Majlis removes President of CSC Mohamed Fahmy Hassan from
office
The Peoples’ Majlis yesterday passed the motion to remove President of Civil Service Commission (CSC) Mohamed Fahmy Hassan from his office post over an act of impropriety which falls below the standard expected by a public official.
The removal of Mohamed Fahmy Hassan was passed with thirty-eight MPs in favor, while thirty-two voted against accepting it. There were two abstentions.
On 26 June 2012, concluding their probe into the case, the Majlis’s Independent Institutions Committee determined that the allegation of inappropriate conduct made against Mohamed Fahmy Hassan, was more likely than not.
An amendment to number six (6) of the Committee Report was proposed by Visam Ali, MP, Madduvari. Fourty-four MPs voted in favour, while 26 voted against. There was one abstention.
The decision to remove Mohamed Fahmy Hassan from post was made pursuant to Article 187 of the Constitution which states: “A member of the Civil Service Commission shall be removed from office only for the reasons specified in article (a), and in the manner specified in article (b): (a) on the ground of misconduct, incapacity or incompetence; and (b) a finding to that effect by a committee of the People’s Majlis pursuant to article (a), and upon the approval of such finding by the People’s Majlis by a majority of those present and voting, calling for the member’s removal from office, such member shall be deemed removed from office.”
