues faced by children in today’s society. The event took place in Kalafaanu School on 19th November 2012 at 20:00 hours. This is the third year in a row that the Commission organized an event to observe World Day for Prevention of Child Abuse.


New Russian Ambassador presents credentials to the President

New Ambassador of Russia accredited to the Maldives, Alexander Karchava presented his letter of credence to President Dr Mohamed Waheed yesterday afternoon. At the ceremony held at the President’s Office to present the credentials, President Waheed welcomed Ambassador Karchava. Meeting the new Ambassador afterwards, the President and the Ambassador discussed ways to further strengthen the existing relations between the Maldives and Russia. President Dr Mohamed Waheed has yesterday dismissed Fathimath Dhiyana Saeed from the post of Minister of Gender, Family and Human Rights. In a letter forwarded to Dhiyana yesterday, President Waheed expressed gratitude for services rendered during her tenure as the Minister of Gender, Family and Human Rights. Ready to talk to Maldives govt within agreement framework: GMR
With its $500-million airport development project here becoming a target of political football, Indian infrastructure major GMR has said it is flexible about discussing with the Maldives government all the issues within the framework of the concession agreement. The project, inked between GMR and former President Mohammed Nasheed’s government to develop Ibrahim Nasir International Airport, is facing protests from political groups here who term this agreement as “illegal” alleging that it was signed despite objections from the Parliament. President Dr Mohamed Waheed has today laid the foundation for a new 4 storey building of 9 classrooms in Maduvvari of North Maalhosmadulu Atoll. Speaking to the people of Maduvvari following the foundation laying ceremony, the President noted that the construction of the additional classrooms would be an achievement to the education system of the island. President of the Adhaalath Party, Sheikh Imran Abdullah has said that everyone caught committing criminal offences should be arrested without any exception. Speaking to Miadhu Daily, Sheikh Imran said that no privileged persons are above the law in Islam. He said that any Ac that calls to make an exception to this rule will be considered as annulled since the source of Maldivian law is Islam. Sheikh Imran said that even the head of state or members of the Peoples’ Majlis is emendable to the ordinary legal process, for any remedy, whether civil or criminal, against his person or property. Sheikh Imran called the Peoples’ Majlis to abolish Article 202 (d) of the Standing Orders of the Peoples Majlis which states that a Member of Peoples’ Majlis  cannot be arrested preceding an imminent Majlis decision on a resolution to remove the President, judges, members of independent institutions and independent officers from office. “Majlis member or a fisherman, if either one of them is caught committing a crime and is caught in the scene of crime, then both of them should be equal in front of the law. This is what the religion of Islam commands us. And all laws that contradict the principles of Islam should be annulled without delay,” he said.

Maratha regiment continues to lure foreign armies for training
BELGAUM: The joint military training exercises between the Indian Army and Maldives National Defence Force (MNDF) have begun at the Maratha Light Infantry Regimental Centre. The training that began on November 12 is aimed at enhancing military ties between the two nations. The training is named as 'EKUVERIN-2012'. Maratha Light Infantry Regimental Training Centre, which is well known for its training centres across the world, is attractive for its infrastructural facilities. Most of the foreign armies prefer this training centre because of its facilities and uniqueness. A total of 45 army personnel from India and equal number from Maldives are taking part in the joint training exercise. President Dr Mohamed Waheed has today visited the island of Rasmaadhoo of North Maalhosmadulu Atoll, as part of his current tour of the atoll. Addressing the people of the island, the President said that an island’s residents bring life to it, and that the youth and children reflect the developmental achievements of the island. In his speech, President Waheed highlighted the many areas where Rasmaadhoo was in need of development, and shared with the people, the work being done by the government in achieving their goals. He especially noted that the government would assist the Rasmaadhoo Youth Association in establishing a youth centre.

President Dr Mohamed Waheed has revealed that the Police has achieved a lot of development on the murder case of late Dr Afrasheem Ali, Parliament Member for the Raa Ungoofaaru region. In his speech, the President said that the Police had been exercising all the tools and resources available, including international assistance, in investigating the case most professionally. President Dr. Mohamed Waheed Hassan Manik has requested the Jumhooree Party (JP) to submit a name for the post of the Transport Minister. The President made the request in reply to a letter by Jumhooree Party demanding the president to reinstate Dr. Shamheed as the Transport Minister before Sunday. President Dr. Waheed stated in his letter to the Jumhooree Party that Dr. Shamheed was dismissed from the post for not complying with the regular procedures when making decisions and also for not consulting with the President and the cabinet before making decisions in the capacity as the Transport Minister. (PTI): Indian corporate giant GMR's $500 million Male airport project has run into rough weather, as Maldives government has temporary halted work on a new terminal building and the company has moved an arbitration court in Singapore over development charges. India, Maldives holding joint military training exercises
The fourth joint military training exercises between the Indian Army and the Maldives National Defence Force (MNDF) - EKUVERIN 2012 - is being held in Belgaum from November 12 to 25. A total of 45 personnel from the MNDF are taking part in the exercises along with the personnel from the Indian Army. The bilateral annual exercises, which commenced in 2009 in Belgaum, are alternately held in India and Maldives. The aim of the exercises is to enhance the close military cooperation between the two countries. To facilitate the event held to mark 44th republic day of Maldives, several roads will be closed from 07:30pm to 12 midnight today, 11 November 2012. During the event, access to the roads marked in red in the picture will only be granted to authorized vehicles, as well as police and emergency vehicles. Police officers will be deployed at the affected junctions to assist and direct vehicles. Public bus services affected by the road closure will be diverted accordingly. Parking restriction along the peripheral roads will be strictly enforced. Vehicles that are found parking indiscriminately and/or causing obstruction may be towed away. Republic Day is celebrated most majestically in the capital on 11th November. Initially, republic was formed in the year 1953, but it did not last for a long time and monarchy was restored in the same year. Later, in the year 1968 on November 11th Maldives finally became a republic.The monarchy ruling over the islands was abolished and replaced by a republic, and the name of the country changed from Maldives Islands to Republic of Maldives.

“I am quiet satisfied. While all these protests against GMR is going in Maldives no Indian Media has taken any concern about it. But atleast now they have noticed the people’s view the corruption deal. There is ongoing corruption storm in India, and I am sad Maldives has been partly effected.” Press Secretary Abbas Adil Riza has said that elections such as the Presidential Election cannot be held with the GMR still in Maldives. Abbas said that GMR has been trying to influence in major elections. He said that therefore with the GMR in the Maldives the fairness of elections is in doubt. Abbas also said that there is no agreement between the government and the GMR. He said that he does not believe that there is any agreement that the government should respect in relation to the issue of GMR.

The gathering was organised by some political parties including some members of the public. Four men apprehended with illegal narcotics
Sh. Atoll council member among the arrested

Shaviyani Atoll Police Station has apprehended four people with suspected illegal narcotics. The three suspects were said to be of ages between 18 to 41 and were taken into custody after a special operation was undertaken for the arrest of these suspects when Police Intelligence received information on the illegal substance being smuggled into the island. While three were arrested in Shaviyani Milandhoo the other was arrested in Funadhoo.

Activists who are trying to regain Ibrahim Nasir International Airport from Indian company GMR has given 6 days notice to the Government to bring a solution. On a rally of thousands of people Adhaalath Party’s President Sheikh Imran Abdulla said, if the government doesn’t bring a positive result to re gain the International airport from GMR, the on going activities may turn to another face. Sheikh Imran said, Maldivians will not rest without cancelling the agreement signed between the former Government of Maldives and GMR of India. President Dr Mohamed Waheed has said that forcing our children to pursue a particular career field would never be wise. The President made this remark while speaking at the Top Achievers Awards 2012 held at Dharubaaruge this evening. Maldives to build hotels on 14 virgin islands

The Maldives is to build hotels on 14 uninhabited islands in order to satisfy rising demand from new markets, including China, within the next two years. At least four of the larger islands will be leased for three and four-star developments targeted at the UK market. Tourism minister Ahmed Adheeb Abdhul Gafoor admitted business from Europe, especially the UK and Italy, has been hit by the recession, but he said traffic from China had risen 200% since 2004.

National Award of Honour to Three recipients, National Award of Recognition to Nineteen recipients - National Awards Committee reveals
National Awards Committee has said that three individuals will be conferred the National Award of Honour, and that nineteen individuals will be conferred the National Award of Recognition. The recipients of National Award of Honour and National Award of Recognition will be conferred the awards, at a special function held on the evening of 11 November at Dharubaaruge. President Dr Mohamed Waheed will present the awards to all the recipients. Recipients of National Award of Honour will receive a shield of honour and a badge, while the recipients of National Award of Recognition receive a commemorative plaque and a certificate.

The President made this remark this morning, while speaking at the Inauguration of the First National Stakeholder Conference on Declaring Maldives a Biosphere. In his speech, the President said that this conference would facilitate the implementation of Biosphere Reserves in other islands. Further speaking the President called on the participants of the conference to explore ways to establish biosphere reserves in a way that advanced the country’s economy and the livelihood of the people. In his speech President Waheed noted the importance of the participation of the public, various organisations, councils and all sectors in the government’s work in establishing biosphere reserves in other islands. In 2009 the cabinet made the decision to establish a biosphere reserve in Baa Atoll. Baa Atoll was officially declared a biosphere reserve earlier this year.

Majlis considers emergency motion on agreement signed to sell 30 percent stake in AIA
Peoples’ Majlis has considered an emergency motion on the agreement signed to sell 30 percent stake in Addu International Airport Company Pvt. Ltd (AIA) without an international competitive bidding process. At the Seventeenth Sitting of the Third Session of the Majlis held yesterday, an Emergency Motion tabled by Ibrahim Rasheed, MP, for South Maafaanu was accepted for consideration. The motion, tabled under Article 145 and 149 of the Standing Orders, was on the agreement signed to sell 30 percent stake in Addu International Airport Company Pvt. Ltd (AIA) to Kasa Holdings without an international competitive bidding process. The motion was accepted for debate with a vote of 27, while 0 MPs voted against accepting it. There were 03 abstentions. A motion to extend debate time until all MPs have spoken on the motion was also accepted when 20 MPs voted in favor of the extension. Ali Mohamed, MP, for Velidhoo adjourned yesterday’s sitting at 12:08 when only 15 MPs were present for the afternoon session. As per Article 37 (b), the Speaker can postpone a Sitting when quorum fails to meet in five minutes since the Sitting begins. Clause (c) of the same Article gives the Speaker sanction to give MPs an interval of 30 minutes if the quorum fails to meet, or even to adjourn the sitting after the quorum fails to meet.


State institutions swiftly implement minor recommendations – ACC
Anti Corruption Commission (ACC) has stated the state institutions usually implement minor recommendations of the commission swiftly. Speaking to the press, President of the commission, Hassan Luthfee said that the institutions are however slow in implementing recommendations of the commission in bigger issues. In reply to a question raised by Miadhu Daily regarding the work of ACC to make the tender board more responsible since the decisions made by the tender board has caused much loss to the state in the past four months, Luthfee said that the problems arise because the board works with no mandate. He said that the ACC has recommended the board to create a formal mandate but however it has not been implemented so far. When asked whether the Tender Board can brush the 11 million dollar corruption case of Aptech company under the rug blaming the Tender Evaluation Committee, Luthfee said that the members of the board work in other offices and therefore the members do not have the time to check everything. He again noted that there is no board mandate still. “They work in the board part-time. It is no problem. But the problem is to work without any mandate,” he said.


Honeybees harbor antibiotic-resistance genes

Bacteria in the guts of honeybees are highly resistant to the antibiotic tetracycline, probably as a result of decades of preventive antibiotic use in domesticated hives. Researchers from Yale University identified eight different tetracycline resistance genes among U.S. honeybees that were exposed to the antibiotic, but the genes were largely absent in bees from countries where such antibiotic use is banned. The study appears on October 30 in mBio, the online open-access journal of the American Society for Microbiology.

Debate progresses on a declaration calling for an investigation into alleged human rights violations during the presidency of Maumoon Abdul Gayoom

At today’s Sixteenth Sitting of the Third Session, debate continued on a declaration tabled by Mohamed Rasheed, MP, for Machangolhi South calling for an independent investigation into alleged human rights violations during the presidency of Maumoon Abdul Gayoom. Sixteen MP’s spoke on the issue at today’s Sitting of the Majlis. Most members expressed severe concern in harassing physically and mentally during Gayoom’s regime of 30 years and also expressed concern about arresting thousands of people against Law and keeping them in prison for many years. Pursuant to Article 142 of the Standing Orders, a declaration tabled by Ahmed Mahloof, MP, for Galholhu South, on passing vital legislation related to making the criminal justice system efficient and functional was dismissed by the Majlis. STO facing foreign currency shortage

State Trading Organisation Plc has stated that the company has been facing shortage of foreign currency which is needed for the import of necessary goods such as fuel and staple food. In reply to a question raised by Miadhu Daily, Shahid Ali the Managing Director of STO said that the foreign currency shortage can only be resolved by seeking ways to increase the flow of foreign currency. Shahid said that STO will be earning 54 million dollars yearly when the 5-star, 250-room Radisson Blu Hotel in Hulhumalé commences its operation. Shahid said that STO has been delaying the development of the two resorts which they got with the development of Fuvahmulah airport because the company has been facing difficulty in securing finance for the project. He added that the company is now looking forward to develop the resorts as a joint venture with public partners. Shahid said that the company is now working to finalise the EOI to publicly announce this. He said that the company will be publicizing this within the next two months.


Cabinet decides to expand investment opportunities in association with foreign companies

The cabinet has yesterday decided to generate foreign interest in the Maldives by expanding investment opportunities in association with overseas companies. The decision was made following a round of discussions on a paper presented by the Ministry of Economic Development. At the meeting, Members of the Cabinet discussed the importance of having a definitive scheme of action with regard to attracting and handling foreign investments in the country. It was also stressed that special attention must be given to investments that focus on providing basic needs, upgrading the level of general public services, and developing the current economic and financial landscape of the Maldives. Maakan’doodhoo and Firun’baidhoo of Shaviyani Atoll, and Maakuredhdhoo of Noonu Atoll were also selected to be leased out on a long-term basis, for development as agricultural centers.


No shares of AIA will be sold to foreign parties- Shahid Ali

Shahid Ali, the managing director of the State Trading Organisation (STO) has said that the no shares of the Addu International Airport Company (AIA) will be sold to foreign parties. He said the company shares will remain with the people of Maldives always. Shahid informed Miadhu Daily that the shareholders agreement under the agreement signed to sell the 30 percent shares of AIA to Kasa Holdings stipulates that no shares of the company can be sold to foreign parties.

STO secures financing for Radisson Blu Hotel in Hulhumalé

Maldives Promotion House – State Trading Organization (STO) and Export-Import Bank of Thailand (EXIM Thailand) co-signed a USD 32 Million syndicated loan agreement on 30th October. Under the agreement Exim Thailand and Bank of Maldives will jointly finance STO’s construction of the 5-star, 250-room Radisson Blu Hotel in Hulhumalé. The Radisson Blu Maldives Hulhumalé is located on Hulhumalé Island, north of Malé, and will provide a private jetty for transportation to and from the hotel. Opening in November 2013, the hotel will feature 250 rooms, an ocean-view restaurant and a health club including a gym and spa. The property will also offer extensive ballroom and banqueting facilities, with specially designed conference services. Construction of the hotel was started in October 2011 and major construction works will be completed by February 2013 according to STO. Hotel is expected to open in November 2013.

At the 40th meeting of the Committee on Independent Institutions Members of the Peoples’ Majlis held discussions on the verification of fingerprint on the forms used for political party registration. . Large-scale discussions held regarding next year’s state budget

Large-scale discussions have been held at Aarah among the leaders of the government regarding the coming year’s state budget. Finance Minister Abdullah Jihad informed Miadhu Daily that President Dr Mohamed Waheed Hassan was informed of the details of the state budget for next year during Sunday’s meeting. “It was a very successful meeting. The inconsistencies in the budget were recognized. Amendments were brought to such inconsistencies,” he said. Former MMA governor Jihad said that this meeting held among cabinet ministers and policy level figures is the first meeting of this kind held to hold large-scale discussions on the state budget. In view of the meeting, Press Secretary Abbas Adil Riza said that the coming year’s state budget was discussed extensively in the meeting held at Aarah. He said that the top priorities for budget allocation were also finalized in the meeting.


Addu Airport was left undeveloped in the past 3 govts- Shareef

Ibrahim Shareef (Mavota) has said that the Addu City Gan Airport was deliberately left undeveloped in the governments of Presidents Ibrahim Nasir; Maumoon Abdul Gayoom and Mohamed Nasheed. Shareef said that Gan Airport was the best airbase in the region when the Britons left Addu. He said that the airport could have been developed then for a small cost. “If the airport was developed during that time it would have been easy. A state of the art international airport would have been developed,” he said.

Maldivian to start flights to Delhi from April
Maldivian, the Maldives-based airline, Monday said it will start scheduled flights between Male and New Delhi from April 2013, with an initial frequency of three flights per week. "We are very optimistic of starting our New Delhi operations by summer of next year sometimes in April-May. Initially, we will operate three flights a week," Bandhu Ibrahim Saleem, chairman, Maldivian said here. According to Saleem, the operations between Male and New Delhi will be undertaken on a newly-leased Airbus A320 aircraft. The company also has plans to start Mumbai and Chennai operations mid-November on A320 aircraft.

Gan airport selling of shares halted until PEMEB makes a decision

The selling of shares of Gan Airport of Addu City has been halted by the Ministry of Finance until Public Enterprises Monitoring and Evaluation Board (PEMEB) makes a decision on the matter. Managing Director of State Trading Organisation (STO), Shahid Ali informed Miadhu Daily that Ministry of Finance requested to halt the signing of the agreement to confirm the sale of 30 percent shares of Gan Airport to Kasa Holdings. He said that the Ministry requested this to keep things procedural. Addu Airport Development Consortium, a consortium between Gan Airport Company Limited (GACL), Maldives Airports Company Limited (MACL), and State Trading Organisation (STO) was formed to develop Gan International Airport.

Akarsu Group to develop Gaakoshibee Resort
Maldives Promotion House – ADK Company has joined forces with Akarsu Group from Turkey to develop Gaakoshibee Resort & Spa. ADK started developing resort at Gakoshibee island in the year 2007 and was halted due to financial difficulties. According to ADK Company they have completed 60 percent of the construction. Total investment for the resort will be USD 100 million. ADK expect to open the resort in the third quarter of 2013 with the new investments. The five-star resort in the Shaviyani Atoll, 55-minute flight by seaplane from Ibrahim Nasir Internation Airport in Male’ will feature 123 villas built over the beach and lagoon. The island is largely untouched with dense foliage throughout and boasts a pristine white sand beach fronting the resort.

Implementation of death penalty bill drafted

The Attorney General’s office has revealed that the bill on the implementation of the death penalty has been drafted and will be made public next week. In a press conference held yesterday at Velaanaage, Attorney General Azima Shukoor said that the bill has been drafted and it’s in the final stage of discussions. She said that it will be then sent to the respective authorities of the state for further review.

Airport should not be leased to the value of the cost of establishing an island harbor- Gasim

Gasim Ibrahim, Chairman of the Villa Group has said that it is unacceptable to lease the Gan airport to the value of the cost of establishing an island harbor. He said that 60 million Maldivian Ruffiya is about the cost of establishing an island harbor and Gan Airport should not be leased to this amount to a private company. Gasim Ibrahim said that even though only 30 percent share is sold for 60 million Maldivian Ruffiya it will be very difficult to reclaim the share. He said that the reclamation of the share will cost the government a lot. Maamigili MP Gasim said that the development of Gan Airport is very important for the people of Addu City but it should be done after assuring the protection of the rights of the state to the airport. He said that the airport should be managed under Addu City Council. Gasim said that it is not the policy of the current government to sell state assets. He said that the state should utilize other means of development without selling state or public assets.


New Brazilian Ambassador presents credentials to the President

New Ambassador of Brazil accredited to the Maldives, Marcelo Vasconcelos has presented his letter of credence to President Dr Mohamed Waheed yesterday morning. At the ceremony held at the President’s Office, President Waheed extended a warm welcome to Ambassador Vasconcelos. In a brief meeting with the President, Ambassador Marcelo discussed ways to further cement the bilateral ties between Brazil and the Maldives. MPs request review of proposed amendments to the Standing Orders
At the 25th meeting of this year of the General Purpose Committee of the Peoples’Majlis, members considered a request signed by 3 MPs which pressures work to commence on the review of proposed amendments to the Standing Orders. The amendments in question were proposed by Mohamed Shifaz, MP, Baarah. His proposals call for changes to Article 167 (a), and additions to Articles 173 and 177 of the Standing Orders. MPs have the authority under Article 123 of the Standing Orders to stress upon committees for completion of certain work. Article 173 concerns vote to remove the President from office. The proposed amendment calls for an addition of a clause to it under the circumstances stated in Article 172. This would make the vote in Majlis to remove President from office a Secret Vote.

SREP Sub-Committee endorse the Renewable Energy Investment Plan for the Maldives
The IP was presented to the SREP Sub-Committee meeting held on 31st October 2012 at Istanbul for their endorsement and was endorsed during the meeting. Under the IP investments of around USD 139 million will be invested to transform the energy sector of the country which currently depends entirely on imported diesel fuel. Of the total investment envisaged in the investment plan USD 30 million is from the SREP funds while USD 109 million is from other sources including World Bank, Asian Development Bank, Islamic Development Bank and the private sector.The Maldives is one of the six pilot countries participating in the Scaling Up Renewable Energy Program in Low Income Countries (SREP). As a requirement of the SREP an Investment Plan was prepared demonstrating how SREP resources together with leveraging by co-financiers will be used to support scaling up renewable energy development in the Maldives. The main objective of Maldives SREP IP is to transform the electricity sector and to develop renewable energy on a large scale. Achieving this objective will support the socioeconomic development by generating new economic opportunities and widening the access to sustainable, clean and reliable energy; it will effectively contribute to poverty reduction and sustainable development and thus benefiting the Maldives and its people as a whole.


MPs concerned over the eviction faced by MNU from its current building
Some members of the Peoples’ Majlis has considered a letter sent by the Maldives National University (MNU), which highlights that it is facing eviction from its current buildings. They made the request at the 15th meeting of the Committee on Oversight of the Government. The letter requests for the committee to investigate the matter and settle the issue before Faculty staff is forced to be removed from building housing two of its faculties, the MNU center, Student Services Center, and the MNU Main Network. The letter was sent by the MNU Deputy Vice Chancellor, Mr. Fayyaz Ali. Members decided to meet with Mr. Fayyaz Ali to clarify more details regarding this issue. The committee also considered the issue of a Hajj Pilgrimage payment fraud, and decided to meet with officials of the Ministry of Islamic Affairs to investigate this matter. Members also scheduled a meeting with officials of the National Disaster Management Centre and the President’s Office, after it received letters requesting to look into the issue of devastation caused by heavy rain. Though the Committee had planned to meet 03 judges regarding probe into the report of the Commission of National Inquiry, the meeting was rescheduled since the requested parties refused to attend the Committee. Plenary Debate held on the Maldives Police Services Bill 2012
Peoples’ Majlis has yesterday begun plenary debate on the Maldives Police Services Bill 2012 tabled by Mohamed Nasheed, MP, for Kulhudhuffushi which aims to reform the Police Act and balance Police powers with human rights and democratic aspirations. The Bill also intends to insulate the Maldives Police Service from politics and to make it a professional service. Nine MPs spoke on the Bill, during debate time. Debate also progressed on the Declaration tabled by Mohamed Rasheed, MP, for South Machangolhi which called for dissemination of subsidies allocated to fishermen from a 100 million Rufiyaa from the 2012 State Budget. Maldives looks to develop Islamic capital market
(CPI Financial): The Maldives Capital Market Development Authority (CDMA) has signed a memorandum of understanding with the Ministry for Islamic Affairs to further develop an Islamic capital market in the country. Among the most prominent details of the agreement was a joint commitment to establish the ‘Maldives Centre for Islamic Capital Market and Finance’, reported the Minivan News. “This is going to help in promoting the various services available in Islamic financial services under one organisation,” the CDMA said in a statement. Under the agreement, meetings will take place between the CDMA’s Capital Market Shariah Advisory Committee and the Ministry’s Fiqh academy; a program of training events on the practice; and the ministry is to endorse Shari’ah advisors registered with the CDMA.


Hoarafushi situation will get worse if aid doesn’t get urgently – Task force
The task force for helping people of Hoarafushi has said that if aid doesn’t get urgently , then the situation of the island will get worse. The members of the task force, said that already they have pumped out the floods in the island but they are concerned of the spreading of disease in the island. In the press conference, members said the sewage system of the island is totally broken and the sewages are spread everywhere and they is no health care system in the island. They said during the heavy rains, the health centre got severe damages. The building was damaged and all the equipments and beds were so much damaged that it cannot be used. Task force team said from the beginning they were getting aid from Sun Travels, STO, MTCC , police and the MNDF. They also said Business people like Qasim Ibrahim and many others are giving enormous aid to this cause. One of the member of the taskforce, CEO of VTV Ibrahim Khaleel said that during such a time everybody can give their aid, whether it is big or small, the people of Hoarafushi will accept it warmly.


Qaumee Ithihad haven’t decided on having a presidential candidate yet – Thaufeeq

Spokesperson of Qaumee Ithihad Ahmed Thaufeeq has said that the party council will decide on having a presidential candidate from its party and still they haven’t decided on it. Thaufeeq who is also the President’s political advisor said President Dr.Mohamed Waheed will decide on running the election from a coalition or from the party. And Qaumee Party will not do anything against Dr.Waheed, Thaufeeq said. Speaking on the work of getting more members to the party and President Waheed’s attempt on running next election to DhiTv, Thaufeeq said Dr.Waheed has proved himself during the last nine months of his presidency that he is capable of making the economy of the country better. So, he is the eligible candidate for the election, Thaufeeq said. He also said Dr.Waheed has said that he will do anything for the benefit of the people and it gives evidence that he will run in the election. Thaufeeq said Qaumee party is will work according to laws that will soon be made on political parties. He said many are having interest in joining Qaumee Ithihad. But instead of bringing members from the coalition, QP wants people who haven’t joined any party to be its members. He said very soon there will be a very big change in the party’s register.


Election commission agrees that some forms sent were valid
Election commission has said that some forms sent to JP are valid. Election commission sent the forms after saying that the fingerprints in the forms does not match. When the commission rejected more than thousand forms, the President of JP Dr.Ibrahim Didi met the members of the election commission and clarified the issue. After the meeting, Dr.Didi with members of the election commission met the press and said the system in the commission is much more systemized and updated than the systems in banks and courts. Didi said he had shown the fingerprints of the rejected forms and the members and the President of the commission has accepted the forms. He said the problem of fingerprints by the commission can only be solved by cutting down and presenting the thumbs of the members. This problem is not only faced by JP. Many other parties too, are facing the problem.

President Dr.Mohamed Waheed Hassan Manik has said that the people of Rinbudhoo will decide their future. He spoke on this issue because the previous government tried to shift the people of Rinbudhoo to another island and make Rinbudhoo an uninhabited island. Dr.Waheed said the government will accept any decision taken by the people of the island. During his tour to South Nilandhe Atoll and making a visit to Rinbudhoo, Dr.Waheed told the people of the island to make a righteous decision regarding the change to another island policy. He said to the people to look into the facilities they have got in their island and to think wisely and discuss on this issue.

JP sends a letter to government regarding Gan airport issue.
Jumhooree party has sent a letter to President Dr.Mohamed Waheed Hassan Manik regarding the handing over of Gan airport to the private sector. In the letter, Leader of Jumhooree party Qasim Ibrahim said that it is not right to give Gan airport to a private party. He also said the party council unanimously disagree on giving the airport. Qasim Ibrahim said that the acting committee of the party decided to send a letter regarding this because JP totally is against of giving the airport to a private party or against the selling of the airport. He said the letter will be handed over to President Waheed when the government will be opened after eid holidays. According to Qasim Ibrahim, if Gan airport is given to a private party, the people of Addu atoll will face the consequences and this will affect the country. Qasim said if the airport is given to a private party, then the party will sell the airport to foreign company. And talking about the consequences that the people of Addu will face, Qasim said the foreign company will increase the service rates and when the people of Addu cannot afford the prices, they will start protesting. He said then we have to take back the airport form the foreign company by giving extra amount of money.

Minister of Tourism, Ahmed Adeeb has said that the government will give legal aid to tourism tax payers and will move forward with them. Minister Adeeb informed Miadhu Daily that when he was appointed as the Tourism Minister there were a total of 12 people who were not paying their taxes. However, after holding some discussions with them 10 of them are now paying their taxes. Adeeb said that there are two who have not been paying any taxes and among them is the former President Mohamed Nasheed’s economic advisor Shiyam’s 3A company. He noted that Nasheed and his followers have been trying to damage the reputation of Maldivian tourism and calling tourists to boycott the country.

Allah has granted us light after three dark years- Shiyam

Meedhoo MP Ahmed Shiyam Mohamed has said that the past three years have been very dark years for Maldives and Allah has granted light after three dark years. Speaking to people of Dhaalu Rinbidhoo Shiyam said that the people have been living in complete darkness in the past three years. “MDP’s 3 year rule is no different from the rule of Andre Andre. Nothing was different,” he said. Shiyam noted that MDP’s rule has tried to harm the Islamic identity of the people of Maldives and also damage the economy of the country. He said that corruption was rampant if the past three years. Shiyam said that no developments were brought to Rinbidhoo even though it is the only country with majority support to MDP in the whole Dhaalu atoll. “Nothing has been done by the government for this island’s development. MDP made the situation even worse than it was before for the island,” he said. Shiyam said that the island council with MDP majority tried many times to get help from the government. “MDP did not do except betray the people. The people have to suffer now because of it,” he said


Judges can only be held accountable via JSC- CJ
Chief Justice Ahmed Hussain Faiz has said that judges can only held accountable through Judicial Service Commission (JSC). In a letter addressed to the Speaker of the Peoples’ Majlis, Abdullah Shahid yesterday, Chief Justice Faiz said that the constitution is very clear that no institution can interfere with the judiciary. Faiz’s letter was in response to the decision by the Parliamentary Subcommittee on Government to again summon before it the three Magistrates on the bench to hear the criminal case against former President Mohamed Nasheed. He stated that the Judicial Service Commission had sole authority to make judges accountable for their actions. He said that the JSC Act stipulates that the commission should investigate any complaints against judges and should issue an investigatory report and submit it to the respective committee of the Majlis. In addition to this, the Chief Justice said that it is important to hold discussions regarding situations when the Majlis committees need to summon the judges. Article 141 (c) of the Constitution which states that “No officials performing public functions, or any other persons, shall interfere with and influence the functions of the courts.”. Article 9 of the Bill on Judges as legal foundation for its arguments against judicial interference by the Majlis.


We will attend parliamentary committee meetings for technical assistance- Magistrates
The three magistrates of the Hulhumale’ Magistrate Court has stated that they will attend the Parliamentary Subcommittee on Government to provide technical assistance to the Peoples’ Majlis. Department of Judicial Administration stated that since magistrates are judges of magistrate courts which is the lowest level of courts and since doubts has been raised whether judges can be summoned to Parliamentary Subcommittee on Government to hold them accountable in relation to the report of the Commission of National Inquirty (CoNI), when requested to make a decision regarding the matter, the Judicial Service Commission concluded that judges cannot be summoned to Majlis committees. However, the commission informed that judges can attend committee meetings to provide technical assistance to the Majlis but they cannot be summoned to hold them accountable.


Describing the islands of Maldives as “sinking” and “drowning” is implausible – President

President Dr Mohamed Waheed Hassan Manik has said that the sensationalized plight of the islands of Maldives describing the islands as “sinking” and “drowning” is implausible. The President made this remark addressing the people of Dhaalu atoll Maaenboodhoo. He said that the islands of Maldives are formed under a natural system. He said that he believes that there are many underlying reasons why God created life in these islands and therefore the extinction of these islands are very improbable. President Dr Waheed said that shore erosion exists and it is a challenge faced by 113 islands from the 195 inhabited islands of the Maldives. “More trees should be planted near the shore so that the roots of the trees hold the sand together. And the shore tree line should be preserved,” he said. The President underscored the importance of trees to prevent and control erosion. He said that the roots hold soil. “However, unbeknownst to us we have been destroying the shoreline trees and cutting them down. And many islands are suffering from erosion as a result,” he said.

President Dr Mohamed Waheed has briefed Indian Prime Minister Dr Manmohan Singh, on the experiencing adverse weather conditions to the several Islands of the Maldives. In a message sent to Dr Manmohan Sigh yesterday, the President noted that several Islands in the Maldives are experiencing heavy rain, storm surges and strong winds. The President’s message to the Indian Prime Minister reads as follows: “I am writing to inform you that the Maldives has been experiencing adverse weather conditions during the last few days. Several islands in the Maldives are experiencing heavy rain, storm surges, and strong winds with speed of nearly 90 kilometers per hour. In addition, few islands in the Maldives have been hit by tornadoes. Although the Maldives is traditionally considered to be outside the cycle belt, the Maldives Meteorological Services attributes this unseasonal and unprecedented bad weather to the cyclone that is currently active in the Bay of Bengal.”

Indian High Commission to celebrate India- Maldives Friendship Day
