Second wind in the Maldives
DESTINATION AFLOAT

RITA's triceps are burning. The Microsoft business controller from Sao Paulo is trailing behind me, passionately articulating her views on rogue waves and exhausted arms as we scramble furiously for deeper water. I make no reply. The dark hump of ocean is moving fast and my deltoids are melting. Just behind Rita lies the reef. For hours the submerged coral ledge has fashioned long, beautiful waves from a somewhat runtish brood of swells spawned by modest barometric discord east of Madagascar. But as we scratch for safety, I imagine Rita won't want to hear how far these stunted pulses have come. Not with the pick of the litter upon us. The wave rears like a cliff. An instant before submerging beneath its pitching lip, I look down. Rita is thrashing, her dark eyes immense, her trifling bikini awry. What appeared to be the imminent saltwater reckoning of Rita Picarra occurs at the end of a voyage that begins 11 days earlier when I and a fellow middle-aged surfing aficionado step on to the steamy airport tarmac at Kaadedhdhoo Island in the far south of the Maldives.

TYRRELL: Perry right where Obama wrong
There is squabbling in the White House. President Obama’s approval rating has dipped to unprecedented lows in the polls, and he has not a clue what to do about it. Within the president’s team there are the pragmatists led by David Plouffe and William M. Daley, who favor small gestures. I mean really small gestures. They would favor free-trade agreements, possibly with Gabon, perhaps the Maldives. They also favor improved patent protections for investors, assuming they can find investors, and something about Michele’s garden. At least I thought it was about Michele’s garden. At any rate, it was small. Maybe they were advocating growing cherry tomatoes. On the other hand, there is the president’s chief economic adviser, Gene Sperling, who is himself a small man, but he advocates big initiatives. Citing public anger with Republicans over the debt-ceiling debates, he is for big, bold new initiatives, the New York Times tells us. He is not all that convincing about the public’s anger with Republicans, but he is for big initiatives, such as tax incentives for businesses that hire the unemployed. Why they would hire the unemployed if they have little work for them I am not clear. Do they do it for tax incentives? Sometimes I get the idea Mr. Obama gets the chief economic advisers a community organizer deserves. The best example of the big ideas these clowns are thinking about is that the administration will create a new department in the federal government called something like the Department of Jobs or theDepartment of Competitiveness. I kid thee not. It would include theDepartment of Commerce and the Office of the U.S. TradeRepresentative along with certain economic divisions of the State Department. And why not throw in the Department of Education and perhaps the Marine Band?

Maldives and Seychelles agrees to combat piracy jointly
Asian Tribune has reported that the Maldives and Seychelles have agreed to combat piracy jointly, after two attacks in June off India’s Southern coast rang alarm bells for the two nations. According to Asian Tribune a protocol to combat piracy and other maritime security threats was signed during a meeting between Maldivian President Mohamed Nasheed and Seychellois President James A. Michel. “Although Maldivian territorial waters have not come under direct attack so far by Somali pirates, the two incidents off India’s Southern coast have now raised fears over the country becoming a target. In 2009, the archipelago of Seychelles was affected by piracy attacks taking a toll on the tourism sector. And any such threat could prove lethal to the Maldives’ tourism —the backbone of its economy,” reported Asian Tribune. According Asian Tribune, the United Nations too have expressed concerns over the Indian ocean territory becoming a battleground for piracy attacks.

They have had to work ever harder to secure a sustainable economic recovery from the worst financial crisis in a generation. The upheavals across the Arab world have rightly captured attention. We welcome reforms in Tunisia, Egypt and Morocco, which are encouraging. We will do our utmost to support those who are moving towards freer societies that meet the legitimate aspirations of their peoples. But these changes are fragile: both our countries are determined that the European Union can and must make a crucial contribution through a further opening of its markets to add economic dynamism and growth to political reform.
