MDP Supreme Leader Nasheed is the sole
candidate in MDP Presidential Primaries – MDP
The former ruling party Maldivian Democratic Party (MDP) has yesterday
announced that only its Supreme Leader Mohamed Nasheed has submitted his
name for the MDP Presidential Primaries. MDP has announced that former
President Nasheed's recent trips to the South and North of the country
were not part of his campaign for the nomination. MDP bylaws say that
even if only one individual contests, that individual must receive the
support of 10% of registered party members in a primary in order to
secure the party's presidential candidacy. Meanwhile, on DhiTV yesterday
MDP President Dr. Didi said that he would have contested in the MDP
presidential primaries, but was convinced it was not good for the party.
Dr. Didi further went on to say that whether or not Dr. Waheed's
Government was legitimate or not could only be decided after an enquiry.
Wait and see at Maldives Port
Port officials in Male are taking a wait and see approach to development
plans post a recent coup in the Indian Ocean's Maldives. “The new
government has given assurances that all projects to improve the lives
of Maldavians will go on,” Hussain Hilmy, chief executive of Maldives
Port told Port Strategy in an interview. Currently, the government is
looking for a foreign investor to help either develop or relocate Male
port to a nearby atoll, said Mr Hilmy. "Four or five" Asian companies
have expressed an interest, he added. “The best option is to shift the
port as soon as possible,” said Mr Hilmy, pointing out it was the only
way to avoid the port congesting in the near future. Male moves 53,000
teu and 498,000 tonnes of breakbulk cargo each year, mainly vegetables,
steel and timber. Exports are only 17,000 tonnes. Last year, growth was
10%. “We are hoping for the same growth this year,” said Mr Hilmy.

Sierra Leone: Joseph Dauda, Others
Recommend Elections in Maldives
The Commonwealth Ministerial Action Group (CMAG) Thursday recommended
that general elections in the Island of Maldives be held later this
year. The recommendation was made during an extra-ordinary session of
the Commonwealth ministers which took place at the Commonwealth
Secretariat, Marlboro House, South West London. The session in which
Sierra Leone was represented by Joseph B. Dauda, Minister of Foreign
Affairs and International Cooperation, was aimed at strategising the way
forward to the critical situation in Maldives where a democratically
elected president was forced to give up power. The meeting, which was
chaired by Hon. Dr. Surujrattan Rambachan, Minister for Foreign Affairs
and Communications of Trinidad and Tobago, called for an independent and
impartial investigation to be completed in a transparent manner within a
reasonable timeframe. According to the ministers, it was not possible in
the allotted time to determine conclusively the constitutionality of the
resignation of President Nasheed. Other members who were present at the
extra-ordinary session include: Dr. Dipu Moni, Minister of Foreign
Affairs Bangladsh; Jon Baird, Minister of Foreign Affairs of Canada;
Bernard Membe, Minister of Foreign Affairs of Tanzania; Mr. Dennis
Richardson, Department of the Foreign Affairs and Trade from Australia
and H.E Roy Mickey Joy, High Commissioner of Vanuatu to the United
Kingdom. CMAG had earlier sent a three-member ministerial mission to
visit the Island to ascertain the facts surrounding the transfer of
power and to promote adherence to Commonwealth values and principles.
The issue in the Maldives has been ongoing for the last three years
since the 2008 elections, with the challenge of consolidating its
transition to multi-party democracy. Early this year, the elected
President Mohamed Nasheed stepped down and the new President Waheed
Hassan Manik took over but Commonwealth is concerned that the former
leader was forced out.
Maldivian democracy was destroyed by
ex-President Nasheed- President
Nasheed destroyed democracy in Maldives. He violated our rights. He is
not the father of Maldivian democracy,” says President Dr. Mohamed
Waheed. Speaking to a packed rally at Hithadhoo, Addu Atoll last night,
Dr. Waheed said that, under Nasheed, people lost many rights and
liberties, including the freedom from fear of unlawful arrest. “Under
Nasheed, people became fearful that they may be snatched from bed and
taken into forced disappearance. This is not democracy”, he said. He
went on to condemn MDP’s torching of Addu public institutions, and
pledged to begin rebuilding Addu. President Waheed toured Addu to
widespread support yesterday, just a few days after Nasheed and MDP had
threatened that Waheed would not be able to even set foot on Addu. MDP
supporters who tried to instigate violence yesterday were largely
unsuccessful, with only a few incidents occurring. Dr. Waheed is
presently touring Fuah Mulaku, again amidst huge public support.
Govt didn’t inform any foreign state or
agency on a definite decision for early polls- President’s Spokesperson
President Waheed’s spokesperson, Abaas Adil Riza has said that the
government had not informed any foreign government or international
agency on a definite decision for early elections. He was refuting a
claim by opposition leader Nasheed that President Waheed’s government
had informed the Indian government by letter that they (the government)
were working towards early elections. “It is a categorical lie. The
Maldivian government has not given any guarantees of early polls to
anyone. We are continuously maintaining that a date for election will be
decided by all the political parties. The President’s road map of
national unity highlights the issue as a last point. If all the
political parties reach a joint decision to hold early elections, then,
we will go ahead with it.”, Riza said. He continued on to say that the
government’s position in the talks with Indian Foreign Secretary Mathai
also was that if all political parties agree to an early election, the
government will go ahead with it. “Therefore we are continuing with the
deliberations. Outside of the discussions, we have not made any
decision”, Riza said. He also said that President Waheed will welcome
any joint decision of all political parties on the issue. Riza did not
bring to light any constitutional constraints or a requirement to revise
the constitution as explicitly being underscored by legal experts on the
issue.

professionalism. He said they were the “most elite of youths” and that
they were “the most educated, most experienced and bravest” of youths in

Maldives President visits predecessor's
tense stronghold
Maldives' new President Mohamed Waheed Hassan today embarked on a visit
to his predecessor's southern bastion of Addu islands in an attempt to
win the confidence of the people, but was boycotted by councillors loyal
to Mohammed Nasheed. Waheed started his official trip this morning to
the southern most atolls of the country where he was welcomed by senior
officials of different government departments at Addu City. However,
none of the Council members of Addu City came to meet him, having
already made it plain that they do not recognise his government. The
Councilors of Addu City are from Nasheed's Maldivian Democratic Party (MDP)
and they have passed a resolution stating that Waheed's government is
not legitimate, and they would not provide assistance to Waheed on his
trip. Addu city, a stronghold of the ousted president, had reported
widespread violence following his ouster, with mobs burning down police
stations, a court and government offices in protests over the change in
power. MDP supporters had also alleged human rights violations and
claimed that security forces used excessive force against them.
President Waheed's visit is significant in this light as he tries to win
the confidence of the people and widen his support base.

Maldives Tourism to set up promotional
office in India
In order to promote Maldives as an inbound tourism destination in a more
targeted manner in India, the island nation is planning a promotional
office in India. The proposed promotion office will most likely be
established in Mumbai in Mumbai. According to Abdul Azeez Yoosuf, High
Commissioner of Maldives in India, lack of proper publicity and
awareness are the key reasons behind the low number of inbound tourists
from India into Maldives, and “details are being worked out” to set up a
promotional office in the country soon. When asked about the details,
Yoosuf said that both an ownership set up as well as an outsourced
arrangement were under consideration by the government. In spite of the
proximity, Indian inbound to Maldives in 2011 was 31,000 or 3.3 per cent
of the total inbound into Maldives. Commenting on the Indian market, the
High Commissioner said that India is a growing market and there are a
large number of young elite travellers who can afford the Maldives as a
holiday destination. “Hotels in Maldives are not cheap. So, only a high
income group traveller can afford the destination,” he clarified. Yoosuf
added that Mumbai and Delhi were the potential target markets for
Maldives Tourism.

Such people, he added, were the true traitors of the country. The
President said people working to destroy the country’s economy and its
industries were the true enemies. He once again reiterated the change of
government in the Maldives was by the grace of God. The President
assured his government would be kind to all people, bring justice,

separation of powers as enshrined in the Constitution. The President
thanked the people from the islands who attended Friday’s rally to show
their support for the government, defend Islam and the Constitution.

Commonwealth Statement Proves Mr.
Nasheed’s Statement are False: Dr. Jameel

Home Minister Dr. Mohamed Jameel Ahmed has
denied the claims of some of the media and the former ruling party
Maldivian Democratic Party (MDP) that the Commonwealth suspended
Maldives from its membership. Clarifying the misinterpretation of the
Commonwealth Ministerial Action Group (CMAG) recommendations by the
opposition party, Minister Dr. Jameel said that Maldives will not be
participating in CMAG as long as the country is under the group’s
scrutiny. Despite the false allegations of ex-President Mohamed Nasheed,
Dr. Jameel said that CMAG did not state that Maldives has been suspended
from the Commonwealth. He said that the group clearly mentioned that
““The CMAG Group further agreed that, in situations where a member of
CMAG was under scrutiny by the Group itself, its CMAG membership should
be placed in abeyance as long as it remained on the formal agenda of
CMAG. It decided, accordingly, that Maldives should not participate in
CMAG during this time.” Attorney General, Azima Shukoor said that the
CMAG’s recommendations are very positive. She said that the group

deadly riots in Afghanistan

Afghan troops and protesters angry over the burning of Muslim holy books
at a U.S. military base left at least seven people dead and dozens
wounded Wednesday as anger spread despite U.S. apologies over what it
said was a mistake. The demonstrations across four eastern provinces
illustrated the intensity of Afghans' anger at what they saw as foreign
forces flouting their laws and insulting their culture. The violence was
also a reminder of how easily Afghan-U.S. relations can deteriorate as
the two countries work to forge a long-term partnership ahead of the
withdrawal of foreign forces in 2014. The unrest started Tuesday when
Afghan workers at the main American military base, Bagram Air Field, saw
soldiers dumping books in a pit where garbage is burned and noticed

Developments in the Maldives and India’s
Options
The sudden resignation of President Nasheed in Maldives on February 7
took many by surprise. The media in India reported it as a coup, a
military takeover, the President was forced out, etc. Nasheed's
description of the change as a coup gave it a particular flavour. India
is allergic to coups in its neighbourhood. It has had to get used to
them in Pakistan and is wary of them in Bangladesh. This reflex is
rooted in its deep seated commitment to democracy with a supreme
civilian authority. Coups also imply surprises and India does not
particularly care for them. In the instant case the association of the
word coup with Maldives set off a reflex and a chain reaction set in
thereafter. India remembered the coup attempted in Maldives in 1988 when
it had to rush its forces there to restore the government’s authority.
An implied threat to its own security from an unstable situation in
Maldives caused the Government to take the line of least resistance
i.e., accept the newly sworn in President, Dr. Waheed and assure him
support and treat the matter as an internal issue of Maldives, to be
sorted out by them. Overall, the message that went out of New Delhi was
that while it cannot be unconcerned about happenings in that country, it
is prepared to work with whoever is legitimately in power there.
However, the issue of legitimacy has now come to the fore and many feel
that this needs to be looked at closely. Also, by being the first
country to accept the developments there as an internal matter, India
set an example for others to follow [witness the US position].

as never before. Minister Ahmed Mohamed said that the external debt of
the country when ex-President Mohamed Nasheed took office on 2008 was
4.3 billion Ruffiya. However, he said that on 2011 the debt has
increased by three times in the year 2011 and now the debt is 12.8
billion Ruffiya. The Minister also said that the domestic debt of the
country when Nasheed took office was 9.8 billion Ruffiya but it reached
to 23.2 billion Ruffiya by 6th February 2012. He said that these debts
are excluding the sovereign guarantees. “This shows that the debt
has increased by three times over the past three years. This is a heavy
burden upon the country. This increase is not acceptable,” he said.
Minister Ahmed Mohamed said that the debt service ratio has gone up in
the past three years which is detrimental to the country’s economy
because of the lack of adequate economical policies and large

Maldivian judiciary is the biggest
obstacle in granting loans: SBI

An official of the Male’ branch of the
State Bank of India has alleged that the judiciary of the Maldives has
been their biggest obstacle in granting loans. The official made this
remark replying to a question posed by Miadhu Daily in reference to a
news report on Economic Times stating that “SBI decided not to extend
any fresh loans or make new investments in the Maldives until the
political situation improves there.” SBI Official stated that the loan
grants will be “slowed down” if the political turbulence in the country
continues. He added that the issue is more about the state of the
judiciary in Maldives. “We have no problem with anyone in authority. A
Bank is a business institution. There is no political affiliation.
However, it should be noted that we have many many cases that we have
raised in the courts still pending. And because of this procrastination
by the courts, we are facing many losses. Our money is the money of our
people. If we are not able to dispatch the people their money, then we
are violating their rights,” he said. The official informed that the
bank has raised the issue with President’s Office, the Judicial Services
Commission (JSC) and even the Ministry of Tourism after finding no
solution by holding discussions with the judiciary. Economic Times
yesterday reported an official of the bank stating that "We will not
take any fresh exposure till June this year.”

citizenry of India and Maldives. The Indian High Commissioner noted that
India is concerned with the current political situation in Maldives and
will continue to assist the country to peacefully resolve the issue. He
said that the political leaders of Maldives are capable of finding a
peaceful solution by dialogue and discussions. Meanwhile, the foreign
secretary of India, Mr. Ranjan Mathai who recently visited Maldives said
that there is need for a Maldivian government led process for
reconciliation and resolving political differences through
constitutional means. He said that early election should be held as
early as considered feasible by all parties. Mr. Ranjan said that
government of national unity agreed that they will work towards the

Early polls can be held only after
amending the constitution: Nasheed MP

Kulhudhufushi MP Mohamed Nasheed has said
that early presidential elections can only held after amending the
constitution. In an interview to DhiTV, the famous lawyer said that the
constitution is very clear about the five-year term of presidency. He
said that there is no provision for an early election in the
constitution, in the face of a legitimate President in office. Nasheed
also noted that even early election is held after amending the
constitution, another election should be held on 2013 and the newly
elected President should take his oath of office on November 11 as
stipulated in the constitution. Former legal Minister Nasheed also said
that the article 125 (c) of the constitution states that term of a
President and a Vice President elected in a mid-term election held for
whatever plausible reason can stay in office up until the end of the

Boycotting any tourist resort will damage
the whole tourism industry: Minister
Minister of Tourism, Ahmed Adheeb has said that the calls to boycott
resorts even if is about boycotting one resort will have result in
damaging the whole tourism industry of Maldives. The Minister said this
in view of the recent calls of boycotting the tourist resorts of Villa
and Bandos Island resort by the David Hardingham, former Honorary Consul
of the Maldives at Salisbury, the UK and ex-President Mohamed Nasheed’s
friend. Hardingham claimed that the owners of these resorts are behind
the alleged human rights violations in the country. Minister Adheeb said
that there are no human rights violations currently in the country and
that the political turbulence has now turned into peaceful activities.
He said that it is ironic that a group calling themselves “Friends of
Maldives” is leading a campaign to damage the image of the country and
to damage the tourism industry. “This is a very serious issue. We are
now trying to minimize the damage by contacting the tour operators. We
are now discussing on taking proper legal action against those involved
in this dangerous campaign,” he said. “In the past three years we have
seen a decrease in the European market. As the Honorary Consul Maldives
in the UK, Mr. Hardingham did nothing to increase the market. Now he is
trying to damage the tourism industry of Maldives and also the economy
of the country,” he said. Meanwhile, a Maldivian in UK noted in her blog
that Hardingham did the same during Former President Maumoon’s time in
2006/2007 and extracted hundreds of thousands of dollars out of resort
owners to get off this black-list he creates to manipulate politician,
while directly attacking and sucking the life out of the poorest

politicians putting aside partisan differences and putting the Nation
first. This will require self discipline and compromise. It can't be
'business as usual' for politics in the Maldives-we need to move
forward. That is why I was disappointed with two actions of Mr Nasheed
today: His decision to go ahead with his demonstration in Male’ today
despite assurances and promises that were given to the Indian Foreign
Secretary H.E. Mr. Mathai yesterday that it would be cancelled and a
smaller meeting will be held in its place. The press release by the MDP
of a completely untrue and irresponsible suggestion that I have "not
respect(ed) the agreements reached in the negotiations held between the
political parties in the past week mediated by H.E. Mr. Mathai" I can
understand whilst it is easy to march your forces to the top of the
hill, it is much harder to march them down again. I also understand that
at this critical juncture in our country's history that showing strong
leadership can be challenge. But I’m hopeful that Mr Nasheed can show
the good judgement in the future that will be necessary to make the Road
Map a reality. It's the very least that the people of the Maldives
deserve.”

of the Maldives-“The Way Forward” will help us to restore stability to
the country and with good will and self discipline on all sides will
allow us to move forward as a united nation. I wish to personally thank
the Indian Foreign Secretary for his good offices in facilitating this
agreement which has needed all sides to put aside partisan interest for
the sake of the country”. The President continued: “I have an
unswerving commitment to the principles of our constitution and a clear
vision of how our country can move forward. I am by nature a man who
prefers to lead by consensus. This is an opportunity for us to regain
the respect of the international community but most importantly continue
to build a safe, democratic and prosperous Maldives for all our people.”

Organic foods may be an unsuspected source

As people seek healthier dietary regimens they often turn to things
labeled "organic." Lurking in the background, however, is an ingredient
that may be a hidden source of arsenic-an element known to be both toxic

preferred alternative to using high fructose corn syrup as a sweetener

processed substance that is more harmful than sugar and is a substantial
contributor to epidemic obesity. Unfortunately, organic brown rice syrup

into Hulhule Island, which is a separate island opposite Male, and then
go from there directly to the resorts.” “Resorts in the Maldives are all
in what are classified as ‘uninhabited’ islands; there are no Maldivian
nationals living there.” “There is no indication that there is any
physical danger,” he added. “The operations at Hulhule Island are going
ahead as normal. The question of the publicity that this gives to the
Maldives is something which we will see in time, but clearly political
unrest is never a good advert for a country.”

Judges apparently acts as the
representatives of criminals: Afeef

Judges sometimes apparently acts as the
representatives of hard-core criminals when they are taken to court to
increase the days of detention, says Minister of Home Affairs Hassan
Afeef. Minister Afeef made this remark speaking at the meeting of the
National Security Committee of the Peoples’ Majlis yesterday evening.
Minister Afeef said that the biggest reason for the ongoing judiciary
crisis in the country is because judges are themselves appointed as
their own supervisory body. In view of the civic unrest, he said that
the protesters are causing havoc in the streets damaging public
properties. He said that courts are not allowing the Police to increase
the period of detainment of the protesters taken to custody for
instigating violence. “Within 24 hours of the arrest we have to take
them to court. However, the Judges let them free alleging that there is
no reason to keep them in detention,” he said. Afeef alleged that the
Judges are releasing hardcore criminals on the claims of making the
Minister accountable. He said that these ridiculous behavior of the
judges result in the criminal perpetrating more crimes and sometimes
even killing more people.
India's air the worst, says study
India has the worst air quality in the world, beating even its neighbour
China, according to an annual survey based at Yale and Columbia
universities in the United States. Of all the countries surveyed in the
Environmental Performance Index (EPI), which measures the effects of
polluted air on human health, India ranked the lowest at 132. The study
used satellite data to measure air pollution concentrations. The level
of fine particulate matter in India is nearly five times the limit where
it becomes unsafe for humans, said the study released at the recent
World Economic Forum in Davos, Switzerland. Health experts say
particulate matter is one of the main causes of acute lower respiratory
infections and even cancer. India scored a meagre 3.73 out of a possible
100 points in the air analysis, lagging way behind Bangladesh, the
next-worst performer, which scored 13.66. The region fared poorly with
Nepal, Pakistan and China taking up the remaining spots in the bottom
five of the rankings.

UN to dispatch a political team to
Maldives
United Nations has announced that a UN political team heads to the
Maldives next week for talks on how to help support the Indian Ocean
archipelago in its transition to democracy. According to the website of
UN, Secretary-General Ban Ki-moon’s spokesperson Martin Nesirky told
reporters yesterday that a mission from the UN Department of Political
Affairs (DPA), headed by Assistant Secretary-General Oscar Fernandez-Taranco,
is slated to arrive in the Maldives on 9 February. The mission will meet
with Government officials, opposition leaders and civil society
representatives to both discuss the current situation and identify
opportunities to support the democratic transition, Mr. Nesirky said. In
November last year UN High Commissioner for Human Rights Navi Pillay
visited the Maldives and said the country had made “significant
advances” during the first few years of its transition, but a gap still
existed between the rhetoric and the reality on the ground, reported UN.
UN noted that the multi-party presidential elections in Maldives were
held for the first time in 2008, ending 30 years of one-party rule, and
the country has ratified six of seven core international treaties.
Government welcomes UN and Commonwealth
Missions
Minister of Foreign Affairs yesterday welcomed the decisions by the
United Nations and the Commonwealth to dispatch a team of high level
officials to the Maldives in response to its requests for assistance in
the reform of the judicial sector. “The Government is delighted that the
UN and the Commonwealth have responded positively to the Government’s
request for assistance in the resolution of the deeper structural
problems facing the judiciary”, said Minister Naseem. "We are determined
to resolve the judicial crisis in a peaceful manner and to give due
respect and true meaning to the sanctity of the doctrine of separation
of powers and democratic principles as enshrined in the Constitution",
added the Minister. A UN team headed by Assistant Secretary General Mr.
Oscar Fernandez-Tarranco is due in the Maldives on the 9th of this
month. The Commonweal high level team is scheduled to arrive this week.
The UN Delegation will hold discussions on judicial reform and
opportunities to support the democratic transition. The Commonwealth
Delegation will discuss ways of addressing the current challenges faced
by the Government including judicial independence. Both Missions will
have a definite agenda for specific measures to reform the judiciary
including the necessity to elevate the educational standards of the
bench on par with the Constitution and international norms.

in the capital Male’ led by a small group of people for political gains.
The President vowed to take legal action against those involved in these
unrests. Speaking in his weekly radio address on Friday, President
Nasheed said the on-going disturbances in Male every night threatened
public safety. He assured protecting people’s safety and security was
the utmost priority of the government. The President criticized
opposition parties for the lack of positive engagement with and
criticisms of the policies of the government, which are made public in
the government manifesto. He said: “It would not be easy to consolidate
democratic rule under such an atmosphere. This is evidence of the need
for effective and active political parties.” Speaking on the economy,
the President said the last three years have seen a global economic
downturn. However, he noted, the situation in the Maldives was
improving. The President credited the policies of the Maldivian
Democratic Party (MDP) for the positive signs shown by the economy. As a
result people’s approval for the MDP was growing, he said. In his
address, the President again focused on the state of the judiciary. He
said while the three branches of the state were separated by the new
Constitution, the Judiciary still remained under the influence of a
powerful few. “As the head of state, this is a matter of grave concern
to me…this is a national issue that cannot be left unresolved.” The
President concluded his radio address, expressing confidence that the
people would strive to establish a reformed and just judiciary in the

DQP calls to audit President’s Office

Opposition Dhivehi Qaumee Party (DQP) has
called the Auditor General to audit President’s Office. Secretary
General of DQP Ameen said that all audits reports of the audits
conducted on the government offices have so far proved that the
allegations of corruption and questionable spending in opposition to the
Finance Act were true. Ameen said that the President stated that he will
not heed the verdicts of the lower courts and the government does not
implement the orders of the Anti-Corruption Committee to save his
corrupt allies in the government. “The people are in poverty and in a
pitiful state. Corruption is rampant. There are allegations that the
government is deceitful to the people and misusing the taxes that the
people are paying to the government,” he said. Ameen said that it is
imperative that the audit reports of the expenses of the President’s
trip to foreign countries and even to the islands are exposed to the
public. Meanwhile, the Auditor General recently publicized the 2010
audit reports of the Ministry of Health which found that over 14.9
million MRF worth of medical equipment had been bought in violation of
budgetary regulations.
Maldives is the cheapest in contrast to
the regional airports: Adil Saleem

Minister of Transport and Communications
Mohamed Adhil Saleem has said that the ground handling fees of Ibrahim
Nasir International Airport is still lower than the fees taken from
airports of neighbouring countries. Speaking to Miadhu Daily, Adhil
Saleem noted that the airport increased the wages of the employees four
times from 1994 to 2010 although there were no changes brought to the
ground handling fees within the same period. He added that the employees
have increased in number and also hundreds of millions of dollars have
been spent for the development of the airport. Adhil said that MACL, the
government company which operated the airport decided to increase the
fee on November 16 2010 after discussing with the Finance Ministry to
cover these costs. He said that the notice of the 50 percent increase in
the fee was informed to all airlines 9 months prior. Meanwhile, while
Qatar Airways warned that their airline will re-consider flying to the
Maldives if handling fees are increased by 51 percent, the Sri Lankan
Airlines also announced that they will cease all direct flights operated
by UL from Male to Europe and Japan.
Use of loudspeakers to give religious
lectures temporarily banned

Male’City Council has temporarily banned
the use of loudspeakers in the mosques to give religious lectures.
Councilor, former film actor Hassan Afeef (Janbu) said that the ban is
only on the use of the loudspeakers and that the preachers can still use
the speakers within the mosques. “We are trying to repair the
loudspeakers of the mosques. We are even installing more loudspeakers so
that the call to prayer is heard to the people clearly without any
difficulty. But we have put a temporary ban on the use of these
loudspeakers to give religious lectures for very good reasons,” he said.
Hassan Afeef said that only licensed preachers should give religious
lectures and sermons in the mosques. He said that the council will give
permission to all licensed preachers to give lectures in the mosques.
The City Council has also banned the unauthorized Quran classes held in
the mosques. Hassan Afeef said that the council did not ban the
unauthorized Quran classes to ban religious lectures or tighten the
regulations for the preachers. He said that some people have been giving
classes without proper qualification and authorization. He additionally
said that some of these people have been reported to have been causing
mischief in the mosques troubling other worshippers in the mosques.
Maldives: From one crisis to another, and
yet another?
Stone-walling and deflecting one issue with another have been tested
methods of political strategy and administrative tactic in 'matured'
democracies elsewhere. The young Maldivian democracy seems to have
fast-tracked the processes and fine-tuned the methodology, with the
result, these two aspects alone have remained three years after the
nation heralded multi-party democracy and a directly-elected President
in a hotly-contested campaign. The latest in the series is the arrest of
Chief Justice of the Criminal Court, Abdullah Mohammed, and the
involvement of the Maldivian National Defence Force (MNDF) in executing
the request of the police in this regard. Allegations have remained
against the judge since the days of the predecessor Government of
President Maumoon Gayoom, but his arrest, the involvement of the
nation's armed forces and the subsequent non-compliance of the orders of
the civil court and the High Court in the matter, have all raised
serious questions about the future of democracy in the country.

Ministry of Islamic Affairs has said that only licensed preachers should
give religious sermons and lectures. The Ministry said that the Islamic
Unity regulations state that the religious scholars should take a
special permit from the Ministry of Islamic Affairs to get the

different podiums without proper qualification and without license we
urge all to respect the laws and regulations even in these matters,” the
Ministry informed. Referring to the ongoing judicial crises, the
President repeated that while the Maldives have had a new executive, a
new parliament and new decentralized councils under the new
Constitution, the judiciary remained unchanged. The President therefore
reiterated his call to reform the judiciary. “I assure you that before
we go for the [presidential] election, a just judiciary will be

highlighted the progress of various development projects and the state
of the economy. He said Rf 1.6 billion was spent last year on

British MPs Raise Concerns Over 'Corrupt
and Hostile' Judiciary in Maldives
Members of Parliament in Britain have expressed their growing concern
over the state of the judiciary in the Maldives, labelling sitting
judges 'under qualified, often corrupt and hostile to the democratically
elected regime'. In a recent debate in Parliament, John Glen, an MP from
Prime Minister David Cameron's ruling Conservative Party, called on the
Leader of the House to urgently make time for a debate on judicial
reform in the Maldives. Mr. Glen said "although the judiciary is
constitutionally independent, the sitting judges are under qualified,
often corrupt and hostile to the democratically elected regime." In
response to the question, George Young MP, also a Conservative Party
member and Leader of the House of Commons, said that the British
government is doing everything possible to solve the impasse in the
Maldives. Young also said that the British Under Secretary of State for
Foreign Affairs, Alistair Burt, understands the problems inherent in the
Maldivian judiciary and is in discussions with President Nasheed to find
a way to solve the problem. He added "the High Commission in Colombo is
also engaged. We want to help Maldives to make progress towards
democratic reform in the direction that my friend John Glen outlines.

President Nasheed has lost his popularity
within MDP: Dr. Saud
Council member of the opposition Progressive Party of Maldives (PPM),
Dr. Mohamed Saud has said that President Mohamed Nashed has lost his
popularity within the ruling Maldivian Democratic Party (MDP). Speaking
on a DhiTV programme, Dr. Saud said that this is evident from the
results of the last election held within the ruling party to elect the
members of the party council. He said that the candidates elected as the
President and Vice President of MDP were both not the candidates who
were supported by the President. Dr. Saud said that despite the promises
of the President to lower the price of commodities and services, the
price has hiked so much that the people are living in poverty and
frustration. “With the government’s raise in the US dollar exchange rate
by 20 percent, the price of commodities has been raised by 30 percent.
With the increase in the Service Charge and the taking of GST, even
though Duty charge has been cancelled off, the price of commodities
hiked even more. The people are suffering from poverty as a bitter
consequence of these decisions of Nasheed’s government,” Dr. Saud said.
Dr. Saud predicted that the ruling party will be defeated at the 2013
Presidential Elections. He also said that MDP government will be totally
exposed. He added that the government is misusing the military. He said
that this is the onset of a military.
Jumhooree Party is ready to support the
candidate of the opposition coalition: Jabir

Deputy Leader of the opposition Jumhooree
Party (JP), Abdullah Jabir has said that the council of the party has
decided to support the Presidential Candidate of the opposition
coalition in the 2013 Presidential Elections. “We are hoping to hold an
election within the candidates of each opposition party to appoint a
presidential candidate of the opposition coalition,” he said. Jabir said
that if only one candidate from the opposition coalition runs in the
Presidential Elections to be held next year than it is very likely that
he will easily defeat President Mohamed Nasheed in the first round of
the election. “We are now holding discussions with the other political
parties of the coalition. We have already discussed this with Thasmeen
and the Qaumee Party. Now we are preparing to hold a meeting with PPM.
All opposition parties have so far been very positive on this idea,” he
said. Jabir said that the election will be held within the coalition
democratically. He also said that if the opposition works together for
the Peoples’ Majlis elections then the opposition will get the majority
in the Majlis.

International Commission of Jurists joins
calls for the release of Judge Abdulla
The International Commission of Jurists has joined calls for the
Maldives military to release Chief Judge Abdulla Mohamed of the Criminal
Court who was arrested on 16 January, a report by Radio Australia said
yesterday. The report said Judge Abdulla was arrested after he ordered
the release of a Government critic being detained without a warrant. The
Supreme Court of the country has issued an order to release the judge
minutes after his arrest, but he was not released. The move sparked
protests in Male’. The country’s Vice President says he is ashamed of
his Government’s action, and the UN has called for the judge to be
either freed or charged. But President Mohamed Nasheed says the
country’s judicial system is unable to regulate itself and is accusing
the judge of political bias. President of Australia Branch of the
International Commission of Jurists John Dowd, told Radio Australia that
those allegations are unfair. “Clearly he has been demonstrating
independence as he is supposed to do and the Government doesn’t like
it,” Mr. Dowd said. “Even if the Government’s assertions about what he’s
supposed to have done wrong (were correct) none of it would warrant his
arrest, none of it would warrant his incarceration and its clear the he
must be immediately released.

sports, between 2012 and 2013.
If verdicts of lower courts are not
implemented then the devastation of the economy is near- Adheeb

If the verdicts of the lower courts are
not implemented then the total devastation of the economy is near, says
President of Maldives National Chamber of Commerce Ahmed Adheeb.
Speaking to Miadhu Daily, Adheeb said that businesses cannot be run if
the businesses are not protected by law. He said that bank cheques are a
form of agreement in a business transaction and when the payment is
delayed, the issue raised to the courts. He said that the country has
reached such a state that the defendants are not presenting themselves
to the court and are criticizing the judges. He added that this is
putting businesses on hold. “I am very frustrated. We work under a
contract basis. We do not do business except under a contract basis.
Registering and implementing a contract is the job of the court.
However, the government and the President are saying that the verdicts
of the lower courts cannot be implemented,” he said. Adheeb said that if
contracts are not implemented then this will affect the economy leading
to its total devastation. “The Maldives National Chamber of Commerce is
very concerned regarding this issue. When the government is working
outside the bounds of law then the business sector will also be in
distress. We therefore call the government to return back into the
bounds set by the law and constitution,” he said. Adheeb said that if
the problem of overtax and non payment of taxes arises then it is the
courts that the people will go back to resolve the issue. And if the
verdicts of the lower courts have no status then this will be another
drawback to the economy.

Whale Sharks: Swimming With The World's
Biggest Fish In The Maldives And Beyond
Whale sharks may be the world’s biggest fish—18 to 32 feet long and
averaging 20 tons—but they don’t seem to have trouble hiding out in the
sea. The threatened creatures, which feast on plankton and swim with
mouths wide open to slurp up any in their path, are elusive; they
populate tropical waters and spend each spring migrating to Australia’s
Ningaloo Reef. But there are ideal times and places to glimpse and even
swim withwhale sharks—starting now, in the Maldives, where the
exclusiveConrad Maldives Rangali Island hosts the Maldives Whale Shark
Research Programme through February. For about $200 (which is nothing if
you’re staying at this stunner, where rooms start at about $1700
nightly), you can join experts with the charitable research organization
for a snorkeling or diving excursion.

Asthma rate and costs from traffic-related
air pollution are much higher than once believed
A research team led by University of Massachusetts Amherst resource
economist Sylvia Brandt, with colleagues in California and Switzerland,
have revised the cost burden sharply upward for childhood asthma and for
the first time include the number of cases attributable to air
pollution, in a study released this week in the early online version of
the European Respiratory Journal. The total cost of asthma due to
pollution is much higher than past traditional risk assessments have
indicated and there is growing evidence that exposure to traffic-related
air pollution is a cause of asthma and a trigger for attacks, so it
should be included, say the authors.
