Maldives: Bipartisanship still has a chance, but...
N Sathiya Moorthy

Not all seems to have been lost to the infant Maldivian democracy. Arch-rivals in the still-unfolding national political drama have come together again, keeping faint hopes alive on the way forward. Though on specific issues, 'major parties' in the country have come together in Parliament to re-vote two Bills to ensure mandatory assent after President Waheed Hassan Manik had returned them. Better news still for democracy. For starters, President Waheed gave his assent to the two Bills, without contesting it beyond a point -by subterfuge, if at all and not in public. Any clash between the Executive and the Legislature thus was avoided. More so, it meant that the Executive went by the wishes of the Legislature, as under the Constitution. A constitutional deadlock was averted, after all.

Sri Lanka: Silver-lining at the end of Geneva session?
By N. Sathiya Moorthy

Coupled with media reports that there may be a ‘consensus resolution’ on Sri Lanka at the UNHRC this time round, President Mahinda Rajapaksa’s reiteration of a September deadline for Provincial Council polls in the Northern Province, may be a silver-lining on the otherwise cloudy and confused ethnic front. Together, they could mean that the clock could still be set back on the ‘political solution’ to the ethnic issue to the days prior to the stakeholders nearer home going on to the ‘UNHRC mode’ well ahead of last year’s vote that Sri Lanka lost.

Earth Is Warmer Today Than During 70 to 80 Percent of the Past 11,300 Years

With data from 73 ice and sediment core monitoring sites around the world, scientists have reconstructed Earth's temperature history back to the end of the last Ice Age. The analysis reveals that the planet today is warmer than it's been during 70 to 80 percent of the last 11,300 years. Results of the study, by researchers at Oregon State University (OSU) and Harvard University, are published this week in a paper in the journal Science. Lead paper author Shaun Marcott of OSU says that previous research on past global temperature change has largely focused on the last 2,000 years. Extending the reconstruction of global temperatures back to the end of the last Ice Age puts today's climate into a larger context.

Accurate water vapour measurements for improved weather and climate models

An humidity sensor developed by the Physikalisch-Technische Bundesanstalt (PTB), the SEALDH laser hygrometer, has proven its worth when used aboard an aircraft; it fulfils all pre-conditions to be used as a transfer standard for conventional humidity-measuring instruments. This would allow the quality of air humidity measurements in the Earth's atmosphere - and, thus, also climate model computations - to be improved.

India needs a better strategy on Maldives
It bodes ill for peace and order in the Maldives that the government of Mohamed Waheed has engineered the arrest of former president Nasheed on charges of abuse of power when he was in power. It is hard to believe Waheed’s claims that the arrest was solely the work of a lower court which acted so that Nasheed may not absent himself from attending a hearing after having done so twice before when he took refuge in the Indian embassy in Male. It should surprise no one that violent protests have broken out in the island nation following the arrest and dozens of opposition demonstrators have been arrested in the Maldivian capital. While Nasheed’s release after the hearing has come about as expected and the trial has been delayed for four weeks at the behest of the defence lawyer, his claim that the case against him is politically motivated to bar him from the September 7 presidential polls cannot be brushed aside.

Maldives never sentence rape victims
Even though many international spreading news about Maldivian court has sentenced a rape victim to flog 100 times, no Maldivian court has ever sentenced any rape victim to get lashed neither to any punishment. A 15-year-old rape victim in the Maldives is facing a flogging of 100 lashes after being convicted of engaging in pre-marital sex. The government and groups such as Amnesty International are criticising the court's decision, which was not directly related to the rape. Behind the Maldives' image as a honeymoon paradise of coral islands lies a society whose people are often subjected to harsh laws. Women are overwhelmingly more likely than men to be sentenced to public flogging for fornication, the BBC reports. The girl in the north of the country was raped last year by her step-father, who was also convicted of murdering the baby born as a result. But during investigation, the 15-year-old was accused of having pre-marital sex with another man. She is now being sentenced to eight months of house arrest and to 100 lashes. The Islamic Sharia punishment is to take place when she turns 18, but can happen earlier if she requests it. A presidential spokesperson said the government saw the underage girl as a victim deserving of protection, not punishment. He said there would be discussions with the Islamic Affairs Ministry to review this case and the law. Human rights group Amnesty International and the United Nations' human rights chief have both denounced the Maldives' use of flogging, which they describe as inhumane and degrading. Yet severe forms of punishment, said to be Sharia inspired, remain in place in the tiny country.
