Resolution regarding the issue of GMR
proposed to Majlis
A resolution has been proposed to the Peoples’ Majlis yesterday against
the government for handing over the control of Male’ International
Airport to Indian GMR Infrastructure. Presenting the resolution,
Vilufushi MP Riyaz Rasheed said that there had been no progress to the
development of the airport. He added that there is no change in the
services given by the airport. Riyaz Rasheed said that the only changes
brought by GMR Company is increasing the prices of the services and
driving out any Maldivians from operating warehouses and shops in the
airport. The Vilufushi MP said that the resolution was proposed to call
the government and respected authorities to stop these injustices of the
GMR Company. Meanwhile, the opposition Dhivehi Qaumee Party (DQP) filed
a case against GMR in the Civil Court. DQP filed the case claiming that
GMR was opposing the constitution by taking taxes without any
legislation.

Minister of Finance and Treasury, Mohamed
Inaz has that there is no good step taken to solve the issue of the
dollar shortage. Proposing the state budget for the coming year,
speaking at the Peoples’ Majlis, Inaz noted that no steps were taken to
regulate foreign currency changer and to enforce legal tender. Minister
Inaz said that strengthening fiscal policy is one of the most important
step to solve the dollar crisis. He said that the government is trying
to decrease the state expenditure by rationalizing it. Minister Inaz
also said that government has been finding ways to increase the state
income in order to decrease the deficit.
No one should be given opportunity to make
anti-Islamic speech in the Majlis-Dr. Majeed

Minister of Islamic Affairs, Dr. Abdul
Majeed Abdul Baari has stated that no one should be given the
opportunity to make any anti-Islamic in the Peoples’ Majlis. Dr. Majeed
said this in view of the remark of UN Human Rights High Commisioner Navi
Pillay calling for end the Shariah practice of flogging women guilty of
committing fornication. He noted that the MPs were given the translation
of the speech of Pillay prior to the address despite the claims of the
MPs that they were not aware of what Pillay would say in her speech. Dr.
Majeed said that the constitution prohibits anything that contradicts
any of the fundamental principles of Islam. “No one has the right to
change the punishments prescribed by the religion of Islam,” he said.
Dr. Majeed said that the Muslims are in a sad state everywhere and is
getting humiliated every day because most of them have left the Quran
and Sunnah. He said that the Muslims have reached this poor state
because of their own wrong deeds.
President Nasheed in 500 Most Influential
Muslims
The Royal Islamic Strategic Studies Centre (RISSC) of the Hashemite
Kingdom of Jordan has awarded President Mohamed Nasheed among the 500
most influential Muslims- 2011. President Nasheed was lauded among the
most influential Muslims under the category ‘Environment’ and was dubbed
“one of the most environmentally conscious state leaders” in the Muslim
world today. “In the earliest stages of his political career, Nasheed
was imprisoned for his criticism of his country’s government and became
an Amnesty Prisoner of Conscience. Today, Nasheed has [promised] to make
the Maldives carbon-neutral within a decade by moving the country’s
energy reliance to wind and solar power only,” said the publication.
RISSC also listed Former State Minister of Islamic Affairs Mohamed
Shaheem Ali Saeed under the category ‘Administrative’. RISSC’s
publication also named influential figures of various sects within Islam
such as Salam Al Awdah and Aaid Al-Qarni from Muslim Brotherhood, Ali
Khamanei from the Iranian Shite Rafidites, Sheikh Abdul Aziz Aal Sheikh
from the orthodox Sunni Salafists in its roll of honour. 500 most
influential Muslims -2011 is the third of an annual series that provides
a window into the movers and shakers of the Muslim world.
Equatorial Convention Centre area and
“Hankede” area to be declared as uninhabited areas
The cabinet has yesterday decided to declare the Equatorial Convention
Centre area, and “Hankede” area of Addu City, as two uninhabited areas.
The decision was made at today’s cabinet meeting, following
deliberations on a paper presented by the Ministry of Tourism, Arts and
Culture. The paper was submitted in regard to a decree proposed by the
Addu City Council, moving to affirm the Equatorial Convention Centre
area and “Hankede” area as uninhabited. The government had previously
decided to develop a 100-bed City Hotel in the Equatorial Convention
Centre area. Furthermore, the construction of a resort in “Hankede” area
had also been decided, of which work is currently underway.
UN expert starts probing rights violations
in Iran

The United Nations Special Rapporteur on
the situation of human rights in the Islamic Republic of Iran, Ahmed
Shaheed, will launch a fact-finding mission to three European countries
which host Iranian diaspora. Shaheed will visit France, Germany and
Belgium from November 30th to December eighth 2011 to gather information
about alleged human rights violations in Iran. Since his appointment in
August 2011, the independent expert has made official requests to the
Islamic Republic of Iran for a country visit, without obtaining a
positive response from the authorities. He has also encouraged the
Government to extend its full cooperation with his mandate as required
by the United Nations Human Rights Council. "I will continue to make
every possible effort to get the Iranian authorities' support," Shaheed
said. "A country visit to the Islamic Republic of Iran would have
allowed me to gain better understanding of the situation in the country,
explore possible areas of cooperation, offer constructive dialogue with
the authorities and produce reports that reflect the views of all
parties concerned, not the least the views of the Government." "However,
in my first mission as Special Rapporteur on Iran, I will now study wide
range of human rights issues by meeting activists within Iranian
diaspora, alleged victims of human rights violations, intergovernmental
and civil society organizations," he explained. "The information
collected in France, Germany and Belgium will help shape my report to
the Human Rights Council in March 2012." The human rights expert will
hold a press conference on Thursday December eighth, 2011 at 10:30 at
the United Nations Regional Information Centre (UNRIC) office in
Brussels. Ahmed Shaheed is a Visiting Lecturer at the Maldives National
University, a member of the presidential Commission Investigating
Corruption and a former foreign policy advisor to the President of the
Maldives. Shaheed was Foreign Minister of the Maldives from 2005 to 2007
and from 2008 to 2010. He led the country's efforts to sign and ratify
all nine international human rights Conventions and to implement them in
law and practice. He has worked to improve the Maldives' compliance with
the core human rights Conventions and its Treaty Body reporting
obligations. Shaheed opened the Permanent Mission of the Maldives in
Geneva in 2006 to engage with the Human Rights Council. He also
established a non-governmental organisation in the area of human rights
in the Maldives. On June 2011, the UN Human Rights Council appointed
Shaheed as the Special Rapporteur on the situation of human rights in
Iran. He started his duties officially on August first, 2011. As Special

television channel which would focus on relating Islam to the broader
issues of society. He was a member of the World Islamic People’s
Leadership and the Islamic Fiqh Academy in the Maldives,” said the

President Nasheed sees off SAFF
Championship National Football squad

President Mohamed Nasheed has today seen
off the Maldivian national football squad taking part in the SAFF
Championship 2011. Prior to the team’s departure, the President met with
players and officials of the team, and expressed his encouragements,
saying that the foremost duty of the national team is to play a
disciplined and competent game. SAFF Championship will be held from
December 2 to 11, in New Delhi. The Maldivian team’s first match will be
played against the Nepalese team, on the 2 December.
President Nasheed Accepts Resignation of
Financial Controller Ahmed Assad, and Conveys Gratitude for his Services
Financial Controller Ahmed Assad has tendered his resignation and
President Mohamed Nasheed has accepted it and conveyed gratitude for his
honest and loyal public services to the country. In a letter sent
to Ahmed Assad, the President wrote to convey gratitude for services
rendered to the nation and the people within the past 3 years, while
employed as Minister of State for Finance and Treasury and later on as
Financial Controller. In his letter the President noted upon Ahmed
Assad’s capability and tireless advocacy in working to fortify relations
with International Monetary Fund (I.M.F) and other agencies so as to
promote the gain of international and fiscal aid to the Maldives.
Additionally, the President highlighted on his capability to obtain and
promote confidence in international and fiscal matters between Maldives
and other countries. The President also noted on his skills in
formulating government program budgeting, solidifying the budget

attend such an event, since he values a) his reputation, b) his job, c)
his marriage, Cameron listed five former and current world leaders,
including his "new best friend", Mohamed Nasheed, the president of the
Maldives. "He's great," said Cameron. As friends go, Nasheed, 44, is a
much more interesting proposition than George Osborne. In 2008, he
became the first ever democratically elected president of the Maldives,
defeating Maumoon Abdul Gayoom, who had ruled for 30 years. During that
period, Nasheed had committed himself to the non-violent fight for
democracy, helping establish the political magazine Sangu in 1990, being
arrested and jailed shortly afterwards, and named an Amnesty
International "prisoner of conscience" in 1991. In the years leading to
his political victory, he was imprisoned 16 times, missing the birth of

unwavering conviction. President Nasheed said that the spirit of
nationality can only be established by opening up and making everything
transparent. He said that decisions should be made after opening up
debates on issues. During the ceremony the President presented National
Award of Honour and National Award of Recognition. Recipients of Award
of Honour received a shield of honour, a badge of honour and a
commemorative plaque, while the recipients of Award of Recognition
received a commemorative plaque and a certificate. Two individuals
received National Award of Honour this year; Mr. Mohamed Yoosuf for his
contribution in the area of education, and Mr. Mohamed Ismail Fulhu for
his contribution to creating health awareness and health education, in
the area of health. Recipients of National Award of Recognition are:
Mohamed Nasheed in the area of Dhivehi literature (oratory skills); Dr.
Ahmed Anwar in the area of education; Ali Rasheed in the area of health
(traditional medicine); Uz. Husnu Su’ood in the area of legal service;
Prof. Hassan Uqail in the area of innovation; Mohamed Ali Fulhu in the
area of arts and crafts (boat building); Abdul Haris Haaroon in the area

National Football Team Will Aim to Enhance

President Mohamed Nasheed has said that
the Maldivian National Team will not only work towards winning SAFF
championship, but will also aim to enhance national spirit. The
President made this statement while addressing the Maldivian National
Football Team participating in this years SAFF championship. At a
special function held in Muleeaage yesterday evening, the President
revealed that sports is an important instrument in aiding to boost
national pride, and one of the goals of the Maldivian Football Team is

NGO Efforts are Instrumental in Combating
Drug Abuse within Civil Society- VP
Vice President Dr. Mohamed Waheed has said that NGO Efforts is an
instrumental mechanism in combating drug abuse within civil society. The
Vice President made this statement while speaking at the 5th Anniversary
of Society for Women Against Drugs (SWAD), held at Ghiyasuddhin
International School, yesterday evening. During his speech, the Vice
President stated that the assistance efforts of NGO’s are required
alongside those of the government to prevent the escalation of drug
trade and enforce government drug policies. The Vice President further
stated that NGO’s will assist in promoting the recovery of young and
teenage drug abusers, and gain way for their return into society. The
Vice President added that the misuse of drugs promotes acts of
indecency, and that as a result, transmission of AIDS may increase
within the country. The Vice President further added that results of the
current survey would reveal further information on misuse of drugs
within civil society.

President didn’t know that Pillay would
make anti-Islamic comments- Zuhair

Press Secretary Mohamed Zuhair has said
that President Mohamed Nasheed was not aware that the visiting UN High
Commissioner of Human Rights, Navi Pillay would make anti-Islamic
comments in her address at the Peoples’ Majlis. In view of the
statements of Pillay where she urged the government to stop publicly
flogging women for having extra-marital sex, Zuhair said that the former
government has said much worse statements that this. Zuhair said that
the people did not forget the visit of Amina Wadud who was invited by
the former regime. He said that the former President Maumoon Abdul
Gayoom in one instance confessed to the public that some anti-Islamic
documents seized in Hadhumathi were imported to Maldives mistakenly
under the goods of the government. Zuhair said that the new party,
Progressive Party of Maldives (PPM) should call to the resignation of
their leader, former President Gayoom than call to the resignation of
President Nasheed.
EU team to participate in investment
conference
The European Union will participate in the upcoming investment
conference in Islamabad as the 27-nation bloc considers Pakistan a key
trading partner with a lot of potential, says an EU representative.

Anti-Islamic ideology promoted in the
country for the last three years repeatedly – Thasmeen
Dhivehi Rayyithunge Party (DRP) leader and Thulhaadho MP Ahmed Thasmeen
Ali suspected that this government has promoted irreligious ideology
repeatedly in several occasion in the past three years. He said this in
a statement to send his well wishes to DRP and all the Maldivians on the
occasion of Islamic New Year. He said it is grieving to mark that past
three years has brought misery and sorrow to the hopes of the people.
Thasmeen mentioned that social instability and community violence and
other crimes have increased in an alerting level among the public. He
also said that economy has gone down and prices of goods and services
has gone higher than average affordability because the government
implemented an economic policy while being inexperienced to understand
the real economic spectrum. Also he highlighted on government
corruptions, unwanted expenditures and debts. He said government’s
strategy to clear these debts effect average persons income when paying
unwanted taxes. Furthermore, Thasmeen said that the government has
failed to practice democratic basics adopted in the constitution, and
convicted them of influencing independent institutions. He said the
trust between the public and the government has been weakened because of
this. He concluded saying its time to bring down this government in 2013
to maintain national liberty and Islamic rule, and to eliminate all the
political discriminations. He also assured that DRP will remain to be
loyal to the people and that they will remain in that devoted service.

Pakistan to reduce SAFTA sensitive list by
Feb 2012
Pakistan to reduce it’s sensitive list by 20 percent and would allow
tariff concessions on further 233 items under South Asia Free Trade
Agreement (SAFTA) in February 2012, official sources informed here on
Saturday. Ministry of Commerce is still holding consultation with
business community especially trade associations on this proposed
reduction in sensitive list and hopefully it would be notified by
February 2012, added the official sources. Pakistan has already agreed
with India for finalising and notifying it’s “Negative List” by February
2012 for switching over it’s bilateral trade with India from Positive
List basis to Negative List basis and completely abolishing this
Negative List by December 31, 2011 for normalising it’s bilateral trade
relations with India.

Vice President Launches Dhivehi Dictionary
Vice President Dr. Mohamed Waheed has yesterday launched the first
Dictionary of the Dhivehi language entitled “Dhivehi Bas Foiy”,
published by the Maldives National University, at a ceremony held this
evening. At the ceremony, the Vice President noted that the
comprehensive collection of all the words in a language compiled into a
single book, marked a momentous occasion for celebration. He expressed
his sincere gratitude for the painstaking work of “Bas Committee”
(linguistic association) in the compilation of the book, noting that
they had done a remarkable service to the whole nation. In his speech,
the Vice President said that a language is an integral part of a
nation’s identity and broadly reflects the culture, societal norms and
traditions peculiar to that nation. He also stressed on the importance
of including archaic lexicon in the newly published dictionary, in view
of the constantly changing ways of using language in our daily lives.
The Vice President also mentioned the likelihood of the entry of newer
words and expressions to our local dictionary, as more in-depth
researches are made into the world of language use, and more changes to
our lifestyle continue to take place.
Five Indians named 2012 Rhodes Scholars
Five Indians are among 83 students chosen for the prestigious Rhodes
scholarship for the year 2012. Apart from them, five Indian-Americans
students and a Tibetan are among those selected for the scholarship. The
students who are selected from India are: Vrinda Bhandari from National
Law School of India University, Bangalore; Akul Dayal from IIT New
Delhi; Nikita Kaushal from the University of Pune; Amit Kumar from IIT
Roorkee; and Sujit Thomas from St Stephen's College, University of
Delhi.

Government Aims to Bring Economic Security
to All, Irrespective of Size of Island Population
As part of the tour to some islands of Faafu Atoll, President Mohamed
Nasheed has today visited Faafu Dharan’boodhoo, and addressed the people
of the island. President Nasheed assured that the government will not
let the challenges faced in smaller, and less populated islands stand in
the way of delivering economic development to the people. Reflecting on
the many challenges faced in Dharan’boodhoo, the President was hopeful
that the construction of the Dharan’boodhoo harbour would begin in the
near future. He also said that the construction of an orphanage, a
pre-school and a City Hotel would also begin soon. At the meeting, the
President encouraged the islanders to voice their opinions of areas in
need of industrial and economic development for the island. The
President later visited government institutions in the island, and met
with senior officials to hold discussions on the various island
development programmes.

Indian rupee has slipped by a significant 14 percent, to 52.21 against
the dollar, since the end of Aug, The New York Times reported. The heavy
downslide money has forced several investors to step back from the
Indian economy, reported the newspaper. The rupee was trading at 45.79
to the dollar, even three months ago. Indian economy has been facing the
heat of the downslide with foreign investments in India have fallen
sharply since June. India was taking in USD 6.5 billion at that time but
in Sept the country took in only USD 616 million as foreign investment,
media reports said.

President Extends Hijri New Year Greetings

President Mohamed Nasheed has sent

on the emigration of the Prophet Muhammad from Mecca to Medina, the

President Nasheed Highlights Need to Eliminate Gender Disparities
President Mohamed Nasheed has said that the full advantage of women’s
contribution to the growth of a country could only be achieved by
eliminating gender inequalities in the society. The President made this
remark while speaking in regard to the International Day for the
Elimination of Violence against Women, being marked today. In his weekly
radio address delivered this morning, the President noted that the
perception of a higher status for women in the Maldivian society,
compared to other SAARC member countries, was indeed in contradiction to
the actual number of women’s representation in leading positions in the
Maldives. Noting that half of a country’s population consists of women,
President Nasheed underscored the importance of women’s contribution to
the development and rapid growth of a country. Further, the President
called on members of the parliament for quick passing of the proposed
Domestic Violence Bill. President Nasheed also highlighted the recent
heavy rainfall experienced in the southern atolls of the Maldives.
Speaking in this regard, the President called for non-partisan unity in
the work against climate change.

Weekly ferry service may start in Jan
The Kochi-Male ferry service has finally become a reality with the
officials of the Cochin Port Trust (CPT) and the Maldives Port Limited (MPL)
finalizing the agreement in this regard. According to the officials in
the CPT, the weekly ferry service will begin by January or February
2012. Prime minister Manmohan Singh had announced the decision to start
the ferry service, during theSAARC summit held at Male. With the new
ferry service, a new trade route between India and Maldives will be
opened, which in turn will boost the tourism sector. It is anticipated
that the ferry service will also give a fillip to the cargo movement
from Kochi to Male. Initially, there will be a weekly
cargo-cum-passenger service from Kochi port to Kulhuduffushi port in
Male with a transit time of one day. The ferry will carry about 300
passengers, 15 to 20 containers and about 500 tonnes of cargo. After the
two-day discussions with the MPL officials that began on Thursday, CPT
chairman Paul Antony said the Shipping Corporation of India would invite
Expression of Interest (EoI) and identify an operator to take up the
ferry service. "Once confirmation is received from the Maldivian side,
the EoI will be published," he said. The ferry service will be from the
BTP jetty at the Kochi port and it will use cruise terminal facility,
which is being developed. The ferry will ply between Kochi-Male-Kochi
and later will be extended to Kulhuduffushi Port when the port expansion
work is completed.

comments of Pillay against flogging

Minister of Islamic Affairs, Dr. Abdul
Majeed Abdul Baari has strongly condemned the comments of the UN Human
Rights Chief who urged the government to end the practice of flogging of
fornicators. Dr. Abdul Majeed said that the UN is now trying to
interfere with the internal affairs of Maldives. He said that no
organization, whether it be UN or any other world organization has the
right to interfere with the internal affairs of countries. The Minister
said that the punishment of flogging is the punishment enjoined on the
fornicators by Islam. He said that it is obligatory upon those in
authority to implement this punishment. “In Islam, sexual intercourse is
only allowed after marriage. And sex outside marriage is a major sin. If
four witnesses testify against the fornicators or the fornicators
confess for the sin, or the woman gives birth out of wed-lock then the
punishment would be applied. This is the command of Allah. There is no
human, no organization who has the right to call us to change this
punishment,” he said. “Anything prescribed in the religion cannot be
changed. Cannot be modified,” he said. Dr. Abdul Majeed assured the
people that he would whatever in his authority to preserve the religion
of Islam in Maldives.

Civil Society Coalition to stage mass
protest against Islamophobes
The Civil Society Coalition, a network of 127 registered NGOs has
announced to stage a mass protest against Islamophobes on December 23,
2011. In view of the comments of UN High Commissioner for Human Rights
Navanethem Pillay stating that flogging the fornicator is degrading and
called the Maldivian authorities to open public debates over the Shariah
punishments, the Civil Society Coalition said that the government of
President Mohamed Nasheed has been trying to wipe out the Islamic faith
of the people of Maldives by trying to indoctrinate the people by using
different means. In a press conference held yesterday at the Social
Center, President of the coalition, Mohamed Didi said that the NGOs
would not sit back and watch while the government plots to legalize
apostasy and to allow other faiths in Maldives. “The people of Maldives
have been Muslims for the last 900 years. If these few people cannot
digest the religion of the people of Maldives then it is better that
they leave this country immediately,” he said. Mohamed Didi said that
the government should never give opportunities for Islamophobes to
lecture in the Maldives. He said that this is prohibited by Islam and is
also an act of crime according to the Constitution of Maldives. He said
that the MPs elected by the people who have taken a vow to respect and
uphold Islam and the Constitution should be ashamed of themselves for
allowing the visiting UN Human Rights High Commissioner to make
unconstitutional comments against the aspects of the religion of Islam.
He also highlighted on the issue of the idolatrous idols placed in Addu
City as monuments of the member states of SAARC. He said that the people
are concerned over the anti-Islamic plots of the government. The NGOs
said that they are organizing to hold a mass protest against the
government. The coalition said that it is believed that more than
hundred thousand people would participate in the protest.
UN Human Rights High Commissioner says she
doesn’t accept Maldivian Constitution

UN High Commissioner for Human Rights
Navanethem Pillay has stated that she does not accept the Constitution
of Maldives. Answering a question posed by Miadhu Daily, whether the UN
High Commissioner was unaware of the constitution of Maldives when she
made derogatory comments regarding Islam, the faith of the people of
Maldives, Navi Pillay said that she is aware of the constitution but
that she does not accept it since it contravenes the UN Human Rights
obligations on Maldives. In her address to the Peoples’ Majlis
yesterday, the Human Rights Commissioner of UN criticized the practice
of flogging of the women who were found to have had sex outside
marriage. She said that this practice constitutes one of the most
inhumane and degrading forms of violence against women, and should have
no place in the legal framework of a democratic country. "I strongly
believe that a public debate is needed in Maldives on this issue of
major concern," she said calling for law reforms against discrimination
against women. She told reporters later that she discussed with Maldives
officials how to end the practice. "At the very least, pending more
permanent changes in the law, it should be possible for the government
and the judiciary to engineer a practical moratorium on flogging," she
said.

Fuvahmulaku Medhu Dhaaira MP, Shifaz Mufeed (Histo) said on a program in
VTV that Maldivian Democratic Party (MDP) acting chairperson Reeko Moosa
Manik is offensing MDPs fundermental ethics and ideology intending to
compete with President Nasheed in the presidential election. Speaking at
a VTV program, Histo said that it’s shocking and highly suspicious when
Reeko acts exactly the opposite when President Nasheed takes all the
measures against corruption and his effort minimizing corruptions. He
also highlighted Reeko has not been summoned or questioned by any of the
party institutions regarding suspected corruption cases over him by the
Anti Corruption Commission (ACC) and other governmental and independent

Fuvahmulah Medhu Dhaaira council seat last Saturday, convicting him on

primary election winner saying lack of sufficient documentation for
submission at elections office, and gave MDP ticket to the second, which
cause the chaos in that constituency which leads to MDPs failure, says
Histo. “Even president Nasheed has said that Reeko must take the
responsibilities of the failure in an address in Fuvahmulah. It is
better he resign now,” says Histo. Shifaz criticized Reeko openly on his
corruption suspicions, autocratic practices and threatening government

Only God knows the details of the debts of

Auditor General, Niyaz Ibrahim has said that the debts of the state are
not managed responsibly by any authority and that only God knows the
details of the debts of the state. Niyaz said this in the meeting of the
Sub Committee of the Finance Committee of the Peoples’ Majlis yesterday.
In yesterday’s meeting, Auditor General Niyaz highlighted on the many
challenges faced by the Auditor General’s Office when auditing the
institutions of the state. He underscored the importance of creating an
environment in the state that is open for auditing. Niyaz also said that
some remnants of the withholding of some information in the former
regime still exist in some of the institutions of the current
administration. He said that some of these institutions are not even
managing and accounting their finance.

Finance Controller Asad resigns

Former State Minister of Finance Ministry
and Finance Controller of the Ministry, Ahmed Asad has resigned from
office. Press Secretary Mohamed Zuhair confirmed to Miadhu Daily that
Asad resigned as the Finance Controller of the Finance Ministry. He said
that Asad did not reveal the reason for his resignation on his
resignation letter. “Only Asad would know the reason for his
resignation,” Zuhair said. He said that President Mohamed Nasheed hopes
that Asad would remain in a responsible post of the government although
he resigned as a Finance Controller. Zuhair said that the President
expressed his appreciation to Asad for his services and contributions to

Bill proposed to amend Civil Service Act
Debate on the bill proposed by Hithadhoo Dhekunu MP Hassan Latheef to
amend the Civil Service Act to give passive suffrage to Civil Servants
was commenced in the Peoples’ Majlis yesterday. Proposing the bill,
Hithadhoo Dhekunu MP, Hassan Latheef said that the amendment to the
Civil Service Act was proposed to remove all obstacles faced by the
Civil Servants from participating in elections and to give them passive
suffrage. “My intention is to amend some articles in this Act which
contravenes the Constitution,” he said.
Darul-hadeeth of Dammaj under severe siege
by Houthi insurgents
A camp that hosts around 10,000 person, including 3,000 families and
some foreign nationals in Yemen called Darul-hadeeth of Dammaj is under
severe siege by the Houthi insurgents. The camp is located in the
province of Saada , north of Yemen and on the borders with Saudi Arabia.
Sources say the siege started more than a month ago. And those who speak
from inside the camp and near by area are talking about draconian
treatment and atrocities committed by the Houthi rebels who prevented an
aid convey that was collected from other areas in Yemen to enter the
camp. Sources from Yemen are also saying that Houthis have prevented
wounded and sick people from being taken to hospitals. Over the past few
days, the Houthi rebels have carried out attacks on the camp using heavy
gun machine, artillery and snipers. It is believed that a woman was shot
dead by the Houthi snipers, and three men were injured. The Houthis, who
belong to a Shia sect, have been waging attacks and provoking war inside
Yemen since 2004. People inside Yemen believe that Houthis are being
armed and backed by the regime in Iran. The Houthis are seen to be
taking advantage of the worsening conditions in Yemen to expand
territories under their control. Darul-Hadeeth in Dammaj is an
institution of Islamic education that was established a more than a
decade ago and it hosts students from around the world. It follows Sunni
Islam and speaks vociferously against extremism carried out by the likes
of Al-Qaa'idah. Sympathizers say Media in Arab world is turning a blind
eye to what is happening in Dammaj because of their neutral stance
towards the revolution against the president Ali Abdullah Saalih. And
because of this indifference reaction of the Media in Arab world, the
only voice out of Dammaj is the forums and the phone calls made by
sympathizers outside including well known scholars such as Sheikh Abdul
Muhsin Abbad, Sheikh Rabee bin Hadee and Sheikh Saleem alhilaalee.
Goverment is trying to solve practical
issues related to development of higher education-VP
Vice President Dr. Mohamed Waheed has highlighted the most pressing
issues the government was trying to solve, in facilitating higher
education opportunities to Maldivian youth, and the improvement of areas
in need of development, in the expansion of higher education the
Maldives. The Vice President spoke on the matter, at the reception
hosted by the Australian High Commissioner to congratulate the 2012
AusAID recipients of the Maldives, and to honor Maldivian AusAID alumni.
At the ceremony held last evening at Traders Hotel, Vice President Dr.
Waheed pointed out the different areas in need of development, in the
expansion of higher education in the Maldives: the need to
administratively and academically strengthen the existing educational
institutions in the Maldives; the need to send people abroad for
university education in areas in which local training programmes of
acceptable quality are not currently available; the need for the further
development of a legislative and regulatory framework of higher
education; and the need to provide students with an effective financial
support system. The Vice President also spoke on the developmental goals
achieved in recent years, in the growth of higher secondary education
system of the country, noting the increase in the number of students who
achieve 5 or more passes in the O’ Level. He also noted that higher
education in the Maldives is developing rapidly at the tertiary level,
in turn providing opportunities for a higher number of students the
chance to pursue post secondary education in the country.
Cabinet decides to provide higher
education opportunities for 1000 students annually
The cabinet has yesterday decided to establish a special unit at the
Ministry of Education, to provide higher education opportunities for
1000 students each year. The decision was made after deliberating on the
compilation of a government policy, to provide financial assistance for
students pursuing higher education. Following discussions at today’s
meeting, the cabinet also appointed a committee to coordinate and
oversee the performance of the unit. Vice President Dr. Mohamed Waheed
will head the committee of which other members include Minister of
Education Sifa Mohamed, Minister of Human Resources, Youth and Sports Uz.
Hassan Latheef, and Minister of Economic Development Mahmood Razee. At
today’s meeting, members of the cabinet noted that despite the Maldives’
graduation from Least Developed Country status to Middle-Income Country
status, the number of Maldivian youth going for higher studies or other
training programmes were significantly low when compared to other
countries of Middle-Income status. Members also spoke on the importance
of facilitating for students, a sustainable and efficient means of
acquiring a higher education.
UN Secretary-General Applauds Maldives'
Low-Carbon Vision and Leadership
The UN Secretary-General, Ban-Ki moon, has used a keynote speech at the
3rd meeting of the Climate Vulnerable Forum in Bangladesh to applaud the
Maldives' leadership on climate change and its vision of a low-carbon
future. The Secretary-General was speaking at the inauguration of CVF
2011 alongside Prime Minister Sheikh Hasina of Bangladesh and Foreign
Minister Ahmed Naseem of the Maldives. The CVF was founded by President
Nasheed in 2009 to represent the voices of the world's most vulnerable
nations, to explain their plight and to place them at the forefront of
efforts to move the world towards carbon neutrality. This role was
recognized by the UN Secretary-General who said: "I appreciate and
commend the leadership of the outgoing Chair - Maldives". In addition to
describing the worsening of the climate crisis around the world, and the
inadequacy of the global response - especially in terms of providing the
promised billions of dollars of new climate finance for adaptation and
mitigation - the Secretary-General praised vulnerable countries for
their willingness to take the moral lead. "Some of the world’s most
vulnerable countries, also represented here, are some of the best models
for a clean energy future – Costa Rica, Ethiopia, the Maldives, Samoa,
all plan to go carbon neutral" he said. “In this time of global economic
uncertainty, let (these countries’) commitment to green growth be an
inspiration to more developed countries -- the major emitters,” he said.
"It is a win-win-win for all countries. I urge all Members of this Forum
to join us in this initiative. We must work together to build a safer
world and a more prosperous world," he concluded. This theme was also
taken up by the Prime Minister of Bangladesh, Sheikh Hasina, who said
that "given that many [developed] countries are shying away from their
obligations, we, the most vulnerable, ought to take the lead. Let us
commit to internalize green development pathways...let us convert
challenges to opportunities for green development. Here we expect our
developed country partners to come forward with technology and finance".
High Commissioner's Visit Reflects Human
Rights Progress – Naseem
The UN High Commissioner for Human Rights, Navi Pillay, yesterday starts
a three-day visit to the Maldives - the first by a holder of the UN's
senior human rights office. Ms. Pillay, who is visiting at the
invitation of the Government, is expected to use her presence to welcome
the country's recent progress in the field of human rights and to urge
further steps to consolidate democracy. During her visit (22-24 November
2011), the High Commissioner will meet with President Mohamed Nasheed
and other senior government representatives, with members of the
Opposition, with judges and lawyers and with NGOs. She will also deliver
a keynote address to the People's Majlis on the challenge of promoting
human rights in the context of a democratic transition, and will visit a
drug rehabilitation center. Speaking ahead of the visit, Foreign
Minister Ahmed Naseem said: "It is an great honour for us to welcome the
High Commissioner to the Maldives. The visit symbolizes the enormous
strides we have taken as a country over recent years in the field of
human rights. Only a few year's ago, the then High Commissioner, Louise
Arbour, and her Office were regularly expressing concern at human rights
abuses being carried out in the Maldives. Today, the current High
Commissioner, Pillay, is visiting a new democratic nation which is a
strong advocate of human rights at home and abroad".

The Council of Ministers on Monday
activated existing laws and regulations to create employment
opportunities for the thousands of Saudi women job seekers. It also
passed a law allowing jobless Saudis to get monthly unemployment
allowances. “The council approves the system to support Saudi job
seekers,” said Culture and Information Minister Abdul Aziz Khoja after
the Cabinet meeting, which was chaired by Crown Prince Naif, deputy
premier and minister of interior, at Al-Yamamah Palace in Riyadh. “The
payment of unemployment allowance will start from the beginning of the
Hijri year 1433. Those who applied early and found eligible on that date
would be paid retroactively,” Khoja said while explaining the new law,
which comes into effect soon after its publication in the official
gazette. The new Cabinet decision did not mention the amount of the
monthly allowance. According to a previous decree issued by Custodian of
the Two Holy Mosques King Abdullah it would be SR2,000.

Hezbollah unravels CIA spy network in
Lebanon

WASHINGTON: Hezbollah has partially
unraveled the CIA’s spy network in Lebanon, severely damaging the
intelligence agency’s ability to gather vital information on the
terrorist organization at a tense time in the region, former and current
US officials said. Officials said several foreign spies working for the
CIA had been captured by Hezbollah in recent months. The blow to the
CIA’s operations in Lebanon came after top agency managers were alerted
last year to be especially careful handling informants in the Middle
East country. Hezbollah’s longtime leader, Sheik Hassan Nasrallah,
boasted in June on television he had unmasked at least two CIA spies who
had infiltrated the ranks of the organization, which the US considers a
terrorist group closely allied with Iran. Though the US Embassy in
Lebanon officially denied the accusation, American officials concede
that Nasrallah was not lying and the damage spread like a virus as
Hezbollah methodically picked off the CIA’s informants.

Majilis passes bill reducing custom duties

Majilis passed the proposed bill by the
government to amend export import act by unanimous consent of 60 MPs.
Certain items duty is eliminated and others lower than the current rate.
However duty of some items will be increased according to the need as
well. Government official said that when this act is implemented while
GTS is being processed, price of items would not increase, and this will
not cause any difficulties while bearing GST by the public. Among the
items for which custom duties would be eliminated include construction
material, foodstuffs, agricultural equipment, medical devices, passenger
vessels and goods used for tourism services. President of Maldives
Construction Industries (MACI), Janah showed his appreciation saying
that this will open more pathways for investments and progress in
construction industry. However, the bill was passed with an amendment to
charge a Rf10,000 (US$650) annual fee for passenger vessels and no
change to tariffs for spare parts. While import duties were eliminated
for construction material such as cement, glass, tin, aluminum, plywood
and plastic fittings, an import duty of five percent will be levied on
tiles, which was reduced from the previous 25 percent. Import duty was
reduced to five percent for furniture, beds and pillows as well as
cooking items made from base metals. Other kitchen utensils had duties
reduced to 10 percent. While import duties were eliminated for most
fruits and vegetables, 15 percent would still be levied on bananas,
papaya, watermelon and mangoes as a protectionist measure for local
agriculture. Areca-nuts would have duty reduced from 25 percent to 15
percent. More than this, in yesterdays Majilis, a resolution was
presented to the Peoples’ Majlis against President Mohamed Nasheed for
his claims in international conferences that the Maldives is sinking due
to climate change. The resolution was proposed by Fonadhoo MP and the
Interim Vice President of the Progressive Party of Maldives (PPM), Abdu
Raheem Abdullah. The resolution states that the claims of the President
to promote himself in the international world are scarring investors and
tourists thereby endangering the tourism industry and staggering the
economy of the country. Also resolution to amend Judges Act by
Ungoofaaru MP, Afraasheem Ali was presented to the Majilis floor
yesterday and the resolution to amend Act to protect ‘rights of disables
and provide aid’ by Mahibadhoo MP Rugiyya Mohamed, endorsed by the
government was presented yesterday.

President, to be held at 20:00 on Wednesday at Dharubaaruge, has sold
out, organisers have announced. The last few tickets for the gala
premiere were sold at the ticket stand at Raalhugandu point on Monday
evening. Organisers saidthere are few tickets left for the screenings at
Athena Cinema on Thursday evening. As of Monday night, there were only
four tickets remaining for the 20:30 Athena Cinema showing. Tickets are
still available for the 20:30 Dharubaaruge screening on Thursday and the
late night 23:30 screenings on Wednesday and Thursday. The Island
President is a unique, behind-the-scenes documentary that catalogues
President Nasheed’s first year in power. Large portions of the film are
in Dhivehi, with English subtitles. The parts of the film in English
have been subtitled into Dhivehi. The film also captures the stunning
beauty of the Maldives, with dramatic, never-seen-before areal footage
of the country. The documentary is shot in high definition and a special
silver screen, high definition projector and surround sound system has
been installed at Dharubaaruge especially for the film screenings. The
Island President is produced by Actual Films, a San Francisco based
documentary film company, which has won countless awards and accolades.
The film premiered at the Toronto International Film Festival in
September,where it won the People’s Choice Award for Best Documentary.

MDP manifesto: empty talks and sly

Leader of the opposition Jumhooree Party
(JP), Gasim Ibrahim has said that the manifesto of the ruling party,
Maldivian Democratic Party (MDP) is “an all talk and no action”
manifesto. Speaking at a public rally of Jumhooree Party held at Faafu
Atoll Feealee, Gasim said that the government has failed to deliver the
promises made on the manifesto of MDP. Gasim said that all the coalition
parties who were with MDP when the party came to authority left one by
one until no party remained in the coalition because the ruling party’s
actions testified that its manifesto promises, talks on the importance
of honoring the rule of law are all but empty talks and sly promises.
Gasim criticized the government of President Mohamed Nasheed and alleged
that the government does not respect any laws and regulations whether it
is that of the state or the coalition agreement. He also said that the
government has broken the trust of the people they purport to serve. He
said that the people are now frustrated and in despair with the current
administration. Furthermore, Gasim said that his party, Jumhooree Party
is a party attuned to the needs of the people. He said that the party
has been working hard to empower the people through empowering the
councils. He said that JP had worked even with the opposition parties to
strive against the plots of the government to weaken the authority of
island councils.
Maldives in Peril: Exploring the island of
Maalhos
Late on a Sunday afternoon, hardly a day of rest in this part of the
world, the small island ofMaalhos is quiet. The men, most of who go to
sea each day to fish or work at one of six nearby tourist resorts, are
absent. School is out for a week's holiday so kids of various ages
scamper up and down the short, dusty streets. The women of the island of

Government is pleased that Gayoom is
running PPM- Zuhair
Mohamed Zuhair, the Press Secretary of President Mohamed Nasheed has
revealed that the government is pleased that former President Maumoon
Abdul Gayoom is heading the new opposition party, Progressive Party of
Maldives (PPM). Speaking to Miadhu Daily, Zuhair said that the political
parties should follow the ethics and values of democracy since democracy
is established in the Maldives with the coming of the current
administration. However he said that it is saddening that this is not
seen from the new party spear-headed by the former President Gayoom.
Zuhair noted that Gayoom appointed two members of the PPM to top level
posts of the party without calling for any democratic election within
the party.

intended to take over power – Reeko
Maldivian Democratic Party (MDP) Chairperson and Hulhuhenveiru MP, Reeko
Moosa Manik said in an MDP rally held last night at thei Haruge, that
all the talks against the government is intended to take over power and
it does not carry any weight of holding government responsible like
responsible opposing. Condemning politicizing of the religion, Reeko
said that sopme people politicize religion because they runs out of
options to oppose like ethical oppositions and only religion is their
defined tool to clear a path to power. Reeko also criticized Adhalath
party and some religious scholars for politicizing religion for their
personal propagandas. He also showed his concern over the 44 scholars
who released a note during 2008 presidential election saying that former
president Maumoon Abdul Gayyoom was irreligious, are now saying that
Gayyoom is a religious leader. Reeko said this is certainly political
and politicizing religion seems a joke in such examples. Furthermore in
his speech, he said that he can not accept the Supreme Court ruling over
Kashidhoo MP, Ismail Abdul Hameed’s case. He said that if Criminal
Courts judge Abdulla Mohamed could attend his job while Judicial Service
Commision (JSC) has shown their concern over his ethics, Kaashidhoo MP
should also be allowed to represent his people in the Peoeple’s Majilis.

Islamic ministry holds the right to work
to remove the monuments – Press Secretary

Islamic Ministry of the Maldives holds the
rights and responsibility to remove the monuments in Addu City if it
projects messages contradicting Islamic principles and laws and
regulations in the Maldives, says Press Secretary Mohamed Zuhair. Zuhair
said to Miadhu Daily that some of the scholers do not agree that the
monument contains ideography, but the government will respect if the
Islamic Ministry decides those monuments contain ideography. “I have
said many times that if those are to be removed, we will remove. But
those are symbols of friendship between states, and those must be taken
care in a different way,” says Zuhair. Zuhair said that this issue of
the Pakistan monument is being discussed with Islamic Minister Dr. Abdul
Majeed Abdul Baaree and the Pakistani High Commissioner. And these talks
were discussed among Pakistani government through the high commissioner.
Zuhair also said they will be very alert over any concerns expressed by
the minister and this will be discussed further with the President when
he returns from the vacation. “This is an issue which needs to be
discussed and solve. And the government guarantees this” Says Zuhair.
Diplomats have been showing their concern over the vandalism of
monuments placed in Addu City during the SAARC Summit. Speaking to
Miadhu News, a diplomat said that those land slots belongs to those
specific countries as long as those monuments are there, and those are
not governments lands anymore.

Nepali Embassy in Maldives – Foreign Ministry
Foreign Ministry said they will welcome open handed for a Nepali Embassy
in Maldives. They said this while Nepalese living in Maldives requested
to establish an embassy to their Prime minister. Also, Nepal media
reported that President Mohamed Nasheed and the Prime Minister Dr
Baburam Butta who met during 17th SAARC Summit in Addu City discussed
about establishing an embassy of Nepal in Maldives. The request sent to
Nepal PM by Napalese in Maldives stated that hectic bureaucratic
procedures will come to ease if an embassy is established. They also
stated that Nepal is far reachable due to location and airfares, and
some of their passport issues and other document errors are difficult to
attest and correct in the absence of an embassy. Foreign ministry also
said that Nepal Government has not given any official statement on this
issue even if some of the Nepalese living here has made this request.
Youth leadership program inaugurated
Youth Leadership 2011 organized by an NGO called Democracy House
in-association with the Maldives People’s Majilis has been inaugurated
in Bandos Island Resort. This program is scheduled from 19th of this
month to 10th of December, including 40 youth participants across the
Maldives, says an official of People’s Majilis. This is a program
started on 2010. Participants will form a mock-parliament and represent
sessions in parliament. Maldives Peoples’ Majilis has agreed to provide
technical assistant and a live session on MNBC One for the participants.
Two of the best participants in this program will be awarded an offer to
participate in the events organized by Commonwealth Parliamentary
Association (CPA) on the Commonwealth Day Celebration in England. Two
participants of 2010 program have already participated in this event.
Losing Fuvahmula council seat is a win –
Press Secretary
Press Secretary Mohamed Zuhair said that it was a win for a government
by losing the Fuvahmula council seat on Saturday’s by-election over 3
vacant council seats in Maldives. Zuhair said that two of three seats
were won by Maldivian Democratic Party (MDP) and if they have won all
three seats, there might be some people who might argue with the
integrity of the elections. He also said it was by only 100 votes they
lost the Fuvahmula seat. He said these results came while the government
is being suspected of anti-Islamic philosophy over monuments places in
Addu City for the SAARC Summit. “There might be some people who might
shake on opposition propagandas. But I don’t believe those agendas carry
much support. And truth is very clear for those who wish to know it.”
Says Zuhair. MDP lost a constituency which was on thei control before in
Fuvahmula during Saturdays by-election to an independent candidate, who
is a member of Progressive Party of Maldives (PPM). Abdulla Mohamed Didi,
Huniboli of Maalegam, Fuvahmula won the Fuvahmula ‘Medhu dhaaira’ seat
by 861 vote’s last Saturday as the seat was declared vacant after court
verdict came against previous council member of that constituency on
personal debt. Mohamed Abdulla didi of MDP was the closest candidate
with750 votes followed by the DRP camdidate Mohamed Ali (Fontaana) who
won only 19 votes according to tentative results shown by the election
commission last night. However, Bilehdhoo constituency of Faafu atoll
council seat was won by MDP candidate Ibrahim Naeem by 674 votes.
Closest competitor was Jumhooree Party candidate Mohamed Musthafa who
won 539 followed by independent candidate Ali Zahir who won 68 votes.
Other than this, AA Himandhoo counsil seat was won by MDP candidate,
Shimal Ibrahim by 195 votes beating his opponent, independent candidate
Afrah Adil who won 116 votes. Deputy leader PPM, Funadhoo MP Abdul
Raheem Abdulla said that people have shown their respect to political
parties during Saturday’s by-elections. Zuhair commented on Abdul
Raheems statements saying that PPM believes that they are ahead of
Dhivehi Rayyithunge Party (DRP), but not ahead of MDP. “This result came
like this in Fuvahmula, that doesn’t mean there is no support for the
government. That is very clear in results. There is a huge support for
government in Fuvahmula.” Says Zuhair. Zuhair also mentioned that
Abdulla Mohamed Didi won the seat on independent capacity and the result
might be different if he had contested as any party candidate.

Sri Lanka to set up SAARC Seed Bank
Nov 17, Colombo: As agreed at the recently held 17th SAARC Summit in the
Maldives, Sri Lanka will set up a 'SAARC Seed Bank' to boost agriculture
production in the region. Sri Lanka's cabinet of ministers yesterday
approved a proposal made by the Minister of Agriculture Mahinda Yapa
Abeywardena to establish the SAARC Seed Bank in Sri Lanka. At the SAARC
Summit held last week, the eight-member association signed an agreement
to establish the SAARC Seed Bank to help farmers get quality seeds from
the reserve in case of a shortage due to natural calamities.

Nine days to go: Pre-election violence on
Tahrir Square
Thousands of police have clashed with protesters for control of Cairo's
Tahrir Square on Saturday. One man has been killed and up to 650
injured. The violence comes nine days before Egypt's first elections
since the ousting of President Hosni Mubarak in February. Protesters
hurled rocks at police, crowds attacked an armored police truck, rocking
it and eventually setting it on fire. Egyptian security forces tried to
stop activists from organizing a long-term sit-in in Cairo’s downtown.
AP reports that its cameraman saw at least three people arrested, when
they refused to leave the square. The violence began when riot police
attacked around 200 peaceful demonstrators, who had camped out in the
square overnight, and dismantled a tent camp set up to commemorate
protesters killed in the uprising. Police were said to be firing rubber
bullets, tear gas and beating protesters with batons to clear the area.

A’ level top ten awarding ceremony held
A’ Level Top Ten Awarding ceremony was held at Dharubaaruge. The Chief
Guest of the ceremony was Hassan Luthufee , president of Anti Corruption
Commission. Out of 188 top ten achievers 44 students are from atoll
schools. Four students were presented the awards for the first place at
international level and seven students were awarded by scoring “A” grade
in more than 3 subjects. Out of 1515 students 188 students were listed
as “top ten achievers”. According to the information given at the
ceremony, 78.2% students out of the total 1515 passed in three subjects.
Minister of Education Dr. Mustafa Lutfi addressed the gathering. In his

education by having national university and also by working on junior

President
Vice President Dr. Mohamed Waheed has said that protecting the rights of
the child is a top priority among legal systems as well as at an
international level. The Vice President made this statement at a
children’s festival held to mark “World Day for Prevention of Child
Abuse: Every Neglect is an Abuse” at Sultan Park this evening. The event
was conducted by the Human Rights Commission of the Maldives (HRCM) and
supported by the Ministry of Education, Department of Gender and Family,
Maldives Police Service, Care Society, ARC, CAPS, Maldives Autism
Association, Maldives Red Crescent and Tiny Hearts. During his speech
the Vice President said he was encouraged by the initiative taken by the
Maldives Human Rights Commission along with other affiliating NGO’s to
mark this day in the Maldives. The Vice President highlighted upon the
Convention on the Rights of the Child, which is an international treaty
that recognizes the human rights of children, and said the Maldives had
signed this Convention. In his speech, the Vice President encouraged
governments and communities and society organizations to give more
thought to protecting children today. The Vice President urged to focus
attention on this difficult problem and to increase awareness and
education in protecting the needs of children. In his speech the Vice
President stated that in order for children to grow up in a healthy
environment they must be informed of their rights. The Vice President
further urged on the importance of effective communication in an
accessible and active manner to enable children to develop to their full
potential. The Vice President expressed his delight in the fact that so
many NGO’s have come together to raise awareness about this significant
public health problem and to stop violence against children.
Maldives participate in the 1st UN Expert
Meeting on Human Space Technology
The 1st United Nations Expert Meeting On Human Space Technology, under
the UN Human Space Technology Initiative (HSTI), jointly organized by UN
and Malaysian government was held in Putrajaya, Malaysia from 14-18th
November 2011. Mr. Ahmed Shafeeq Moosa, the President’s Envoy for
Science & Technology, participated in the expert meetings and made
representation highlighting the current telemedicine network being
developed in the Maldives, in addition to the importance of telemetry
and earth observation as well as advance communication applications,
which has enormous potential for the sustainable development of the
Maldives. “There are a number of applications in Human Space Technology
that can be extremely beneficial to the Maldives, in particular,
telemedicine and telemetry. Going forward, the global community at
large, will achieve medical and technological advances from these
scientific endeavours. It is vital that we remain engaged in these
initiatives,” said the Maldives Science & Technology Envoy. The United
Nations Office for Outer Space Affairs (UNOOSA), under the framework of
the United Nations Programme on Space Applications, launched the Human
Space Technology Initiative (HSTI) with the objective to promote
international cooperation in human spaceflight and space
exploration-related activities. HSTI will provide information to UN
Member States about the International Space Station (ISS), its
management structure, research facilities, utilization activities, and
opportunities to cooperate with ISS partners, the use of ISS for
educational outreach programmes; and examples of past cooperation
activities. HSTI will also provide information about opportunities to
build indigenous capacity in microgravity science education and
research. The objective is to create a platform for greater
understanding of the potential of the ISS and the research currently
being conducted on the ISS among UN Member States, provide opportunities
to Non-ISS Members for collaborative research leading to a larger number
of countries benefiting from human spaceflight activities. With its
unique microgravity environment, the International Space Station (ISS)
is an ideal platform for engaging students by increasing their
excitement and interest in space science, and technology in general.
HSTI will emphasise the importance of the ISS as an educational platform
and will aim to increase education outreach, and capacity building
activities in developing nations. The 5 day expert meeting held in
Putrajaya, Malaysia, concluded on Friday deriving 10 specific
recommendations on how to improve cooperation between UN Member
Countries and increase awareness of the potential of the research and
applications being conducted in Human Space Technology. The UN Expert
Meeting on Human Space Technology, is hosted by the Institute of Space
Science (ANGKASA), Universiti Kebangsaan Malaysia, co-organised by
Canadian Space Agency (CSA), European Space Agency (ESA), Japan
Aerospace Exploration Agency (JAXA), National Aeronautics and Space

Russia stands by Assad as pressure mounts
on Syria
The Arab League has suspended Syria and given it until the end of the
week to comply with an Arab peace plan to end bloodshed that has cost
more than 3,500 lives, by a U.N. count. Russian Foreign Minister Sergei
Lavrov, whose country is one of Syria's few remaining foreign friends,
said demands for Assad's removal would destroy the initiative, which
calls for dialogue between the Syrian government and its foes. "If some
opposition representatives, with support from some foreign countries,
declare that dialogue can begin only after President Assad goes, then
the Arab League initiative becomes worthless and meaningless," Lavrov
said.

Islamic Ministry calls the govt to remove
the idolatrous monuments

Ministry of Islamic Affairs has called the
authorities to remove the idolatrous monuments placed in Addu City to
mark the seventeenth SAARC Summit held in the city. Ministry said this
in a letter addressed to the President’s Office, the Foreign Ministry
and the Maldives Police Service. Speaking to Miadhu Daily, Minister of
Islamic Affairs, Dr. Abdul Majeed Abdul Bari said that he has informed
the media that he informed the Pakistani High Commissioner that the
monument cannot be erected in Maldives since the constitution forbids
importing idols to Maldives. “The High Commissioner told me that the
monument would be changed after the Summit if the people are not pleased
with it. So I urged the people to give them the opportunity to change it
and to be patient,” he said. Dr. Majeed said that it is prohibited by
the Maldivian law to import such artifacts and to erect a monument which
has polytheistic idols is a grave concern for the Maldivian people. “I
have not been negligent regarding this issue. I came to Male’ on Monday.
From that day onwards we have been seeking legal counsel. And on
Wednesday we have asked those responsible in the government to remove
it,” he said. Dr. Majeed said that the Quran prohibits demolishing such
idols if it is erected in a country for whatever reasons. “Look at the
verse 108 of Surah al-An’aam. The meaning of the verse is, ‘And insult
not those whom they the disbelievers worship besides Allah, lest they
insult Allah wrongfully without knowledge. Thus We have made fair¬
seeming to each people its own doings; then to their Lord is their
return and He shall then inform them of all that they used to do’,” he
said. Dr. Majeed said that violence is never a solution and that Islam
enjoins to solve all matters peacefully.

JSC to take action against Chief Criminal

Judicial Service Commission (JSC) has
announced that the commission will decide on the action to be taken
against the Chief Criminal Court Judge Abdullah Mohamed in the next
meeting of JSC regarding the investigation into the alleged misconduct
of Judge Abdullah. In a vote taken among the members of the Commission,
fiver members voted that there is enough evidence for the misconduct of
Judge Abdullah. Speaking to the media, JSC’s Secretary General said that
the commission did not decide on the action that is to be taken against
Judge Abdullah in the last meeting because the time allocated for the
meeting was over before proceeding to the matter. He said that the
commission would decide on the action in the next meeting.

Adhalath will never support President

and the spokes person of Adhalath Party said they will not support
President Mohamed Nasheed if his administration continues to neglect
Islamic fundamentals as now and if they do not pay attention over
religious matters. Commenting on a question by Miadhu Daily, Shaheem
said that so far within the government policies, they have witnessed
nothing but negligence over religious matters and that it is
unacceptable. Shaheem said that they have no objection if Nasheed
continues to contest and win elections if he wish unless religious
matters are handled by the Islamic ministry by its officials without any
influence outside. “I am not talking politics; I am talking about
religion, about the nation. There is nothing personal between President
Nasheed and the Adhalath party, and will never be,” says Shaheem.

Let us not be held back by history or convention," said the president of
Maldives, who was also the chairman of the 17th South Asian Association
for Regional Cooperation (SAARC) summit. "Let us change our region for
the better. Let us be the leaders our people want us to be. Let us just
change the world." Although bilateral issues are never on the agenda,
bridges were indeed built in some cases during the two-day conference.
In other cases, gaps between untrusting neighbours widened. India was
not comfortable with the inclusion of China as an observer. Backed by
Pakistan, China wants a greater role in South Asia, possibly even a
SAARC membership. In what was called a "charm offensive", the Chinese
delegation led by vice foreign minister Zhang Zhijun wooed other
participants with gifts as it lobbied behind the scenes for a separate
conference between China and SAARC.

Minister of State for Foreign Affairs Aslam Shakir, has met with a high
level Indonesian Parliamentary Delegation, headed by Dr Mohammed Hidayat
Nur Wahid, M.A., Chairman of the Inter Parliamentary Cooperation
Committee. The meeting was held at the Ministry of Foreign Affairs.
During the meeting, State Minister Aslam highlighted the close and
brotherly relations that Maldives shares with Indonesia, and noted that
the Delegation’s visit to the Maldives is symbolic of the growing
relationship between the two countries. Noting the vast potential for
cooperation between the Maldives and Indonesia, discussions were held on
ways of further strengthening and diversifying the existing ties between
the two countries. State Minister Aslam Shakir and the Parliamentary
Delegation also assured that they will work for the mutual benefit of
the two countries, particularly in the field of socio-economic
development, and through establishing greater people to people contact.
In this regard, particular emphasis was also given on increasing

China launches farm project in Bulgaria

China's Tianjin State Farms Agribusiness
Group launched on Thursday its first project to grow 2,000 hectares
((4,900 acres) of crops in northwestern Bulgaria, the farming ministry
said in a statement. The company invested 10 million euros ($13.5
million) in the project to cultivate maize, alfalfa and sunflower in one
of the EU's poorest regions around the northwestern village of Boynitsa,
the ministry said. The crops will be exported back to China. Tianjin
Agribusiness plans to pour another 20 million euros into Bulgaria's
farming sector, the ministry said, adding that it was interested in
developing cattle farming here. Company chairman Bai Zhisheng and Chinee
Deputy Farming Minister Gao Hongbin expressed hopes that Bulgaria could
later turn into their gateway to Europe's markets. The two officials
also met Bulgarian Prime Minister Boyko Borisov, who welcomed the
investment as an important step to developing Bulgarian-Chienese
economic ties, his office said.

Ministry, Mohamed Naseer has revealed that the Pakistani Monument which
was erected in Addu City in relation to the seventeenth SAARC Summit
with the approval of the Maldivian government. Foreign Secretary,
Mohamed Naseer said that the government was consulted before placing the
monument in Hithadhoo of Addu City. Answering a query raised by Miadhu
Daily reporter at press conference held at the Ministry of Foreign
Affairs, Naseer said that the Ministry of Islamic Affairs is part of the
government and the monument was placed with the permission of the
government. Naseer said that the government would never place anything
that the people are against and said that the government is now
discussing to change the monuments. “The Monument depicts the history of
Pakistan before the introduction of Islam. It shows the religions
practiced by the Pakistani nationals before their acceptance of Islam.
The government believed that the people of Maldives are moderate and
would tolerate the monuments,” he said. Naseer said that the
investigation of the vandalism of the monuments held in Addu City are
currently undergoing and the Ministry would be revealing more details
when the investigation is concluded.
Maldives detains 2 for damaging Pak
monument
Maldives police said they placed two people under house arrest for
vandalising a Pakistani monument that contained images of Buddha they
deemed un-Islamic. Pakistan gave the monument to Maldives to mark a
South Asian summit that ended last week. Police spokesman Ahmed Shiyam,
on Wednesday, said that prosecutors are preparing charges against the
two people. Maldives, an Indian Ocean archipelago, is home to 300,000
Muslims. Practicing any other religion is forbidden.
Drug kingpin sentenced to life
imprisonment
Hassan Yoosuf of Laamu Atoll Gan Mathimaradhoo Mandhage, was sentenced
today to life imprisonment for selling and possessing illegal drugs. The
sentencing was announced by the Criminal Court on Tuesday. The verdict
stated that the Police Officers who arrested Hassan Yoosuf testified
that the cigarette pack which he threw away when the Police came had
more than one gram of illegal drugs. The forensic officer who
investigated the narcotics found in the cigarette pack testified that
the lab results of the test showed that the substance was positive for
illegal drugs. Therefore, Hassan Yoosuf was convicted of possession with
intent to distribute over one kilogram of illegal narcotics. He was
sentenced to life imprisonment for this. In addition to this Hassan
Yoosuf was also sentenced for five years in prison for the possession of
controlled medication. Hassan Yoosuf is among the top drug kingpins
revealed by Maldives Police Service.
Convention Center would be of benefit for
the people of Addu- Ameen

General Secretary of the opposition
Dhivehi Qaumee Party (DQP), Ameen has said that the Equatorial
Convention Center opened in Addu City would be of great benefit for the
people of Addu. He said that the center was earned by the people of Addu
City by their hard work. Speaking at a programme broadcasted by MNBC,
Ameen said that if the convention center is managed as said by the
government, the people of Addu can utilise the center for many
beneficial uses. However, Ameen said that the developments brought to
Addu City recently by the government does not mean that the government
has been honest to the people in fulfilling their vows. He said that the
people of Addu City are happy with the development programs initiated by
the government but at the same time there are people suffering in other
regions of the country. Minister of Transport, Adhil Saleem who also
spoke on the programme said that the government is working hard to
fulfill the vows. He said building the convention centre in Hithadhoo
would not only benefit the people of Hithadhoo or Addu, but the whole
country. Meanwhile, in view of the Equatorial Convention Center of Addu
City, President Mohamed Nasheed earlier said that the Convention Centre
is the national pride of Maldives as it would be one of the most
state-of-the-art convention centers in South Asia. The President also
said that the convention centre and other infrastructure developments in
Addu City were examples of the growth and expansion of the country,
pledged in the government’s manifesto.

Crescent (MRC), Rasheeda Ali has announced that MRC has been recognized
by the International Committee of the Red Cross (ICRS). Rasheeda Ali
said that MRC was recognized by ICRS as the 187th National Society of
the International Red Cross and Red Crescent Movement, and the awarding
of full membership of the International Federation of Red Cross and Red
Crescent Societies (IFRC) will take place at the opening of the IFRC’s
18th General Assembly in Geneva, on 23rd November 2011. “On this
momentous occasion, I wish to express my sincere appreciation and thank
all MRC volunteers, members and staff for their valuable contribution
towards this significant achievement,” the Secretary General of Maldives
Red Crescent said.

Islamic banking assets could reach
$1.8 trillion by end of 2016
Islamic banks may be bolstered by a nearly doubling of assets within
five years, as borrowers seek alternative methods of financing due to a
cutback in lending at European and US banks, according to a report by
Deutsche Bank. The bank expects that mortgage financing, particularly in
Saudi Arabia, could provide $100 billion in assets to the overall
industry. Analysts at Deutsche Bank predicted in the report that global
Islamic banking assets could reach $1.8 trillion by the end of 2016 – up
90 percent on the $939 billion of assets in 2010. The bank report
forecasts that there is over $2 trillion of deleveraging in the US and
Europe, creating a financing glut for both struggling countries and
countries in developed markets. "There are two factors that could
potentially drive the issuance of Islamic bonds. First, the number of
companies and countries that have issued sukuk has already risen
significantly and includes countries outside of the Muslim world. There
is no reason to expect this trend to reverse. Second, there is likely to
be a general increase in bond financing, both conventional and Islamic.
With bank financing becoming more difficult to secure owing to the
problems that continue to affect the global banking industry, companies
may well issue more bonds as an alternative way to raise revenue," Paul
Gamble, head of research at Jadwa Investment, told Arab News.

Surging population growth and climate change are driving the planet
towards episodes of worsening hunger which only an overhaul of the food
system will fix, a panel of experts said on Wednesday. "In the 21st
century, as we are now we've got a major set of converging threats,"
said John Beddington, a British professor who chaired a 13-member
nine-month probe. "There's population growth, unsustainable resource use
and big pressures on humanity to transform the way that we use food,"
Beddington said in a teleconference. "But it is intimately linked to
water issues and energy issues -- and of course with the major issue of
climate change." Beddington said that in 2007-8, a surge in food prices
drove 100 million people into poverty, and 40 million more followed them
in the 2010-2011 spike.

Adhil Saleem has said that the current government would develop more
airports in five years than the airports developed by the former
administration in thirty years. Speaking to Miadhu Daily, Adhil Saleem
said that the people do not accept the false claims of the opposition
that the government is doing nothing for the benefit of the people. “The
people are witnessing this. When the people are aware and acknowledge
that the government is implementing their words, how can one believe
that the government would not implement the Presidential vows,” he said.
Adhil said that while the Fuahmulah airport was developed recently, the
Dharavandhoo airport is near completion. He added that the Ministry is
now preparing the development of three other islands including
Thimarafushi. “It is being done as per the instruction of the President.
The people would see this. We are witnessing this from our eyes. However
with regards to some of these issues in the Speed that the President
wants them to sun. These are mere obstacles that are faced by those who
live here, he said. Meanwhile, an integrated transport network is a
priority of the Government in order to foster regional development. The
Government recognizes transport and connectivity as pivotal in fostering
economic growth and social cohesion. People residing in the islands do
not have affordable means of transport even to the neighbouring islands.
This transport network will enable facilitating equitable distribution
of wealth, encouraging economic development, enabling social and
commercial networking as well as the transportation of goods and
services, and provision of easy access to essential services closer to
home for all people.
Kashidhoo MP case hearing concluded
The Supreme Court has yesterday held a hearing the case filed by the
Secretary of the Presidential Commission, Abdullah Haseen to resolve the
issue of the Kashidhoo seat at the Peoples’ Majlis. In yesterday’s
proceeding at the Supreme Court, the state attorney, the hearing was
concluded giving the opportunity for the entering the hearings. Ahmed
Faiz commented on the statement of the State Attorney saying that Haseen
has the full right to case the file at the Supreme Court to resolve the
issue of the Kashidhoo seat because the Kashidhoo MP is now convicted of
a criminal offence and banished for one year and six months. Haseen said
that the Article 74 of the Constitution states that such issues should
be resolved by the Supreme Court. According to Article 73, clause (c) of
the constitution, if an MP is convicted of a criminal offence and
sentenced to a period of more than one year then he or she would be
stripped of from the seat at the Peoples’ Majlis.
Idolatrous monument in Hithadhoo stolen
The top part of the Pakistani monument erected near Hithadhoo Power Park
restaurant has been stolen on Monday night. Miadhu Daily was informed
that the monument which has idolatrous images engraved on it was stolen
at about 1:00 am in the mid-night. According to Maldives Police Service,
so far no people were arrested in relation to this case. The people of
Maldives have been expressing concern over the many idols erected in the
islands of Addu City in relation to the SAARC Summit held recently. The
monument gifted by Pakistan had polytheistic idols engraved on it which
enraged the majority of the people. The monument was set ablaze on
Sunday night and also was earlier knocked down. Two were arrested for
knocking it down and were later released for house arrest. In a press
release of the religious right wing Adhaalath Party, the party said that
the Pakistan’s monument erected at Addu City in relation to the SAARC
Summit held from November 10 to 11 had some polytheistic idols engraved

Cabinet decides to Initiate Regulation of

The cabinet has yesterday decided to study power usage at government
institutions and take steps to eliminate power dissipation. The decision
was made at the cabinet meeting held this afternoon. The cabinet also
decided to inaugurate a programme tomorrow against power wastage, which
will also include independent agencies. At yesterday’s meeting, members
discussed on the importance of investigating and regulating power usage
at government institutions. Minister of Housing and Environment Mohamed
Aslam shared with members of the cabinet, the regulation programme
carried out at the Ministry of Housing and Environment, to manage and
control its power usage. The Minister informed that 24% of expenditure
on power has been saved since the regulation programme, and briefed on
the steps taken at the ministry.

The cabinet has expressed its appreciation to all government agencies,
companies and individuals for their contribution in making this year’s
SAARC Summit a successful one. The cabinet made this recognition while
discussing the many accomplishments made at the summit, at yesterday’s
cabinet meeting chaired by Vice President Dr. Mohamed Waheed. The Vice
President noted the hard work put in by all contributing parties, in
achieving the desired results at the SAARC Summit. Speaking in this
regard, Dr. Waheed highlighted the commendable work done for the summit,
from the preparations, to the arrangement of all side meetings held
during the SAARC Summit. He especially congratulated and conveyed his

India not worried over China's new embassy

India on Tuesday indicated that it was not too worried over China's
increasing presence in the Indian Ocean region, after Beijing opened a
new embassy in the Maldives ahead of last week's SAARC summit in the

A US drone strike targeting a militant
compound killed six rebels in Pakistan's tribal region of North
Waziristan near the Afghan border on Tuesday, security officials said.

Majlis sessions- Nasheed
Kulhudhufushi Dhekunu MP, Mohamed Nasheed has called to take legal
action if necessary to continue the sessions of the Peoples’ Majlis. He
said that no political party has the right to obstruct the sittings of
the Majlis. MP Nasheed said that less than three sessions should be held
per week as it is mentioned in the law. He said that this is a
responsibility of the Speaker of the Majlis and that he does not have
the authority to go against this rule. He added that the Speaker can
call off a Majlis if there is uproar and continuing the session is
difficult. Nasheed expressed concern for regarding the recent
cancellations of the sittings. He said that if this continues the Majlis
would not produce any fruitful results. “The Majlis did not unanimously
make a decision on the issue of Kashidhoo MP. Only some individual
members are having their say regarding this issue. And sittings of the
Majlis should not be halted because of them,” he said.
Idolatrous monument in Hithadhoo set
ablaze
The Pakistani monument erected near Hithadhoo Power Park restaurant has
been set ablaze by a group of arsonists on Sunday night. Miadhu Daily
was informed that the monument which has idolatrous images engraved on
it was set ablaze at about 2:00 am in the mid-night. The monument was
set ablaze using petrol as a fuel. The people of Maldives have been
expressing concern over the many idols erected in the islands of Addu
City in relation to the SAARC Summit held recently. The monument gifted
by Pakistan had polytheistic idols engraved on it which enraged the
majority of the people. The monument set ablaze on Sunday night was
earlier knocked down. Two were arrested for knocking it down and were
later released for house arrest. In a press release of the religious

India will soon launch a cargo-cum-passenger ferry service between Kochi

to start operations within a few weeks. "Cochin Port will soon invite
private operators interested in operating the service," said K Mohandas,
secretary, Shipping Ministry of India. Last July, a delegation led by
Mohandas andMohamed Latheef, permanent secretary, ministry of transport
and communication of Maldives, agreed to operate ferry service between
Kochi and Male. Later, at the South Asian Association for Regional
Cooperation (SAARC) summit, which concluded in Maldives on Friday, both
the governments took the decision to complete the preliminary work for
the service by the end of this year.

sharing energy efficiency technologies and provide scholarships to

global climate change negotiations based on the principles of common
differentiated responsibility. President Mohamed Nasheed at the outset
of his Government has announced the decision to make Maldives a carbon

into reality. He further said his political party intends to ceaselessly
pursue the protection of the interest of the people and the achievement
of sustainable development. In his address, the President emphasized the
results of the SAARC Summit have overwhelmed other larger and superior

Nasheed Expresses Hope to Start a Regular Passenger Cargo
Ferry System between Maldives and Minicoy Islands
President Mohamed Nasheed expresses hope to start a regular passenger
cargo ferry service between the Maldives and Minicoy Islands, in the
near future. Following the signing of 5 agreements of cooperation
between India and Maldives, the President said that connectivity through
air and ferry transport networks would be improved by conduction of this
ferry service. At the ceremony held at the President’s Office yesterday
morning the President further noted that connectivity between the
Minicoy Islands and the Northern region of the Maldives, as well as
other regions, would be improved as the ferry service would cater to
other destinations as well. The President stated that a passenger cargo
ferry service would be established between the Maldives and Kochi, and
other regions of India. A total of 5 agreements were signed, which were
inclusive of a Framework Agreement on Cooperation for Development
between the Government of the Republic of Maldives and the Government of
the Republic of India, signed by President Nasheed and Prime Minister
Singh. The other agreements signed between the two countries include the
Agreement on Transfer of Sentenced Persons; the Memorandum of
Understanding on Combating International Terrorism, Illicit Drug
Trafficking and Enhancing Bilateral Cooperation in Capacity Building,
Disaster Management and Coastal Security; the Memorandum of
Understanding on Standby Credit Facility; and the Memorandum of
Understanding regarding the Renovation of Indira Gandhi Memorial
Hospital. The agreements were signed by the Permanent Secretary at the
Ministry of Foreign Affairs Mohamed Naseer and Foreign Secretary Ranjan
Mathai of India. After the signing ceremony, Prime Minister Manmohan
Singh in his press statement said that the two leaders discussed on a
number of issues, including the future cooperation in the bilateral
partnership. He also noted that the cooperation was already on a high
growth trajectory. On his part, President Nasheed thanked the Prime
Minister for the framework agreement of cooperation on a number of areas

rights of the people. He added that all basic necessities should be
accessible and the people should not be isolated nor left defenceless
against their governors. Reflecting on the recent events in Addu City
and Fuahmulah, he said it is a record of the achievement which meets the
standards set by the government for the transition of a vision of
national progress into reality. He further said his political party
intends to ceaselessly pursue the protection of the interest of the
people and the achievement of sustainable development. In his address,
the President emphasized the results of the SAARC Summit have
overwhelmed other larger and superior countries. He added that the

Heads of States Arrive For SAARC
Heads of States and Governments of the SAARC Countries have arrived at
Gan International Airport, Addu City. Bhutanese Prime Minister Thinley
arrived in Addu City first, landing on Tuesday night, followed by Sri
Lankan President Mahinda Rajapaksa on Wednesday morning and the Nepalese
Prime Minister Bhattaraion, Wednesday afternoon. The Prime Ministers of
India, Pakistan, Bangladesh and the Afghan President have also arrived
arrived Addu City. All the Heads were warmly welcomed by the President
Mohamed Nasheed and medam Laila Ali and senior government officials. The
Opening of the 34th Session of the Council of Ministers also began today
at the Equatorial Convention Centre. In today’s session, a UNICEF
assessment report on the Decade of the Rights of the Child will also be
launched. On Wednesday night, Minister of Foreign Affairs Ahmed Naseem
will host dinner at Herathera Island Resort in honor of the delegates of
the Council of Ministers. Minister of Tourism Arts and Culture,
MaryamZulfa, will also host a reception this evening at the Equatorial
Convention Centre.
Chinese Embassy opened in Maldives
The first Embassy of the People’s Republic of China, in the Maldives,
has been opened this evening. The embassy was jointly opened by the
Special Envoy of the President Ibrahim Hussain Zaki, Speaker of the
Parliament Abdulla Shahid, Chinese Vice Minister of Foreign Affairs
Zhang Zhijun, and the Ambassador of China accredited to the Maldives, Yu
Hongyao. Speaking at the ceremony held at Traders Hotel, the Special
Envoy expressed his gratitude and congratulations to the government and
the people of China for establishing an embassy in the Maldives.
Highlighting the close diplomatic relations between the two countries,
the Special Envoy conveyed his deep appreciation to the government of
China for the assistance provided in various areas of development in the
Maldives. He also expressed his hopes for continued mutual relations
between the Maldives and China.
Krishna arrives in Maldives to attend
SAARC summit
External Affairs Minister S M Krishna arrived here today on a three-day
visit to Maldives for the SAARC summit during which he will also take
part in bilateral meetings with other member countries including
Pakistan. Krishna, who flew down to this picturesque city from
Bangalore, will attend the SAARC Foreign Minister's meeting today where
the focus is likely to be on the connectivity between the member

China opens embassy in Maldives ahead of
key summit
China opened a full diplomatic mission in the Maldives Tuesday, two days
ahead of a key South Asian summit in the Indian Ocean archipelago, an
official said. Beijing established the embassy in the capital Male as
seven South Asian leaders were due in the Maldives for their 17th summit
in the southern city of Addu, a former secret base of the British Royal
Navy during World War II. "They (the Chinese) wanted to open the embassy
before the summit," Maldivian Foreign Secretary Ahmed Naseer told AFP.
Another official said the opening of the Chinese mission was a
reciprocal move after Male opened an embassy in Beijing in 2007. There
was no immediate comment from the Chinese authorities in the Maldives.

US hopeful of 'productive' SAARC summit
The US on Monday said it was hopful that the SAARC summit in Maldives
would be "productive" amid an atmosphere of improved relationship
between Pakistan and India. "We are hoping that this will be a very good
and productive SAARC meeting, coming as it does right on the heels of
new statements and new moves by India and Pakistan, in particular, to
improve their trade relations," said Victoria Nuland, the State
Department spokesperson. She told reporters at her daily news conference

China on Tuesday opened an embassy in the Maldives, timing the move to
enlarge its diplomatic footprint in the strategically located island in
the Indian Ocean two days before South Asian leaders gather here for
their annual summit. The full-fledged embassy marks its official
presence in the national capital Male, and follows its gifts of two
landmark buildings to the Maldives - the national museum and the foreign
ministry office. For that reason, the move is bound to be watched
closely by India, the regional hegemon, in the emerging Big Power play
in the Indian Ocean. The Maldives, which got independence from the
British in 1965, has always been a key location in the Indian Ocean

President Mohamed Nasheed has today opened a cultural centre in
Hithadhoo of Addu City, which exhibits different aspects of the
Maldivian culture and tradition. Prior to the opening of the Hithadhoo
Cultural Centre, the President attended Eid prayers in Feydhoo this
morning. Following the prayers President Nasheed toured Feydhoo and

India is likely to sign a counter-terrorism agreement with Maldives
during prime minister Manmohan Singh’s visit to Male, soon after the

President Mohamed Nasheed has said that
Prince Andrew the Duke of York assisted in introducing Biwater
International of the United Kingdom in the Maldives. Speaking to the
press before his departure to Addu City to attend the 17th SAARC Summit,
which will begin on 10 November, and to oversee the latest preparations
currently underway for the summit, President Nasheed said that the Duke
of York, Prince Andrew requested to see the progress of the UK based
company in developing the sewerage and water systems in the Southern
Province. Prince Andrew is now in Addu City on vacation. He visited
Maldives on November 2009 and on December 2008, both unofficial visits.
In both these visits, President Nasheed met Prince Andrew and discussed
on the ways of strengthening bilateral relations and possible areas of
cooperation between the Maldives and the United Kingdom.
Police files case against Gassan at PG’s
Office
Maldives Police Service has filed the case of Gassan Maumoon, the son of
the former President Maumoon Abdul Gayoom at the Prosecutor General’s
Office yesterday. Police charged Gassan on charges of throwing a plank
of wood at the protestors gathered outside his residence and injuring a
teenager in the crowd. Police media official, Shiyam said that another
case of the damage inflicted on the residence of former President Gayoom
by protestors of the ruling party, Maldivian Democratic Party (MDP) was
also sent to the Prosecutor General’s Office. Meanwhile, in view of the
charges of the Police that Gassan threw a wooden plank at a teenager
among the ruling party’s protestors who were gathered outside Gayoom’s
residence resulting in the boy being seriously injured, However,
Maldives Police Service revealed video footage of the teenager who was
injured in the protest staged by the ruling party near the Supreme Court
and the residence of former president, which showed that the wooden
plank that hit the teenager was thrown from above. Speaking to the
press, Inspector of Police Mohamed Jinah said that the Police submitted
the reports of eight witnesses to the Criminal Court regarding the
matter. He said that the video evidence would be shown at the
proceedings of the case at the court. Inspector Jinah said that during
the interrogation of Gassan Maumoon, the son of former President Maumoon
Abdul Gayoom, he confessed that he did go out to the corridor of his
residence although he was interrupted by his attorney and told not to
make any further comments.

President Mohamed Nasheed has extended the greetings to the people of
the Maldives on the auspicious occasion of Eid-ul-Adha. In a message
sent on the occasion, the President said conveying Eid greetings to the
people gave him a special joy. He also extended his well wishes and
greetings of the auspicious occasion to all Maldivian pilgrims in Mecca.
¨Eid-ul-Adha is an occasion to spread compassion and happiness. It is a
day to help and care for people in need”, the President’s message said.
He concluded his message praying Almighty Allah to grant blessings and
joy on this auspicious occasion. The President also sent Eid greetings
to the Leaders of the Islamic countries and to the Heads of Islamic

Prince Salman appointed Saudi defense
minister
IYADH: Custodian of the Two Holy Mosques King Abdullah on Sunday named
Riyadh Gov. Prince Salman as the new minister of defense. The key post
had been vacant since the death of Prince Sultan, who was the minister
of defense and civil aviation, on Oct. 22. The new Riyadh governor is
Prince Sattam, who had been serving as deputy governor of the province
with the rank of minister. Prince Muhammad bin Saad will be the new
deputy governor of the province and with the rank of minister, a royal
order said. Prince Salman has been the governor of Riyadh province since
1962. He has, over the past five decades, supervised and encouraged the
expansive growth of the city from a mid-sized town into a major urban
metropolis.

President Mohamed Nasheed has said that the impeccable preparations for
the SAARC Summit show that the patriotic citizens of Addu City are
capable of representing the whole country. The President made this
remark while speaking on the final preparations currently underway in
Addu City for the SAARC Summit, in his weekly radio address delivered
this morning. The President also expressed his gratitude to the people
of Addu City, Maldives National Defence Force and Maldives Police
Service for their cooperative work. President Nasheed highlighted the
establishment of the first airport in the island of Fuvahmulah last
week. He said that this airport is a symbol of national service,
determination, strength and high national spirits of the people of
Fuvahmulah. In his radio address, the President also underlined the
success of the Second Chance programme initiated by the government,
which is a rehabilitation and reintegration programme for youth
undergoing criminal prosecution. Noting that 330 offenders have already
been released under the reintegration programme, President Nasheed said
that 149 people released were currently successfully employed, and that
13 were taking part in various skill development programmes under “Hunaru”.
The President also spoke on the significance of performing the Hajj
Pilgrimage, highlighting this year’s Hajj Day which will be marked

UNESCO gives Palestinians full membership
PARIS: Palestine became a full member of UNESCO on Monday in a highly
divisive vote. UNESCO is the first UN agency the Palestinians have
joined as a full member since President Mahmoud Abbas applied for full

Germany and Holland voted against Palestinian membership. Brazil,

India announces financial assistance of
US$100 million to Maldives

As part of the forthcoming visit of the
Prime Minister of India, Dr. Manmohan Singh, government of India has
announced financial assistance of US $100 million to Maldives to help in
its development process. The High Commission of India informed that the
formal signing of the agreement is expected once bilateral consultations
are over, during the visit of the Prime Minister. On Monday, an advance
of US $30,000,000 was handed over to Minister of Finance and Treasury,
Ahmed Inaz by the High Commissioner of India to Maldives, Dnyaneshwar M
Mulay. With the announcement of US $100 million, India’s assistance in
the recent years to Maldives goes in the range of US $350 million. In
November, 2008, US $100 million assistance was provided by India.
Subsequently, State Bank of India, Male’ subscribed to the first Dollar
dominated Treasury Bonds floated by Maldives worth US $100 million. The
present assistance will go partly for the budgetary supports and partly
for financing imports by Maldives. Besides these financial assistance,
India has also been assisting Maldives through various projects such as
Indira Gandhi Memorial Hospital (IGMH), Faculty of Tourism and
Hospitality, Housing Projects, setting up of forensic laboratory for
Maldives Police Service, Military hospital, IT Education, Sports Goods,
Supply of medicine, etc. India has also extended considerable assistance
in the creation of infrastructure facilities for the 17th SAARC Summit
being held in Addu City. Minister Inaz expressed his profound thanks to
India asserting that India has always assisted Maldives in the hour of
need.
Maldives Gives Cautious Welcome to Burmese
Reform
The Maldives yesterday gave a cautious welcome to recent political
reforms in Burma.
The Burmese government has freed hundreds of political prisoners in
recent weeks and initiated a series of direct talks with opposition
leader Aung San SuuKyi. “The Maldives welcomed the release of the 200
political prisoners on 11 October. We would like to see all remaining
political prisoners in Burma freed,” said President’s Office Press
Secretary Mohamed Zuhair. “The ongoing talks between the government and
Aung San SuuKyi have the potential to lead to meaningful democratic
reforms,” said Zuhair. The Press Secretary added that many members of
the international community are looking to the Burmese government to
make “significantly more progress on issues of democracy and human
rights.”
UNESCO vote on Palestine will have
financial implications: Ban Ki-moon
With the U.S. snapping finances to UNESCO following a vote on
Palestinian membership, U.N. chief Ban Ki-moon has said member states
will have to look for “practical solutions” to preserve the Paris-based
agency’s financial resources as the vote could have implications. “This
step could have potential implications for funding provided by some
Member States. This is a decision by the Member States,” Mr. Ban said at
a press conference here in response to a question on Palestine becoming
UNESCO member and the U.S. cutting aid to the cultural agency. He said
while it is up to the U.N. member states to ensure that the “United
Nations system as a whole (has) a consistent political and financial
support, as such, we will need to work on practical solutions to
preserve UNESCO’s financial resources“.

General Conference admits Palestine as
UNESCO Member State
Palestine’s entry will bring the number of UNESCO’s Member States to
195. The vote was carried by 107 votes in favour of admission and 14
votes against, with 52 abstentions. Admission to UNESCO for states that
are not members of the United Nations requires a recommendation by the
Organization’s Executive Board and a two thirds majority vote in favour
by the General Conference of Member States present and voting
(abstentions are not considered as votes). The General Conference
consists of the representatives of the States Members of the
Organization. It meets every two years, and is attended by Member States
and Associate Members, together with observers for non-Member States,
intergovernmental organizations and non-governmental organizations
(NGOs). Each Member State has one vote, irrespective of its size or the
extent of its contribution to the budget.
