Maldives-India to swap currency
Foreign Minister Ahmed Naseem has said that the government is making
arrangements on an India- Maldives currency swap. Replying to the query
posed by Miadhu Daily at the joint press conference with the visiting
External Affairs Minister of India, S.M. Krishna, Minister Naseem said
that two countries holding discussions to arrange for a direct exchange

Indian External Affairs Minister Calls on the President
President Mohamed Nasheed has today met with the Indian Minister of
External Affairs S.M. Krishna. At the meeting held today at the
President’s Office, discussions were mainly focused on strengthening

carbon neutrality. The President expressed his confidence in further
fortifying regional ties and the overall strengthening of SAARC to

SLAMABAD, Jul 28 (APP): Prime Minister Syed Yusuf Raza Gilani said that
Pakistan attaches great importance to regional integration to enhance
trade and promote economic prosperity of the people of South
Asia.Cooperation between Pakistan and India can move forward the SAARC
process in a meaningful and substantive manner and the recent visit of
Foreign Minister Ms. Hina Rabbani Khar to India augurs well for the

Providing affordable living space does not need rocket science-
President
President Mohamed Nasheed has said that the government does not need
rocket science to provide a healthy and living space for the people. The
President said this at the program held on Tuesday to hand over
guarantee documents to 10 individuals for the acquisition of allocated
lands in Hulhumale’, under the “Veshi Fahi Malé” Programme. Speaking at
the ceremony, the President assured that the government will find some
way to recompense the applicants under the Phase-1 of the “Veshi Fahi
Malé” Programme. He also noted that when the construction of the housing
flats begins, it will be completed within a year. The President handed
over the relevant documents at the opening ceremony of the “Veshi Fahi
Malé” Programme Office held Tuesday afternoon. The 10 individuals to
whom the President handed over the documents are among the applicants of
“Veshi Fahi Malé” Programme, who agreed to give up their personally
owned small-sized lands to the government, in exchange for compensation.
“Veshi Fahi Malé”, programme for the development of greater Malé area,
was initiated by the government to decongest Malé and provide a healthy
and affordable living space for the people in Malé. The programme
launched on 10 November 2010 aims to combine the development of Malé,
Vilingili, Gulhi Falhu, Thilafushi, Hulhumalé and Malé International
Airport.
2 'narco-terrorism' smugglers arrested in Maldives
AFP reports that 2 ‘narco-terrorism’ smugglers believed to be helping
Hezbollah and the Taliban have been seized in Maldives with the help of
“the long arm of US law enforcement.” In view of this report, Maldives
Police Service revealed that the two arrested were not Maldivians.
Police said that the two were wanted by Interpol and were deported from
the airport with the help of Department of Immigration and Emigration.
“Two men were captured in the Indian Ocean island nation of the Maldives
and another two in Bucharest, the Romanian capital, and were being
brought before a federal judge in New York, Manhattan US Attorney Preet
Bharara said in a statement,” AFP reported. According to AFP, undercover
US narcotics agents pretending to represent Hezbollah agreed to purchase
hundreds of kilograms of heroin and they then made a deal in February to
sell the alleged gang "military-grade weaponry" destined for Hezbollah.
AFP reported that the $9.5 million weapons package discussed included
surface-to-air missiles, Russian and US-made assault rifles, sniper
rifles and ammunition and a down payment of $100,000 was transferred for
the weapons.
If there is no peace then there is no independence- Abdul Sattar
Abdul Sattar Moosa Didi, who played a major role to bring about the
independence of the Maldives from being a protectorate of the British
Empire, has said that if a place does not have peace then such a place
will not have any independence. Abdul Sattar, who was conferred the
National Exemplary Service medal by President Nasheed, also said that
difference of opinion is not a problem and that each individual is
entitled to have his own opinion in different matters. However he said
that these differences should not lead to separation and disunity. Abdul
Sattar expressed his gratitude for the government for conferring the
National Exemplary Service medal. “Honour is that which is conferred to
individuals to whom the President of the country, whoever it might be,
gives to whom ever he thinks it is fit to give,” he said.

President Nasheed Inaugurates Corps of Engineers
President Mohamed Nasheed has highlighted the need to establish a
system, that allows the Maldives National Defence Force (MNDF) to
overcome any obstacle faced, with confidence. Speaking at the
inauguration ceremony of the MNDF Corps of Engineers this morning, the
President noted that the army should be prepared for any course of
events that comes their way, and should never back down. The President
said that one of the reasons for the establishment of such a Corps is
the need to undertake any pressing matters at that time, immediately and
without fault. Speaking in this regard, President Nasheed also stated
that the Maldivian Armed Forces have taken on a lot of national crises
without hesitation, and that every Maldivian proudly acknowledges their
commitment. The ceremony was held at the Maldives National Defence Force
Headquarters.
Government to Release 8500 Trained and Skilled Locals into Labour Market
President Mohamed Nasheed has announced the government’s decision to
release 8500 locals, who have been suitably and rigorously trained for
employment, into the labour market. Speaking at the function held today
to mark the nation’s Independence Day, the President stated that a
national project worth 360 Million Rufiyaa, has been concerted and put
in place to achieve this objective. To facilitate the implementation of
this project, the President noted that four main goals have already been
set. The first goal is to carry out all the related training programmes.
The second is to spread awareness about various employment opportunities
and training programmes available. The third is to aid the unemployed in
attaining job opportunities, followed by the fourth, which focuses on
achieving the level of competency required for the execution of the Law
of Employment. In his speech, the President revealed that despite a
population of more than 250,000 people above the legal working age, the
nation’s unemployment level has risen to a staggering 27 per cent. He
also noted that over the course of the last 10 years, the country has
seen a three-fold increase in foreign workers employed, which in turn
has exerted great pressure on our resources.

Contract signed for the Green Office Building Project
The bid for the Design and Construction of a Green Office Building has
been succeeded by Contech Pvt. Ltd. in association with Riyan Pte. Ltd.
and Energy Solutions Maldives. The contract to carry out this work was
signed with Contech Pvt. Ltd. on 21st of July 2011 at 11.30am at the
Ministry of Housing, & Environment. Minister of State for Housing &
Environment Dr. Mohamed Shareef, signed the contract on behalf of the
Ministry, and Director, Ibrahim Hameez signed the contract on behalf of
Contech Pvt. Ltd. The aim of constructing a “Green Building” is to
showcase sustainable building to the construction industry and to
promote sustainability in future building design and construction.
Contract amounts up to MRf 15,378,730.00 and will be financed by SAARC
Coastal Zone Management Centre in Maldives, by a fund provided by the
Government of the Republic of India for the establishment of a SAARC
Centre in Maldives. The proposed duration for the completion of this
project is 200 days.
President sends sympathy to Norwegian King
President Mohamed Nasheed has sent a message of sympathy to His Majesty
King Harald V of Norway following the bomb attacks in Oslo and shooting
on Utoeya Island. President Nasheed in his message to King Harald V said
that he is deeply shocked and saddened to hear about the bomb attack on
government buildings in Oslo and the subsequent shooting on Utoeya
Island. The President said that the Government and the people of the
Maldives and he condemn this wanton act of terror in the strongest
terms. “At this time of distress I extend my profound sympathy and
support to Your Majesty, the Government and the people of Norway,” he
said.

Shahid leaves for CPA meeting in London
The Secretariat of the Peoples’ Majlis has reported that the Speaker of
the Majlis Abdullah Shahid will be leaving today to London to
participate in the annual meeting of Commonwealth Parliamentary
Association (CPA). Other members who will be joining the meeting with
Shahid include the Interim Chairperson of the ruling party Maldivian
Democratic Party (MDP) MP Moosa Manik, MP Abdulla Mausoom, and the
secretary general of the Majlis Ahmed Mohmed. Meanwhile, the CPA meeting
in London is an annual conference that brings together all Commonwealth
countries, the Commonwealth Parliamentarians. It is an annual event,
which will mark the one hundredth anniversary of the Commonwealth
Parliamentary Association. The Commonwealth Parliamentary Association
was founded in 1911.
Naseem requests not to make critical remarks on neighbouring countries

Decentralization of primary healthcare services will renew national
healthcare- Nasheed
As part of the government’s efforts in providing quality health care for
all, President Mohamed Nasheed has this morning said that the
decentralization of primary healthcare services within a district
network, is expected to renew healthcare services on a national scale.
Speaking at the inauguration for the “National Workshop on
Decentralization of Health Care Services Based on Primary Healthcare”,
at Bandos Island Resort and Spa, the President called for the full
support of the Local Councils in the government’s efforts to
decentralize primary healthcare services. At the Workshop held by the
Ministry of Health and Family in collaboration with the World Health
Organisation (W.H.O), the President stated that the delivery of primary
healthcare would improvise the performance of the health system and
increase the ability to deliver health services. The President also
called on linkages between various sectors and local levels to ensure
the promotion and protection of health services, medical accessibility,
pharmaceuticals and diagnostics. “The key objective of decentralization
would be to ensure economic and social development and availability of
adequate healthcare for the people of the Maldives. Objectives also
include establishing and maintaining quality healthcare facilities in
all regions of the Maldives, in a sustainable manner,” the President
added.
Majlis adopts bill on Maldivian Islamic university
The Peoples’ Majlis has adopted the bill on Maldivian Islamic
university. The Majlis decided this in the session which was held
yesterday. This bill was proposed to the floor by Dr. Afrasheem Ali, MP
for Ungoofaaru constituency, 44 members voted in favour of Dr.
Afrasheem’s proposal while 17 members voted against the bill. Also 5
members did not vote for any side. Therefore the bill was seny to
National Development Committee. Except the bill of Maldivian Islamic
university in yesterday’s sitting, the Majlis endorsed the new agreement
on the reconstitution of the Parliamentary Committees following the
changes in the majority and opposition coalition. Also in yesterday’s
Majlis session Dr. Afrasheem Ali, MP for Ungoofaaru proposed a
resolution to make Qur’anic studies as a compulsory subject for primary
and secondary students in the country.

A Memorandum of Understanding has been signed between the Government of
Maldives and Cambridge Commonwealth Trust (CCT) establishing a
scholarship programme at the University of Cambridge to support

Parties agree on reconstituting Parliamentary Committees
The secretariat of the Peoples’ Majlis has yesterday announced that all
the political parties represented in the Majlis have come to an
agreement on the reconstitution of the Parliamentary Committees. The
secretariat’s press release said that the leaders of the different
political parties signed the agreement and proposed the agreement to the
Speaker of the Majlis, Abdulla Shahid yesterday. The press release said
that the Speaker will be announcing the agreement in today’s sitting of
the Majlis. The secretariat informed that they are now in the process of
sending a copy of the agreement to each MP.
Didi reappointed as Fisheries Minister
President Mohamed Nasheed has reappointed Dr. Ibrahim Didi as the
Minister of Fisheries and Agriculture. Presentation of letter of

NEW BRITISH DEPUTY HIGH COMMISSIONER ASSUMES DUTIES

A ferry service to connect Kochi and Male
The Shipping Ministry is taking up a major initiative that could add to
Kochi’s tourism potential. For the first time in Kochi’s history, a
passenger-cum-cargo ferry service would soon be operated between Kochi
and Male. The decision was taken at a high-level delegation meeting
between India and Maldives to improve bilateral maritime cooperation
between the two countries last week. It has been provisionally agreed to
initiate the preliminary work for a regular passenger-cum-cargo ferry
between Kochi and Male. The ferry service, which would be preferably
biweekly, would be run by a private operator but all facilities on
either port of call will be made by the concerned ports. Sources in the
Shipping Ministry said as per the existing scenario the service would be
commissioned in two months. “The Expression of Interest (EoI) for the
ferry would be done by the Shipping Corporation of India. It has been
cleared and the EoI would be floated by next week. Based on the
response, the Request for Proposal (RFP) would be fine-tuned. Hopefully,
we would be able to commission the service in two months,” sources said.

Majlis passes three bills on taxation
Three taxation bills on taxation have been passed and adopted by the
Peoples’ Majlis yesterday. The three bills passed in yesterday’s sitting
of the Majlis are: Goods and Services Tax Bill; Business Profit Tax Bill
and Income Tax Bill. In addition to these three bills, the Amendment
Bill to the Maldives Import Export Act (Act number 31/79) submitted by
the government was sent to the Parliamentary Committee. Meanwhile, the
Government has submitted to the Majlis15 bills pertaining to the
economic reforms. The bills are expected to be passed without much
difficulty in a Majlis where the Government party MDP has recently won
both the house and committees. The Maldives Inland Revenue Authority has
yesterday started the collection of business profit tax. GST from

Maizan Ali Maniku elected new Male Mayor
Hulhuhenveiru Councillor Maizan Ali Manik (Alibe) has been appointed as
the Mayor of Male’ City yesterday. Following the resignation of Mayor
Adam Manik (Sarangu) on July 7, a vote was taken yesterday among the
members of the Male’ City council to appoint the new mayor. Ali Manik
was elected unanimously with 10 votes. The Mayor elect, Ali Manik said
that he will do his utmost to exercise his full authority as the Mayor
of Male’ City. Meanwhile, Mayor Adam Manik resigned from office in a
surprise move the evening of July 7 while Male’ City Council was
discussing on taking a no-confidence vote against him. Adam Manik
tendered his resignation saying that he has been facing many
difficulties in undertaking the full duties and responsibilities as the

Governmentt commences collecting business profit tax
Business Profit Tax Act passed by the Peoples’ Majlis and ratified by
President Mohamed Nasheed has been implemented from July 18, yesterday
and the government has commenced collecting the business profit tax from
business companies. According to the Business Profit Tax Act, all
business enterprises are required to pay 15% of the profits, provided
that total profits exceed Rf500,000. And according to the Act, if the
profits of an enterprise do not reach Rf500,000, no tax has to be paid
by that company.

The President invites Sri Lankan President Mahinda Rajapaksa and his
wife, to the 17th SAARC Summit to be held in Addu City this November.
The letter of invitation was presented to President Rajapaksa by the

Religious scholars refuse to come to MDP podiums- Hafiz Zaki
The ruling party Maldivian Democratic Party (MDP)’s Religious Council’s
President, Hafiz Ahmed Zaki has said that religious scholars refuse to
come to MDP podiums. Zaki said this while speaking at a public rally
held at Kalaafaanu School on Saturday evening which was organized by the
Religious Council of MDP. Zaki said refuse to come to MDP podiums and
give sermons to MDP members because these scholars want to show to the
people that MDP members are of another religious other than Islam. He

Stock Exchange and its shareholders that the company is intending to

the proposed resort island development include a 4-star comprising of an
initial development of 70 bungalows with an estimated outlay of USD 26

President Appeals to Government Authorities and Local Councils to
Continue Public Health Protection Work
President Mohamed Nasheed has appealed to all government authorities and
local councils to continue their public health protection work,
following the outbreak of Dengue earlier this month. In his weekly radio
address, the President noted that the Maldives has faced infectious
diseases, transmitted by mosquitoes, for a long time. He called on the
recently elected local councils to continue to encourage people to take
actions, to prevent the spread of infectious disease. The President
announced that the government’s Dengue task force has now been dissolved

passed since the government set the US Dollar exchange rate within a
band of fluctuation of 20 percent, and still the rates are spiking
higher although the government promised to stabilize the exchange rate

Maldives Reform Movement (MRM) has said that all the woes of the current
government are because of the government’s incapable leaders. Speaking
to Miadhu Daily, the Interim Leader of MRM, Dr. Mohamed Munawwar said

not the Civil Servants who are responsible to the failure of the
government. Dr. Munawwar said that there are no capable and professional

The ruling party Maldivian Democratic Party (MDP) has demanded for new
sessions of the Peoples’ Majlis in place of the sessions deadlocked
because of the MPs of the break away Z-faction of the main opposition
Dhivehi Rayyithunge Party (DRP). The Parliamentary Group Leader of MDP
MP Ibrahim Mohammed Solih said that they decided to demand that fresh
sessions should be held in place of the deadlocked sessions because of
the very important economic bills which have to be passed before the end

many important bills related to the economic reform agenda of the
government. He also said that if the bills got delayed then the

Maldives National Defense Force (MNDF) soldiers yesterday entered the
chamber of the Peoples’ Majlis and ejected 3 disruptive MPs. The
opposition MPs of the break away Z-faction of the main opposition
Dhivehi Rayyithunge Party (DRP), Galolhu Dhekunu MP Ahmed Mahloof;
Vaikaradhoo MP Ali Arif; Gemanafushi MP Ilham Ahmed, who caused uproar
in the Majlis on the claims that the composition of the Parliamentary
Committees was reconstituted illegally, were ejected from the chamber by
MNDF soldiers the request of the Deputy Speaker Ahmed Nazim. Mahloof,
Arif, Ilham and Villi Maafannu MP Ahmed Nihan Hussein Manik were named
for repeatedly trying to ask an overruled point of order and trying to
interrupt yesterday’s sitting of the Majlis. Nihan took a point of order
asking if the Deputy Speaker Nazim has given authority to MNDF soldiers
to enter the Majlis chambers to forcibly remove MPs who are seen to be
disruptive. Nazim replied saying that the rules of procedure of the
Majlis do not authorize MPs to question the chair of the Majlis. All
refused to leave after being named and were ejected by the MNDF soldiers
deployed into the chamber, except Nihan who left the chamber when he was
named by the Deputy Speaker.
Male’ City Council passes resolution to seize Kinbigasdhoshuge
Male’ City Council has passed a resolution to seize and confiscate the
residence of Former President Maumoon Abdul Gayyoom, Kinbigasdhoshuge.
In the immediate meeting held outdoors in front of the Peoples’ Majlis
building, amidst the protests against the consecutive interruption of
the sittings of the Majlis by the opposition MPs of the break away
Z-faction of the main opposition Dhivehi Rayyithunge Party (DRP), the
nine ruling party members of the council unanimously passed the
resolution. The Council said that Article 41(n) of the Decentralization
Act, the City Council has the authority to confiscate private property
if necessary after providing fair compensation. The members present at
the impromptu meeting said that Gayyoom’s residence, Kinbigasdhoshuge is
currently leased to another party and used as a godown. The two members
of the main opposition did not attend yesterday’s meeting. Meanwhile,
Thimarafushi MP, Mohamed Musthafa strongly criticized the resolution and
said that even the President Mohamed Nasheed would not be content by the
decision of the Male’ City Council.
China has emerged as the biggest source of tourists for the Maldives
An official from Maldives Tourism authority, Simon Hawkins said to AFP
that China has emerged of the biggest source of tourists for the
Maldives. The official said that more than 65,148 Chinese tourists
visited Maldives up to May this year. He said that it was a 56.7% gain
over the same period of 2010. Also he said that more than the
traditional markets like Italy, UK, and Germany more Chinese tourists
visited in this year. A total of 392 000 tourists were recorded in the
same period, including 47,000 Italian, 392,000 Germans, and 47,000
British tourists visited Maldives, according to the figures given by
Hawkins. Hawkins said that hotel owners had to adapt to the different
tastes of its new tourists from East Asia. "The Chinese don’t want the
beach like the Europeans. They want activities, like visiting other
islands, swimming classes, karaoke, discos, during the average five days
they spend in the Maldives," he said. According to the figures of
Maldivian Tourism Board, 8,613 Chinese tourists visited Maldives, from
January to June this year. It was a rise of 83.8% compared with 2010

850,000 foreign tourists this year, from 800,000 in 2010, and tips 2012

Maintaining security of state institutions is our legal responsibility-
MNDF
MNDF will not do anything to interrupt the works of the Majlis
Maldives National Defense Force (MNDF) has said that the defense force
is legally charged with maintaining security of all state institutions
including the Peoples’ Majlis. In a press statement of MNDF, the defense
force stated that they are authorized to take action against any person
violating the regulations of the Peoples’ Majlis. The statement said
that Major General Moosa Ali Jaleel met with the Speaker of the Majlis,
Abdullah Shahid and also met with some MPs on July 10, in view of the
recent consecutive disruption of the Majlis sittings by the MPs of
Z-faction of the main opposition Dhivehi Rayyithunge Party (DRP).
Clearing some of the doubts raised by the media, MNDF said that they did
not give legal counsel to the Speaker but they sought legal counsel
before meeting the Speaker and the MPs. MNDF said that they will not do
anything to interrupt the works of the Majlis. However said that they
have the authority to, if necessary, forcibly remove any members who are
overly rowdy or disruptive, since it is their legal duty to keep order
in state institutions.
Goverment urges not to interrupt the Majlis
The government has urged the opposition not to interrupt and disrupt the
sittings of the Peoples’ Majlis. Speaking to the media, Press
Secretary Mohamed Zuhair said that interrupting the Majlis is the
obstruction of the whole state. He urged the opposition MPs, mainly the
representatives of the Z-DRP, breakaway faction of opposition Dhivehi
Rayyithunge Party (DRP) not to reduce themselves to a rabble attacking
the good order of the Majlis. Press Secretary Zuhair said urged the MPs
of the Z-faction of DRP to uphold the decorum and dignity of the
Peoples’ Majlis at all times. He called the MPs to resolve their-inter
party issues through a constructive and co-operative approach. Zuhair
said that disrupting Majlis sitting will not resolve anything but will
in fact the faith of the people in the Majlis will be effected,
resulting in a feeling of despondency which is unacceptable in a healthy
democracy.
Maldives recognizes the Republic of South Sudan
The Republic of Maldives has yesterday recognized the Republic of South
Sudan as an independent and sovereign state. In a letter addressed to
Deng Alor Kuol, Minister of Foreign Affairs of South Sudan, Foreign
Minister Naseem expressed congratulations on the independence of the
world’s newest state, and stated that “the Republic of Maldives, with
immediate effect, recognizes the Republic of South Sudan as an
independent and sovereign state.” The Government of Maldives plans to
establish diplomatic relations with South Sudan at an early date and
work towards strengthening cooperation between the Maldives and South
Sudan in areas of mutual interest. After decades of civil war and
sacrifice of many lives, the South Sudanese people, in January this
year, voted overwhelmingly in a referendum to declare independence and
create a new country.
Night Market opens yesterday evening
The annual event Night Market organized by Maldives National Chamber of
Commerce and Industries (MNCCI) was opened yesterday evening. With the
opening of Night Market at the Surf Point yesterday evening at 8:00pm,
large crowds were eagerly waiting for the Night Market to commence.
Large numbers of Maldivians and expatriate workers and children visited
the Market when it opened. The market this year has almost 450 stalls
selling all sorts of products ranging from electronics to household
ware. The annual Bazaar arranged by MNCCI is to provide the opportunity
to people to buy household items cheaply in preparation for the fasting
month of Ramadan. MNCCI, which organizes the event every year, said that
the annual Bazaar will to continue for a period of 10 days. The market
every year attracts many customers especially expatriates working in
Maldives.
Customs seizes heroin weighing 1.3 kg
Customs has made two significant seizures of heroin. The first seizure
was made when Customs Officers at the Airport intercepted a Sri Lankan
male, Mr. Mohamed Arrafath Mohiddeen Cader (32 years) who was traveling
on Sri Lankan Airlines flight no. UL101, which arrived Male' around 8
am. A thorough examination of his luggage, followed by an unusual scan
image of his luggage revealed a false bottom made in the suitcase he was
carrying to conceal 515 grams (including the packaging) of heroin. The
second seizure was made in the afternoon. A Pakistani national Mr.
Arshadh Khan (23 years) who traveled from Pakistan via Doha on Qatar
Airways flight number QR382 was sent to hospital for abdomen scanning on
suspicion by Customs Officers for internal concealment of drugs. He
later defecated 100 bullets concealing heroin weighing 797 grams
(including the packaging). The total weight of the heroin seized is 1.3
kg carrying a street value of over 1.8 million Rufiyaa. The passengers
and the seized narcotics have been handed over to Maldives Police
Service for carrying the investigation further.
Need to develop a proper justice in Maldives
Politics aside, we can imagine what can worry most people on a
day-to-day basis—the crime rate. The increase in the trafficking of
heroin and hash oil, theft, gang violence, murders and infanticides. The
conventional wisdom would call for reforms in law enforcement: increased
police recruitment, harsher tactics, more sting operations, and harsher
sentences on paper. However, reforms are just window dressing for a
broken system—what we would need, I believe, is a proper set of legal
codes that live up to international standards. We would have to bring
the, yet infantile, Majlis to proper use and write up Acts on criminal
procedure, a penal code, evidence law and juvenile rights.

Colombo has been ranked as one of the top 20 cheapest cities in the
world, coming in at number 114, in the Worldwide Cost of Living (2011)
survey conducted by the Economic Intelligence Unit (EIU), a leading
resource for economic and business research, forecasting and analysis.
According to this survey, Colombo is, however, comparatively expensive
to some of its Asian counterparts such as Karachi, which is the
cheapest, Dhaka, and both Delhi and Mumbai. While Colombo is in the top

A ferry to the Maldives in 30 hours
Travelling to the Maldives might just get a little more exciting with
the government now considering starting a sea route facility to the
smallest Asian country. The shipping ministry in order to boost tourism
to and from the Maldives will run a passenger liner for travellers
either from Cochin port or the Tuticorin port. “We are examining the
projects. We are in discussion with the Maldives government on the
modalities for a ferry service and development of ports for trade and
tourism,” said K Mohandas, secretary-shipping ministry. A delegation led
by the secretary, shipping, along with chairpersons of Cochin and
Tuticorin Port Trust, an official from DG Shipping and Shipping
Corporation of India are currently visiting the Maldives.

Sri Lanka presses Pakistan to lower tariffs
Sri Lanka is pressing Pakistan to reduce import duties on key exports
from the island with the issue to be taken up again at a forthcoming
meeting in Colombo following talks in Islamabad. Both sides agreed
to reconsider their visa policies especially for business communities to
make frequent visits easier and enhance bilateral trade relations at the
talks in Islamabad, a ministry of industry and commerce statement said.
The 10th session of the Sri Lanka - Pakistan Joint Economic Commission
was held in Islamabad on July 4-5 after a gap of six years with a
14-member delegation led by minister of industry and commerce Rishad
Bathiudeen. The Sri Lankan delegation was looking to reduce tariff
imposed by Pakistan on Sri Lankan agro-products, coconut-based products
and Betel leaves in Pakistan.

British minister in fresh call for Sri Lanka probe
COLOMBO — A British minister visiting Sri Lanka has repeated demands
that the government must investigate war crimes alleged to have been
committed during the island's separatist conflict with Tamil rebels. The
British High Commission said Defence Secretary Liam Fox had pushed Sri
Lanka, a former British colony, to probe the charges of deliberate
bombing of civilians and unlawful killings. "Allegations of violations
of international human rights and humanitarian law by both sides at the
end of the conflict (must) be taken seriously," Fox said on Saturday.
Sri Lankan troops defeated the Tamil Tiger guerrillas in 2009 in a major
offensive that attracted widespread allegations that tens of thousands
of civilians were killed in the fighting. Fox, who was in Colombo to
deliver a lecture in memory of slain Sri Lankan foreign minister
Lakshman Kadirgamar, said the allegations must be "fully investigated
and any individuals responsible brought fully to account". Kadirgamar, a
personal friend of Fox, was assassinated by suspected Tamil Tiger rebels
in 2005. Fox said Sri Lanka needed to address national reconciliation to
emerge after decades of ethnic strife. "A genuine peace requires...
freedom from fear, freedom of expression including a free press and
broadcast media and the freedom to dissent within the law," he added.
Britain and the United States have led international calls for
accountability and media freedom in Sri Lanka, where more than a dozen
journalists and media workers have been killed in the past decade. Fox's
remarks came after police detained a British citizen of Sri Lankan
origin on charges that he provided videos to Britain's Channel 4
television for its controversial documentary "Sri Lanka's Killing
Fields". Sri Lanka has persistently denied that its troops committed any
war crimes while defeating the Tamil Tiger rebels.

Ali has said that DRP considers forming a coalition with the opposition
Jumhooree Party (JP) to win the majority in the Peoples’ Majlis if the
ruling Maldivian Democratic Party (MDP) does not settle the spats
regarding the control of Parliamentary Committees. In view of this
consideration, DRP’s Spokesperson, Ali Solih said that if DRP forms a
coalition with JP, than DRP coalition will defeat MDP and win the
majority in the Peoples’ Majlis. JP Council member, Moosa Rameez said
that the JP Council has not yet decided to form a coalition with any
political party. However, he said that the council has given the
authority on members of the Parliamentary Group of the party even to
take such steps if there is any good for the people in it. Currently,

coalition in the Peoples’ Majlis. If DRP forms a coalition with JP, DRP

President visits Department of Immigration
President Mohamed Nasheed has yesterday visited the Department of
Immigration and Emigration and met the senior officials of the
department. The President’s visit comes as the Maldives Police Services
launched an investigation into any possible unlawful activity within the
Department in handling expatriate arrivals in the country. Subsequently,
immigration officials have been replaced Maldives National Defence Force
officials at immigration counters. Meeting the senior officials of the

Maldives Among Six Pilot Countries to Receive CIF´s Funding for
Renewable Energy Investments
The Madives has been selected as one of six pilot countries to receive
funding for financing renewable energy investments in the country under
the Climate Investment Funds´ Scaling Up Renewable Energy Programme (SREP).
In June 2010, the SREP sub- committee agreed on an indicative allocation
of up to $30 million for Maldives, which are expected to leverage,
additional resources on a scale of 1:4 (or approximately US$120
million). The additional funds would expectedly be mobilized by
multilateral development banks, bilateral donors and more notably the
private sector. The Maldives is also eligible to potentially access
additional (up to US$ 60 million) SREP resources which are available in
reserve. However, the reserve fund can be accessed by each of the six
pilot countries based on defined criteria which will be developed by the
SREP sub-committee.

Maldives Police Service has arrested a high-profile drug lord at an
apartment in the residence of Eydafushi MP Ahmed Saleem (Red Wave Saleem).
Head of Drug Enforcement Department (DED), Superintendent of Police
Mohamed Jinah said that the drug lord was arrested in an apartment he
has rented in the residence of MP Ahmed Saleem. Jinah said that the
alleged kingpin was arrested with some other men while they were packing
a drug shipment which the police believe was airfreighted to Maldives
yesterday morning. Superintendent of Police Jinah said that the 2 sons
of the MP, 18-year-old Ibrahim Nafiu and 17-year-old Ali Naail were
arrested during the raid for preventing the police from carrying out
their duties. However, he said that the two were not believed to be

Dhihdhoo MP, Ahmed Sameer has said that when people are filled in with
despair they tend to do many odd things. He said that it is for the same
reason that Vilufushi MP, Riyaz Rasheed presented the resolution to
reduce wages of political appointees and regarding fishermen subsidies.

Democratic Party (MDP), Sameer said that it is not possible to bring

Border control agreement was signed despite objection of ACC
The Anti Corruption Commission (ACC) has said that the Border control
agreement with Malaysia-based Nexbis was signed while the ACC raised
objections on the 500 million Ruffiya project. The president of ACC,
Hassan Luthfy said that the Commission’s ordered Ilyas Hussain Ibrahim
to cease the project being carried out by the Department of Immigration
and Emigration with Nexbis of Malaysia to install a new border control
system. However, he stated that Ilyas challenged the order of ACC and
signed the agreement. Despite the objections of ACC, the Cabinet decided
to move ahead with the agreement between the Department of Immigration

Online visa system from September
Sri Lanka’s online visa system will become operational before the onset
of the European winter in September, the Immigration chief said
yesterday. Nearly 70 percent of the project has already been completed
and now we are working on the technical modalities, Immigration and
Emigration chief Chulananda Perera told the Sunday Times. He said that
starting next week an awareness programme on the issue would be held for
officials in the travel trade and hotel sectors and the media. Mr.
Perera said a decision has yet to be taken on the fee for the visa, but
added that it would be a flat rate, , irrespective of the country. “Free
visas on arrival in Colombo will be provided only to persons from
countries that provide the same facility to Sri Lankans. At present only
Singapore and the Maldives provide this facility to Sri Lankans and
therefore the two countries will be exempted from visa requirement,” Mr.
Perera said. The online visa machinery would be operated round the clock
at an office in Colombo and it would include officials from the
Emigration and Immigration Department, the Defence Ministry and other
relevant departments, Mr. Perera said. People could download their Sri
Lankan visa form from their personal computers while staying at home
instead of going to the embassy, Mr. Perera said. “This is an efficient
system that has already been adopted by many countries and Sri Lanka
needs to move into that era. Moreover, the system offers a better
security screening of certain individuals,” he said.

UN rights investigator on Iran named
GENEVA - A former foreign minister of the Maldives, Ahmed Shaheed, was
named United Nations human rights investigator on Iran on Friday, the
first in nearly a decade. The UN Human Rights Council established the
independent post of special rapporteur on human rights in Iran on March
24, a move spearheaded by Washington that will subject Tehran's record
to scrutiny. The 47-member forum has voiced concern at Iran's crackdown
on opposition figures and increased use of the death penalty and called
on the Islamic Republic to cooperate with its new envoy. Shaheed's
appointment was announced by the council's spokesman Cedric Sapey at the
end of a three-week session.
Deportation of illegal Bangladeshi workers
The tiny South Asian island state of Maldives, according to a FE report,
plans to deport Bangladeshis working or staying there illegally. The
deportation decision has, reportedly, come following continuous entry of
illegal Bangladeshi workers to that country, having a population of only
400,000. According to the Maldivian foreign minister, the number of
Bangladeshis in his country is around 50,000 now and one-third of them
are either working or staying there illegally. The minister has urged
Dhaka to take appropriate steps to stop illegal migration to the
Maldives, which, he said has become a thriving business for unscrupulous
manpower recruiting agencies.

The first leasehold residential property that has been transferred on a
leasehold basis in the Maldives has sparked interest in the islands
property market. A three bedroom hotel managed unit at Soneva Fushi,
which transacted to a French national sold for USD7 million dollars has
been officially registered .Last year the country enacted legislation in
order to allow foreign property ownership to a maximum of 50 years in
order to stimulate the local economy.
China-India rivalry in the Maldives
The May 28-31 visit to the Maldives by the most senior Chinese official
ever to visit the Islamic archipelago-nation, went largely unreported in
the Western media. The significance of the visit by Wu Bangguo, Chairman
of the Standing Committee of the National People’s Congress, underscored
the increasing importance of the Maldives to China’s regional strategic
calculations. China and the Maldives first established diplomatic
relations in 1972. Since then, relations have gradually developed. More
recently, Indian policy analysts referred to China’s soft power rise
throughout South Asia as a “creeping expansionism”. They went so far as
to accuse China of harboring ambitions to set up a submarine base
facility in the Maldives.

Gasim endorsed as representative of the Peoples’ Majlis in JSC
Opposition Jumhooree Party (JP) leader and Maamigili MP has been
endorsed by the Peoples’ Majlis as the representative of the People’s
Majlis in Judicial Service Commission (JSC) in yesterday’s sitting of
the Majlis. The People’s Majlis endorsed Gasim Ibrahim as the Majlis
representative at JSC yesterday. 38 MPs out the 77 MPs voted in favour
of Gasim, while 36 voted against him.

Government submits four bills on Taxation to People’s Majlis
The government has submitted four Bills on taxation to the People’s
Majlis. The four Bills sent to the Majlis by the government are: Goods
and Services Tax Bill; Business Profit Tax Bill; Income Tax Bill and
Amendment Bill to Tax Administration Act (Act number 3/2010). The
President earlier announced that the government would send these four
Bills to the People’s Majlis by 15 June as part of the government’s
economic reform programme. In addition, the government has sent an
Amendment Bill to the Maldives Import Export Act (Act number 31/79).
DQP threatens court action if fisheries subsidies are not given in
21days
The opposition Dhivehi Qaumee Party (DQP) has warned the government of
court action if the fisheries subsidies are not given to the fishermen
within a time period of maximum 21 days. DQP said that the fishing is
the lifeblood of the Maldivian nation and that the industry has been
going downhill and that the families of the fishermen are now living in
hunger and poverty. The party said that the subsidies given to the
fishermen to purchase fuel are given with the aim to lift of these
burdens from them and to help them out. DQP noted that the government
allocated 100 million Ruffiya for the fisheries subsidies in the 2011
state budget. However, DQP said that up until now the government failed
to give the subsidies to the fishermen. DQP threatened to go to the
court of law if the promised fisheries subsidies are not given within a
time period of 21 days.
Honourary Consul of Maldives in Seoul donates more than 150 thousand
Dollars worth of medicine
Hyung Ju Yoon, the Honourary Consul of Maldives in Seoul, Republic of
Korea has donated more than US$150 thousand worth of medicine and
medical supplies to the Maldives under the banner of International Korea
Aid. Minister of Foreign Affairs, Ahmed Naseem accepted the donation on
behalf of the Government at a meeting held at the Ministry yesterday.
Thanking Hyung for assistance, Minister Naseem expressed confidence that
relations between South Korea and the Maldives would continue to grow.
Hyung noted that with his appointment as the Honourary Consul of
Maldives in Seoul, he would provide all assistance to further enhance
bilateral relations between the Maldives and Republic of Korea. Hyung
was appointed as the Honourary Consul of Maldives in Seoul on 22nd May
2011. The same day, Eui-Bae Kim was appointed as the Honorary Consul of
Maldives in Busan Metropolitan City, Republic of Korea.
Maldives reiterates call for international recognition of a Palestinian
State
The Maldives yesterday renewed its call for the international community
to immediately proceed to recognize an independent Palestinian State.
Speaking at the UN Human Rights Council, Ms. Iruthisham Adam, Permanent
Representative to the UN in Geneva, reminded States that the
“Palestinian people are no closer today to living in peace, security and
prosperity in an independent and sovereign state of Palestine than they
were six decades ago”. “The Maldives is particularly disheartened by the
deadlock in the peace negotiations between Israel and Palestine and
reiterates the necessity of an immediate freeze on all settlement
activities in the occupied territories and we condemn the recent use of
excessive force against civilian population. The Maldives has always
condemned the killings of civilians, deliberate destruction of
infrastructure, and the use of disproportionate force and we will
continue to do so. The Maldives believes that the people of Palestine
have waited long enough to enjoy their human rights and to determine
their own future. It is clear, if we are honest, that the only way to
promote and protect the full enjoyment of human rights in Palestine is
to establish and recognize a Palestinian State. The Maldives therefore
hopes that the UN will recognize, later this year, the establishment of
the State of Palestine, living side-by-side and at peace with Israel”.
Maldives Condemns Israeli Non-Cooperation over Flotilla Incident
The Maldives yesterday joined Turkey and other OIC States in condemning
Israel’s continued non-cooperation with the UN Human Rights Council over
the May 2010 attack on the Gaza-bound humanitarian Flotilla. Speaking in
response to a report by the UN High Commissioner on Human Rights on the
follow-up to the conclusions of the Council’s Fact-Finding Mission (FFM)
on the Flotilla Incident, Ms. Iruthisham Adam called on Israel to
cooperate with the international community and ensure the immediate
implementation of the conclusions contained in the FFM Report. The
Maldives also welcomed the establishment of the Secretary-General’s
Panel of Inquiry on the Flotilla Incident, and called on the Panel to
take into consideration the report of the Fact-Finding Mission and the
reports of the High Commissioner on the issue.
President inaugurates ICT Adoption Project in Maldives with Grant Aid
from India.
President Mohamed Nasheed has launched the information and communication
technology adoption project – ‘Technology for the Future of Next Gen for
the Maldives’ – with the grant aid from the government of India. The
project, ‘Technology for the Future of Next Gen’, will focus on
improving the quality of Maldivian teachers by providing IT-enabled
teaching skills and promoting ICT adoption amongst youth by providing
them access to IT and vocational education.
