Royal Liverpool Hospital surgeon dies while snorkelling in the Maldives
A WIRRAL surgeon has died while snorkelling in the Maldives. Friends and family of 61-year-old Ali Bakran, who worked at the Royal Liverpool Hospital, said the consultant transplant and vascular surgeon had touched the lives of “hundreds of thousands of people”. The highly regarded medic was enjoying an exotic two-week holiday with his wife Diane and daughter Miriam when he was pulled from the water and pronounced dead. Family, friends, colleagues and patients paid tribute to the consultant, who lived in Heswall and worked at the Royal for more than 20 years. His son Adam said: “Probably the best way I can describe him is selfless. “He cared about his patients almost as much as he cared about his family.” The cause of Mr Bakran’s death on the morning of August 27 is not yet known and his grieving family must now await the results of a post-mortem, which will be carried out in the UK. Mr Bakran jnr said: “We have no idea if he died before he drowned. My mum saw him snorkelling and then half an hour to 45 minutes later he was pulled from the water.” Colleagues at the hospital where Mr Bakran worked broke down in tears when they heard the tragic news. Registrar Ajay Sharma, who was mentored by the surgeon, said: “Hundreds of thousands of people had very high admiration for him. “He had patients across Merseyside and north Wales and a lot of them were crying when I spoke to them. “In transplant surgery, we follow the patients throughout life – we see them for 25 or 30 years. “Mr Bakran was exemplary. At times, people in the hospital would be taken aback or a bit stunned because he would do whatever was necessary for his patients – he would bulldoze his way for patients. “Some nurses were crying when we confirmed the news.” Holly Shaw, of Warrington, is just one of the many grateful patients given a second lease of life by the talented surgeon. She said: “He was professional, understanding and talked you through everything. “He had a great sense of humour. He was professional at the same time, but you could have a bit of banter with him. “He transformed and saved so many lives.” Outside the operating theatre, the surgeon fought for better opportunities for under privileged students dreaming of a career in medicine, setting up the charity Aequitas to help make the profession more accessible.

President Ratifies Second Amendment Bill to the Tourism Act
President Mohamed Nasheed has today ratified the Second Amendment Bill on the Tourism Act. The Bill was passed by the People’s Majlis on 26 August. Following ratification, the bill has been published in the Government Gazette. The Second Amendment to Tourism Act stipulates rent charges to be paid to the government by tourist resorts, tourist hotels and tourist guest houses. Under the Amendment Act, if rent charged from land smaller than 200,000 square metres is more than US$1 million, the rent is set at US$1 million per year. If the rent charged in less than US$1 million, the rent is set at a rate of US$8 per square metre.
The Act also stipulates that US$1.5 million per year is charged for 200,001 to 400,000 square metres, while where rent of land larger than 400,001 square metres is more than US$2 million, the rent of the land is set at US$2 million per year.


President Meets Japanese Ryokan Okami Delegation

President Mohamed Nasheed today met with a delegation of Okami Association of Japanese Ryokan. Ryokan is a type of traditional Japanese hotels that originated between early 1600s and mid 1800s. These hotels and inns are usually built in scenic areas near mountains, natural hot springs or by the sea. This type of traditional hotels are usually owned and managed by women, who are known as Okami. Japanese communities attach great importance to Ryokans and depend on them to maintain customs and traditions of their regions. Speaking at the meeting held at the President’s Office this morning, President Nasheed said the Maldivian economy was based on the tourism industry. He said the Maldives economy was open for foreign investments and encouraged Japanese investors to invest in the tourism industry. The President also noted the long standing and friendly relations between the Maldives and Japan, and the assistance provided by Japan for the development of the Maldives. At the meeting, the head of Ryokan Okami delegation to the Maldives, President of Japan Education Centre for Hotel Industry and Principal of Hotel School of Japan, Mr Tsutomu Ishizuka briefed the President on the purpose of the visit. The visit of Okami group is organized under a new international exchange programme, “World Hospitality Exchange Series” that began this year. This visit to the Maldives is the first visit under the new programme. Mr Ishizuka also noted that the visit marks the 40th anniversary of the establishment of diplomatic relations between the Maldives and Japan.


Record number of Zakatul Fitr given this year
A record number of Zakatul Fitr has been given this year in the history of Maldives. In the year 1429 AH (After the Hijra) 2112684.36 Rufiyyah was given; in the year 1430 2297146.15 Rufiyyah and in this year a total of 2315492.05 Rufiyyah was given so far. Despite the increase in the value, the number of people who paid Zakatul Fitr this year has decreased compared to the last year. Last year 91862 people gave Zakatul Fitr and this year 84569 people have Zakat. According to the Ministry of Islamic Affairs this is only the statistics of the Zakatul Fitr given in Male’. However, poor registered have increased this year, increasing to 9320 from last year’s 2609. According to reports, some political parties have urged the people not to pay the Zakat to the Ministry of Islamic Affairs.


Being compassionate and merciful- Ali Zahir
Sheikh Ali Zahir has said that it is important to be compassionate and merciful in giving victory to the religion of Islam. In a lecture held at Islamic Center Ali Zahir said that communicating the religion of Islam to others should be an invitation made with compassion and mercy. “The Prophet Muhammad, on him be peace, had the most kind and compassionate character,” said Ali Zahir. Ali Zahir noted the importance of employing the best character that will kindle love in the hearts of the people towards Islam, in compliance with Quran and the Sunnah. “Patience is a great virtue. The Muslims should be kind, affectionate and patient in respect of his family and everyone. The husband should respect and treat his wife kindly and the wife should respect and safe guard the rights the husband,” he said stressing on the importance of being patient. Ali Zahir also said that the Muslim should exhibit kindness and gentleness even to the disbelievers.


Municipality auctions South West Harbour land plots for second round
Male’ Municipality has opened bidding for the second round of the auction of South West Harbour land plots. Male’ Municipality President Adam Maniku noted 19,000 SQ feet would be sold from the area in the second round. He also said that in the second round there will be not much change to the auctioning system they have followed in the first round. Meanwhile, opposition coalition decided to file a lawsuit against the Government’s plan to sell land plots in the capital Male. An official of the coalition formed among Dhivehi Rayyithunge Party (DRP), Dhivehi Qaumee Party (DQP), Jumhooree Party and People’s Alliance (PA), said that selling lands by Male Municipality is against the Land Act. Government received 119.7 million Rufiyyah for selling the four land plots. The land which is being sold at south-west harbour is the plot between Kalhuthukkala Koshi and T-jetty according to Adam Maniku.

IFWA donates for flood affectees
A meeting of International Foreign Women Association (IFWA) was held in Islamabad to collect the donations for the flood victims in Pakistan which was also attended by Mangesha, the country representative of UNHCR, Aishath Shehenaz Adam the High Commissioner of Maldives and the wives of various ambassadors and high commissioners based in Islamabad with selective Pakistani ladies. IFWA donated 1.5 lac to UNHCR country representative Mangesha Kebede for non food items including medicine, tents and other transitional shelters and 1.5 lac was given to Luqman Ali Afzal to provide food items such as rice, floor, dhal etc. Aishath Shehenaz Adam who was the initiator of the meeting while welcoming the guests on behalf of IFWA said that the recent donation by IFWA is a first step towards our efforts in assistance and we hope to make more contributions towards the rehabilitation and reconstruction needs of the flood affectees. She further said IFWA's aim is to strengthen relations between foreign women and the Pakistani community. Within this mandate, IFWA has been involved in a number of charity projects. Ms Adam said that the recent flood in Pakistan is a large scale natural disaster in which lives are lost and extensive damage and devastation has been caused by widespread floods in Pakistan. IFWA initiated a fundraising programme to help flood affectees for which many IFWA members, well-wishers and foreign missions contributed generously. The High commission of Maldives, Madam Jiraporn Jitpatima, Madam Emel Hizlan, Ms Samsamorm, The Royal Thai Embassy, Indonesian Women's Association, Ms. Nurain Dewi, Ms. Arveen Malik, Ms. Tasneem Masood, Ms. Ayesha Qayyum, Madam Ikuko, Madam Aishath Shehenaz Adam, Malaysian women Association, Madam Kumari weerakkody, Ms. Talia Weerakkody, Vietnam Embassy, Myanmar Emabssy donated the amount for the flood relief fund.


Expatriate worker’s arm amputated after machinery accident
A 28-year-old expatriate Srilanka worker’s arm was crushed after it became stuck in a piece of machinery Sunday evening at Shaviyani Atoll Vaagaru. The incident happened when Saman Uspan, went to clean the concrete mixing equipment at around the time of evening prayer. Saman was taken to Shaviyani atoll Funadhoo Hospital and then was transferred to Kulhudhuffushi Regional Hospital. The right hand of the man was amputated at the elbow in Haa Dhaal atoll Kulhudhuffushi Regional Hospital on Monday. According to hospital officials Saman is now in ICU but his condition is getting stable.

Independent institutions play a crucial role in shaping democracy –AG
Maldives Attorney General (AG) Dr. Ahmed Ali Sawad has said that the independent institutions play a crucial role in shaping the country’s budding democracy. Sawad said that media will hinder the development of a healthy democracy if it does not convey the various social, social, political and economical activities of the independent institutions. Speaking to Miadhu, Dr. Sawad said that if the significance of independent intuitions to the society is not valued then the government will face obstructions in ruling in accordance to democratic principles. “So if any of the independent institutions pass on news to the media, then it is the responsibility of the media to convey it to the public. The responsibility of the media is to make the public and even the government aware of that information,” added the AG. Dr. Sawad also said that the information passed on to the media is one of the pillars of democracy. “Media should take utmost care in airing or publishing such information honestly.” Futhermore, AG said that if the media are not supported to expose the information conveyed by independent institutions, ultimately helps in making the government more accountable, responsive and democratic. Media has undoubtedly evolved and become more active over the years. The present media revolution in Maldives has helped people in making an informed decisions and this has led to beginning of a new era in democracy.


Case against Ibrahim Shafiu and Fatih Ali sent to PG
A case of corruption at the Maldives Customs investigated by the Anti-Corruption Commission (ACC) have been completed and submitted to the Prosecutor General (PG), according to reports. According to a media release of ACC, it reports that the evidence allegedly shows the involvement of the former Minister of State Principal Collector of Customs, Ibrahim Shafiu (Kuvaa) and Direcor of Maldives Customs Service, Fatih Ali. It is alleged they abused their position in defrauding the import documents of used Mercedes Benz imported by Cartunes. ACC said that they fixed the prices of the imported items which basically meant heavy losses for the customs revenue. Ibrahim Shafiu worked earlier as the Chief Spokesperson for the main opposition Dhivehi Rayyithunge Party (DRP). According to sources, Shafiu left the Maldives to Canada soon after the fall of the regime of President Maumoon Abdul Gayoom. He was also appointed as member of the constitutional assembly by Gayyoom to negotiate on his behalf.


Mariya congratulates Zahir for joining MDP
Ruling Maldives Democratic Party (MDP) chairperson and MP Mariya Ahmed Didi has congratulated Gahdhoo MP Zahir Adam for joining MDP. MDP chairperson said that the government has always received the help of Zahir. She added that it is hoped that Zahir would contribute even more after signing to MDP. Gahdhoo MP Zahir Adam joined ruling Maldivian Democratic Party (MDP) on Sunday night. After Zahir’s membership to MDP now there are 31 members currently represent MDP in the People’s Majlis. Zahir said that he joined MDP as per the request of the people of his constituency. “I have always supported the philosophy of the MDP ever since my election to the Majlis. I joined MDP as per the requests made by the citizenry of Gahdhoo,” said Zahir. Furthermore, Zahir noted that he will not be bigoted towards MDP. He added that he works only with the spirit of the constituency he represents in the Majlis.


IGMH suffers big loss- MHSC
Male’ Health Services Corporation (MHSC) has said that Indhira Gandhi Memorial Hospital (IGMH) had suffered millions as loss due to negligence in the management of the stock. Managing Director of MHSC and former CEO of IGMH, Mohamed Zubair said that IGMH suffered such a big loss due to lack of qualified employees and systematic stock management system. After taking over the management of IGMH on April, the company has been trying to change the directives of the hospital prioritizing to improve service delivery of the hospital. According to reports, the corporate management has lead to short coming in managing and controlling the hospital’s medical stock which is causing losses of millions of ruffiyah. Zubair said that the company has now begun to find ways to rectify the issues raised which is affecting the hospitals health services to the public. Furthermore, he said that they are discussing with UNDP on the means to establish a systematic stock management system. IGMH which is a gift from the Government of India, represents one of the most significant aid so far from India to the Maldives.

Therefore, while addressing the global commitments made under the Millennium Development Goals (MDGs) are crucial, equally strategic is addressing these goals with “Equity” in the centre-stage. Thus, equity in accessibility, affordability and quality of services to the most vulnerable, hard-to-reach and desperate population groups will be a key to the Region’s success in health, including the MDG -6 (on HIV, Malaria and TB).

MJA calls to reinstate deducted points on DhiFM broadcasting licence
Maldives Journalists Association (MJA) calls Department of Information to retract decision on deducting five points from DhiFM’s broadcasting license for transmitting a visual live coverage of a protest organised by the opposition Dhivehi Rayyithunge Party outside the Presidential Palace on 28 January. The Content Committee of Department of Information – administered under the Ministry of Tourism, Arts and Culture – deducted five points from DhiFM’s broadcasting license after obtaining the programme contents from the editorial. MJA called the government to withdraw the decision after viewing the report published by the Police Integrity Commission (PIC) after investigating the police action of intruding DhiFM station and warning to halt the transmission. According to the report of PIC, DhiFM has not broadcasted any interview/material which was contrary to the national security. The report also revealed that the police action was against article 245 of the Constitution and article 7(a) of Police Act. MJA calls to dissolve the Content Committee of Department of Information, as the content review mandate is in the hands of the independent institution Maldives Media Council.


President Appoints an Ambassador to China

President Mohamed Nasheed has appointed Mr Ahmed Latheef as the Ambassador of the Maldives to China. The presentation of letter of appointment to Mr Latheef was held this morning at the President’s Office. Speaking at the function, President Nasheed expressed confidence that the Ambassador would fulfil his duties diligently.


President Appoints Two State Ministers

President Mohamed Nasheed has appointed Mr Akram Kamaaluddin and Dr Mohamed Shareef as Ministers of State for Housing and Environment. The appointment of the two State Ministers was held this morning at the President’s Office. Pakistan floods and the timber mafia
There is a link between deforestation in Pakistan and the massive floods sweeping the country, said an official with the World Wide Fund for Nature. "Had there been trees, they would have lessened the intensity of the thrust of initial peaks of flood," said Ali Habib, director general of WFN, reports IRIN, the news service of the U.N. Office for the Coordination of Humanitarian Affairs. Flood waters now cover approximately one-fifth of the country. There also is a link between Pakistan's "timber mafia" and the country's deforestation.

Pakistan landowners accused of diverting floods to villages
Wealthy landowners in Pakistan have allegedly diverted waters from the country's devastating floods away from their own properties and into villages, the country's UN ambassador said Thursday. Abdullah Hussain Haroon called for an inquiry into claims that embankments had been allowed to burst to protect commercial crops. "Over the years, one has seen with the lack of floods, those areas normally set aside for floods have come under irrigation of the powerful and rich," Haroon told the BBC's HardTalk programme. "It is suggested in some areas, those to be protected were allowed, had allowed, levies to be burst on opposite sides to take the water away. If that is happening the government should be enquiring." A month of catastrophic flooding has killed 1,760 people and affected more than 18 million, according to the UN, and large areas of Pakistan, especially in the southern province of Sindh, remain under water. More than 3.6 million hectares (8.9 million acres) of productive farmland have been destroyed by the floods.


Disasters show 'screaming' need for action - climate chief
UN climate chief Christiana Figueres on Thursday warned that a string of weather calamities showed the deepening urgency to forge a breakthrough deal on global warming this year. Speaking before some 40 countries were to address finance, an issue that has helped hamstring UN climate talks, Figueres said floods in Pakistan, fires in Russia and other weather disasters had been a shocking wakeup call. "The news has been screaming that a future of intense, global climate disasters is not the future that we want," Figueres, newly-appointed executive secretary of the UN Framework Convention on Climate Change(UNFCCC), told reporters.

President calls for dialogue to resolve labour disputes

In his weekly radio address, President Mohamed Nasheed has said to resolve labour related disputes through dialogue and discussion is crucial to forge good relations between employers and employees. Referring to recent disputes in tourist resorts, the President said employers’ upholding the rights and entitlements of employees was very important. “The rights to proper meals, lodging, periodic holidays, and allowances must be upheld for profitable operation of the [tourism] industry,” said the President. The President, however, stressed that employees must also use their rights such as the right to strike within the parameters of law. While the government was required to protect employees’ rights, he continued, “the government is required to uphold the rights to acquire, collect and make transactions of goods, and to protect the inviolability of property.” In his weekly radio address the President also highlighted on the religious significance of the last ten days of the month of Ramadan and his meeting with the Governor of China’s Yunnan Province on Thursday.


Month Long Holiday for Parliament Despite Huge Burden

The parliament with huge responsibilities and unfinished business has taken another long vaccation as mandated. The parliament will end its holidays in September 30. The vaccation came when the onus to complete bills for courts, the setting off pay rolls for the local councils and approving the cabinet and assigning president and vice president for Human Rights Commission. The parliament that ended the second term on August 30 with hovering agendas for many unfinished administrative bills for decentralized governance and other necessary legislations required for the incomplete constitution. The last session ended without any result but with disputes among party lines in the debate. The session lost its consistency when the chair asked for vote on amendments for the bills on courts.


VTV Suspects Media Criticism for VTV Window Break

The shattering of Villa TV studio window pane in Male’ could have been caused by the speculation in the media against the digital TV station, the Administrative Manager of the VTV Uz. Abdul Latheef Ahmed has said. Preliminary investigation showed the window of the VTV studio was broken in the first floor of the VTV on Monday night from a flying object thrown to the studio that faces on a busy road in Male’ near the ADK health facility. By passers at the scene told media that they heard a loud noise and saw the window was broken and at the same time there was a few traffic on the road although a speeding motor bike was seen getting away from the scene. Police investigating the case had not yet made any comment. VTV had been a criticism target of MDP parliament group leader Moosa Maniku against a report on Civil Service Commission’s head’s designation which MDP had once claimed should be of the party. The VTV denied any rumors but said it has proof of the report they televised on air.


President Meets Governor of Yunnan Province of China

China’s Yunnan Province Governor Qin Guangrong paid a courtesy call on the President, today. The meeting was held at the Official Residence of the President, Mulee-aage. At the meeting the President and the Governor discussed on ways that the Maldives and Yunnan Province could forge greater cooperation in the areas of tourism, renewable energy, trade and civil aviation. The President highlighted that a lot of Chinese tourists were visiting the Maldives, and, discussed ways to make their stay more comfortable in the Maldives. Both sides agreed to strengthen links in the tourism, trade and energy sectors.


President for exporting ocean going ships, ship to Maldives
President Zillur Rahman on Thursday laid emphasis on taking measures to export locally produced ocean going ships as well as ship builders to the South Asian islands country of the Maldives. The President made the remark while newly appointed Bangladesh Ambassador to the Maldives Rear Admiral ASMA Awal paid a call on him at Bangabhaban here. During the meeting, the President asked the new ambassador to take measures for creating job opportunities for Bangladeshi ship builders in the Maldives along with paving the way for exporting Bangladeshi ocean going ships to the country, consisting of nearly 1200 islands in the Indian Ocean. Referring to 45,000 Bangladeshis now working in the Maldives, the President gave directives for creating more job opportunities especially for teachers at the newly build public university in the Maldives. Zillur Rahman also put emphasis on exporting more Bangladeshi products to the Maldives for further increasing the trade and commerce relations between Dhaka and Male. The President observed that exchanging of high-level business delegations could be fruitful in further increasing the trade volume between the two countries. The new Bangladesh Ambassador to the Maldives assured the President that he would do his level best in increasing the bilateral and commerce relations between the two countries during his tenure there. Concerned secretaries of the President's Office were also present.

Sri Lanka's Acuity and Millennium Capital Management (MCM) Holdings of Maldives is partnering to provide investment banking services in the archipelago with deals worth 55 million US dollars in the pipeline, officials said. Acuity, a unit of Sri Lanka's listed DFCC Bank and Hatton National Bank is working with MCM Holdings initially to finance hotel sector firms in the tourist paradise, Acuity chief Ray Abeywardena said. But he said there was potential in healthcare and education. MCM Holdings chairman Mohamed Jaleel, a former state minister for finance and a governor of the Maldives Monetary Authority said a fully fledged investment banking service provider was needed by businesses in the archipelago for years. "Maldives' economy is driven by the tourism," Jaleel said. "One of the first projects we will enter will be in tourism. We will find other potential areas in due course." Shehan Cooray, who heads of Acuity's corporate finance division, said the partnership was working on a 15 million US dollar debt syndication for an undisclosed leisure firm and about 40 million dollars worth other deals were being looked at. The firm was securitizing lease receivables from an investor who had sub-leased an island to an international hotel operator, he said. Ahmed Adeeb, chief operating officer of Millennium Capital Management, the finance arm of MCM Holdings said there was renewed interest in hotel investment after the Maldivian government changed the terms of island leases. State owned uninhabited islands were earlier leased for 25 years with large projects going up to 35 years. But a new law passed in the parliament which is due to be ratified by the president shortly had extended the lease period up to 50 years. "Companies that sells 55 percent of the stock to the public may be able to get leases up to 90 years, though the details are still not clear," he said. Officials say there is potential for growth in the fledgling Maldivian capital market where so far only a handful of companies are listed and trading is not active. As Maldives has freed its capital market its people were investing abroad including in the Colombo stock market. Jaleel said a formal link with Acuity will also help Maldivians invest in Colombo more easily. Such freedoms are still not available to Sri Lankan though current Central Bank governor Nivard Cabraal is planning to liberalize the capital account in stages. Sri Lanka slapped draconian exchange controls on its people and made moving their hard earned savings to other markets a crime within three years of creating a money printing central bank. Unlike Sri Lanka's central bank, the Maldives Monetary Authority has a strong record in keeping its currency strong and rarely prints money to cause 'foreign exchange shortages' and break the dollar peg with the Rufiyaa. Sri Lanka's continuously depreciating currency and decades of deficit spending have made its citizens work as domestic servants in the Maldives. However a sudden increase in civil service salaries ahead of the last presidential elections and a shortfall in revenue during a global downturn triggered central bank financing of the fiscal deficit, pushing the islands into an International Monetary Fund deal.

President Meets Secretary General of Commonwealth Local Government Forum

President Mohamed Nasheed today met with Secretary General of Commonwealth Local Government Forum (CLGF), Mr Carl Wright. The meeting was held at the President’s Office. Discussions at the meeting were held on local council elections soon to be held in the Maldives and decentralisation of administration. Speaking at the meeting, the President noted the importance the government attached to decentralisation and local governance. He also said the government hoped the upcoming local elections would be very free and fair. The President requested for Commonwealth’s observation of local elections and sought its assistance in reaching cross-party consensus in implementing related legislations. Mr Wright commended the Maldives for taking the initiative in implementing local governance, adding that it was crucial for broader consolidation of democracy. He said the Commonwealth would support the Maldives in whatever way possible. New cemetery to be built in Hulhumale’

After discussing the issue of lack of burial space at Male’ Aa-saharaa cemetery, the Cabinet, in its meeting today decided to build a cemetery in Hulhumale. The new cemetery will be used to bury the dead from Malé. The new cemetery in Hulhumale’ is planned to be built within four months. The government will also make ferry arrangements to carry the dead to Hulhumale. At today’s Cabinet meeting, members also discussed land use plan for Vandhoo of Raa Atoll. The government decided to lease a part of the island for industrial use along with a slipway.

Research Committee Sends Cabinet Nomination Report to Parliament

The report produced by the parliament research committee has decided to send the cabinet nomination report proposed by President Mohamed Nasheed to the parliament floor for approval as the committee unable to summon the cabinet members for interview. The general secretary confirmed speaker of the parliament Abdulla Shahid had received the report from the committee but felt short of giving the date of review on the parliament floor. Adhaalath Party has complained discomfort over Dhiraagu and Wataniya back legged in the final moment to help collect relief funds to help the flood victims of neighboring Pakistan through short message services (sms). Ecologically Conjoined Two Administrative Single Island Must Have Two Councils

The parliament has decided to omit article 136 of the decentralization Act that stresses the two communities that could bring two communities with two island administrations under one council but with the amendment deepening the differences in single island communities already in separate errands. The MP who proposed the change that amends the Act said the proposal was made because article 21 and article 3 of the Act differs from article 136. Hassan Latheef the South Hithadhoo Constituency member said article 136 he proposed to eradicate contradicts the other two which in basic details the election of the council for all island’s administration allowing each separate administrative community to have a council. He said although the island is ecologically conjoined but traditionally administered as two separate islands require a council each according to the constitution.

The Royal Islamic Strategic Studies Centre (RISC) of the Hashemite Kingdom of Jordan has awarded Maldives State Minister for Islamic Affairs Shaheem Ali Saeed among the 500 most influential Muslims- 2010. Shaheem Ali Saeed was lauded among the most influential muslims in the administrative platform in the Muslim world today. “Saeed, is the minister of state for Islamic Affairs for the Republic of Maldives. His knowledge of Islam has provided good leadership to his ministry, especially in the drafting of regulations under the Religious Unity Act of the Maldives which, he believes, would provide a legal frame work to protect Islam. Saeed is also collaborating with the Maldives National Broadcasting Corporation to introduce a new television channel which would focus on relating Islam to the broader issues of society. He was a member of the World Islamic People’s Leadership and the Islamic Fiqh Academy in the Maldives,” said the publication. RISC’s publication also named influential figures of various sects within Islam such as Salam Al Awdah and Aaid Al-Qarni from Muslim Brotherhood, Ali Khamanei from the Iranian Shite Rafidites, Sheikh Abdul Aziz Aal Sheikh from the orthodox Sunni Salafists in its roll of honour. 500 most influential Muslims -2010 is the second of an annual series that provides a window into the movers and shakers of the Muslim world.

Members Appointed to Judicial Service Commission

President Mohamed Nasheed has today appointed three members to the Judicial Service Commission. The three newly appointed members are:
- Adam Mohamed Abdulla, judge of the Supreme Court elected by the judges of the Supreme Court
- Abdulla Ghanee, judge elected by the High Court
- Mohamed Fahmee Hassan, President of the Civil Service Commission
Before the presentation of the letter of appointment, the members took their oath of membership of JSC. The oath was administered by Supreme Court judge Abdulla Areef. Speaking after the appointment, the President said he hoped Judicial Service Commission would carry out its constitutional mandate to that end. The Judicial Service Commission of the Maldives is an independent and impartial institution entrusted to, among other responsibilities, investigate complaints about the Judiciary; and, to take disciplinary action against them. The JSC is also mandated to advise the President and the People’s Majlis on any matters relating to the Judiciary or the administration of justice.

Sri Lanka hotel group exits loss-making Maldives resort
Sri Lanka's John Keells Holdings (JKH) group said it had exited from an island further away from the capital of the Indian Ocean archipelago of Maldives, and extended its lease at a more profitable resort. JKH said it had sold the 'head lease' of Alidoo Island, which was located in the northern most atoll in the archipelago and in return received a 18 year head lease for Dhonveli resort which was 15 minutes by speedboat from the capital, Male. The group had previously had a 'sub lease' for Dhonveli until 2021, JKH said in a statement. The switch did not involve capital gains to the group. But the Alidhoo island was making losses, and Dhonveli was more profitable the firm said. The Maldives government leases uninhabited islands to resort operators. Lease rentals are a key source of revenue for the state.

President reaffirms commitment to rule of law

In his weekly radio address, President Mohamed Nasheed has said his administration will use laws only to uphold the rule of law. Expressing concern over the misuse of laws and the courts, the President said that “some politicians think of laws or even the courts as political tools”. “The expectation of laws is compliance, and the expectation from decisions by courts is that people could have confidence in them,” he added. Continuing on the issue, the President said using laws for wrongful purposes amounted to undermining the rule of law and leaving laws useless. As this week’s radio address coincided with the 17th of Ramadan, which is known to be the date of the first battle of Islam, the President discussed the day’s historical significance for all Muslims.


Sri Lanka holds withdrawal of on-arrival visa

Sri Lanka on Saturday suspended plans to scrap on-arrival visas for most nationals, including visitors from the US, Europe, Australia and Japan. The government had announced it was withdrawing the landing endorsements from September 30 in a move widely seen as potentially damaging to the island's tourism industry, which is recovering from 37 years of ethnic conflict. "Notice is hereby given that the earlier public notice on 'Withdrawal of on-arrival visa facility' be treated as withdrawn until further notice," immigration controller W.A.C. Perera said in a statement posted on his website. There was no further comment from the government. Perera had said those visiting Sri Lanka would be expected to obtain a visa from a Sri Lankan mission abroad before arriving on the island. However, visitors from Singapore and the Maldives, which grant Sri Lankan passport holders visa on arrival, were to be exempted from the restriction. The decision to tighten entry controls came as the government raised fears that Tamil Tiger rebels may try to regroup and revive their separatist movement with the help of ethnic Tamils living abroad. The US state department warns its nationals of Sri Lankan descent that they may be subjected to additional scrutiny on arrival at Colombo's international airport. "In some cases, foreigners of Sri Lankan origin may be detained without their embassies being notified," the state department said in its travel advisory to US citizens. Sri Lanka has granted tourists a 30-day visa on arrival since the 1970s as part of a move to promote tourism, which was badly affected by the island's ethnic conflict which ended in May last year with the crushing of Tigers. The local tourism industry has been buoyed by a near 50 percent increase in foreign visitors since the end of fighting last year. Sri Lanka hopes to double the number of visiting tourists this year to 600,000.


Holiday market will take 5 years to recover, says Mintel
VAT increases and higher fuel costs will make holidays more expensive from next year, which could cause a further dip in the market, says a new report by Mintel. Although its report said there was a 'small chance' of a major boom in revenue as Britain emerges from the recession, it admitted this was unlikely. "Recovery is not a word that can be applied to the holiday market in the coming five years," it warned. "Higher holiday prices due to high VAT will hurt the market as the costs of low-cost flights are increased." According to Mintel, overall spend on overseas holidays is forecast to rise by 17 percent over the next five years, which is significantly more than from 2005 to 2010, but the rise will be driven by higher holiday costs. "In constant price terms, expenditure on holidays will decline by 1.6 percent between 2010 and 2015," it said. "Changing exchange rates and higher fuel costs will play a major role in holiday prices in the coming years and higher prices will limit volume growth." Mintel's consumer research for Holidays - Attitudes and the Impact of the Recession - UK, January 2010 report suggests that if low-cost flights disappeared, those most likely to travel less would be the ABC1 pre-/no family group. The two markets that would be most affected would be overseas city breaks and holiday homes. Good news for travel agents, however, is that the recession has led to more people booking short break through high street outlets rather than online. Its report found that in 2009 travel agents and tour operators became 'noticeably more popular'. The report concluded: "In the coming years, while beach and family holidays will continue to dominate the market, more diversification will be seen in holiday types," claimed Mintel. "Niche products/destinations will see the fastest growth." It also predicted that the use of collaborative online social media, such as Twitter, Facebook and TripAdvisor, will increase, which 'will challenge traditional notions of brand authority and marketing'.

President Meets German Head of Police Authority, County Schwaebisch Hall

President Mohamed Nasheed today met with the German Head of Police Authority, County Schwaebisch Hall, Gunter Freisleben. The meeting was held at the President’s Office. Discussions at the meeting were on strengthening collaboration between the Maldives and Germany in the area of policing. Brigadier General Guenther Freisleben is visiting the Maldives following President Nasheed’s meeting with German Chancellor during his state visit to Germany last March. Brigadier General Freisleben will hold discussions with the Maldives government authorities to identify areas that require further assistance from Germany.


Opposition Sets Filed Case Against Government Selling Land in Near Male’ Harbour

The largest four opposition parties active in the politics has asked the court to stop government selling land from Male’ near the local harbor area in the south west of the island. The four parties in collaboration said they filed case today. The oppositions and many live in Male’ was surprised to hear land sale by the government that followed after the cabinet concluded to selling land in Male’. The parties in a joint statement said the decision made by the cabinet was unconstitutional and illegal. They said they are asking the court to rule out any permission and give the ruling as the cabinet’s decision illegal. Government after announcing the sale of land near the harbor area opened bid for sale on August 10.


Parliament Decides to Discuss Political Parties on Police and MNDF Denial to Attend Committees
The parliament National Security Committee has decided to hold talks between political party leaders and the speaker of the parliament on heads of the security services denying attending parliament committees for interviews. The committee said that the decision was made after the heads of the security services failed to appear before the committee on a national security issue. The chairman of the committee Abdulla Yaameen, who was taken by the Maldives National Defence Force weeks ago and kept in isolation saying for his own and public safety, said he received a letter from the Commissioner of Police and the Chief of Staff of MNDF will not be able to attend the committee excusing the MNDF Chief busy while the CP said will not attend. Members arguing on the issue made havoc at the committee while some saying those heads were being summoned for certain people for their own interest. The committee is scheduled to meet with the leaders of the political parties and the parliament speaker last night.

Special Envoy of the President Mr Ibrahim Hussain Zaki has express sympathy and conveyed condolences to the people and the government of Pakistan following the widespread devastation and loss of life caused by flood. Speaking with Pakistani High Commissioner to the Maldives Mr Akhtar Ali Sulehri, during a visit to the High Commission of Pakistan in the Maldives, Mr Zaki said the Maldives and Pakistan has enjoyed long brotherly relations, and conveyed sympathy and condolences of the people and the government of the Maldives to those affected by the tragedy. He noted that the Pakistani government and people had always rendered its assistance and support to the Maldives. At the meeting, Pakistani High Commissioner Mr Sulehri expressed his gratitude for the support all Maldivians have shown towards the millions of people who were affected by the largest natural disaster in the country’s recent history. He said the President’s call on all Maldivians in his weekly radio address on 13 August and his telephone call to the Prime Minister of Pakistan were a testament to the importance the Maldives attached to assisting Pakistan. During the visit, Special Envoy of the President Mr Zaki made a donation to the Prime Minister’s Flood Relief Fund.

Upper North Utilities Ltd signs an agreement with Merciel International to provide utilities services to Upper North Province

Upper North Utilities Limited (UNUL) has signed a collaboration agreement with Merciel International of the United States to provide utilities services to all the islands of Upper North Province. At a ceremony held at Dharubaaruge last evening, Managing Director Mr Abdulla Waheed signed the agreement on behalf of UNUL, while Chief Executive Officer Mr Bradley Smegal signed the agreement on behalf of Merciel International. President Mohamed Nasheed also attended the agreement signing ceremony. Under the agreement, UNUL in collaboration with Merciel International will provide electricity, water, sewerage services and gas to all the islands of Upper North Province.


AG Asks Supreme Court to Denounce Parliament Committee Summoning Cabinet
The State Attorney General has asked the Supreme Court to denounce parliamentary appeals to summon cabinet Ministers to parliamentary committees. The former Tourism and Broadcasting Minister AG Dr. Ahmed Ali Sawad making the appeal to the Supreme Court said under the regulation of parliament 71 summoning cabinet members to the parliamentary committees contradicts the constitution that allows questioning of cabinet at the parliament and its committees. The rule 71 of the parliament details how the parliament can work on related approval issues from the parliament. It says the parliament at crucial stage of checking the eligibility of a candidate when nominated for a post the related parliamentary committee must summon the nominee for interview. The AG filing the case against the questioning of the cabinet members at the committee stage told the court that the regulation contradicts the chapter 5 of the constitution on cabinet. Meanwhile the parliament failed to summon Health Minister Aminath Jameel and Dr. Abdul Majeed Abdul Bari of Islamic Affairs to a parliament committee to evaluate the responsible role of the two ministers and their commitment to responsibilities. The two ministers rejected the parliament order. The parliament National Security Committee also has ordered the Chief of Defense Force and the Commissioner of Police to attend a committee’s interview.

NICEF Representative bids farewell to the President

UNICEF Representative in the Maldives Mr Mansoor M. Ali has paid his farewell call on President Mohamed Nasheed, today. At a meeting held at the President’s Office this morning, President Nasheed thanked Mr Mansoor Ali for his valuable services to the Maldives, and especially expressed appreciation for his support to the government in holding the Maldives Donor Conference. President Nasheed noted that Mr Ali served in the Maldives at an important time in the country and said he worked with the awareness of the challenges faced by the country during the transition period. The President said the government would continue the projects initiated by UNICEF during Mr Ali’s tenure as the UNICEF representative.
Mr Mansoor Ali thanked the President and the government for the support he and UNCEF received during his term in office and said he was privileged to have had the opportunity to work in the Maldives. He said he believed that the Maldives had much to offer to the international community, and noted the President’s leadership in bringing important issues to the top of the global agenda. Cabinet decides to stop licence for cargo at ports except Male’, Thilafushi and regional ports

At a meeting held at the President’s Office today, the Cabinet has decided to stop issuing licence for cargo at all ports except Male’, Thilafushi and the two regional ports. Taking the decision, the Cabinet noted that it was crucial to closely monitor the items imported into the country and strengthen cargo facilities. The Cabinet noted that to run regional ports sustainably, duty on cargo imported via sea to the ports must be reduced by 30%.


National Security Committee in Review on Decentralization Amendments

The Parliament National Security Committee is taking initiative to study on an amendment to decentralization bill that allows one island administered as two to run by a single executive council. The change proposed by the MP of South Hithadhoo Constituency member Hassan Latheef asks the parliament to give the authority to two councils if one single island is administered as two different administrations. The current legislation of the decentralization Act Clause (A) of 136 says if the inhabitants of naturally formed Single Island administered by two executives as two separate communities’ appeals president to determine the island run by single executive body the constitution give authority to president to do so. The second clause (B) says naturally formed Single Island divided into two communities should be administered by two executive bodies as two separate islands but with a single council and if the island is run by two separate executive bodies should be administered under the single council with overlooking board established for the island as two wards. If the proposed amendment is justified at the parliament the island administered as two communities shall elect a council for each administration. The MP said he made the proposal because the constitution says that the act is confusing and has controversy over administration of two communities in a single island as stated in the constitution that says each island must be administered by a separate council

President meets Chinese Minister of Commerce

President Mohamed Nasheed has this morning met with Minister of Commerce of China Mr Cheng Deming. Discussions at the meeting held at the President’s Office were mainly focused on promoting trade and economic ties between the Maldives and China. President Nasheed and Mr Deming also discussed on ways of increasing Chinese assistance to the Maldives and ongoing development projects in the Maldives with Chinese assistance. President Nasheed expressed the Maldives’ interest to work with China on many fronts including climate change and green growth. Briefing the Minister on ongoing renewable energy projects in the Maldives, the President declared the government willingness to work with Chinese companies to begin such a renewable energy project.

Department of Inland Revenue Abolished
Following the establishment Maldives Inland Revenue Authority under the Tax Administration Act (Act no. 3/2010), the President has abolished the Department of Inland Revenue that operated under Ministry of Finance and Treasury. The Tax Administration Act mandated a majority of functions undertaken by the department to the Maldives Inland Revenue Authority. Other functions, including formulating government’s taxation policy and the government’s other income generating activities that were mandated to the department will now be carried be out by the Ministry of Finance and Treasury.


President Mohamed Nasheed has today ratified Broadcasting Bill passed by the People’s Majlis at its sitting on 3 August. Following the ratification, the Broadcasting Act has been published in the government gazette.
The Broadcasting Act makes provisions to establish a broadcasting commission to implement broadcasting policy. The Act states duties and responsibilities of the commission, and stipulates how broadcasting license can be issued. The Act covers 8 areas: preliminary matters; the Maldives Broadcasting Commission; broadcasting services; licensing; broadcast content; providing broadcasting services; regulations; and other general matters. Following the ratification, the Maldives Broadcasting Commission, a 7-member commission entrusted with implementation of broadcasting policy, regulation of broadcasting industry and promotion of responsible broadcasting, is established in accordance with the Article 3 of the Act. The President shall appoint the members to the Commission as stipulated in the Article 6 of the Act. According to the Act, broadcasting service can only be provided under the terms of a license issued by the Broadcasting Commission. The Act comes into effect after 90 days of ratification and publication in the government Gazette.

VTV Opens Maldivian Icon to Atolls This Year
Villa TV, the first tapeless digital TV Station in Asia has its Maldivian icon Challenge opened this year for the Atolls, the VTV has said. It had the icon show held Wednesday last week was shown on the TV Saturday last night. A total of 17 were selected from the auditions promising the country’s talents to opportunities and will continue every year the TV said. The earlier challenges were opened to the country but most of the participants were residing in Male’ the station said the first challenge had attracted a large number of admirers that they maneuvered this year’s show to the islanders. VTV was launched in 2008 by the single richest Maldivian and philanthropist Qasim Ibrahim. The VTV transmission at the launch was able to receive free across the globe except United States.

President Shares Views on Determining Inhabited Islands for Council Elections

President Mohamed Nasheed, in his weekly radio address, discussed government’s views on determining inhabited islands for local council elections. The President said one view under consideration was to combine two nearby islands as one island for the purposes of decentralised administration, adding that such consolidation would bring a number of socio-economic benefits. Stressing the importance of consultations before a final list of inhabited islands, the President said discussions with stakeholders were already taking place. He said, earlier the week, the Cabinet and the National Planning Council discussed the issue, while discussions would be held with the opposition political parties, experts in the area, and the Elections Commission. Speaking on the upcoming local council elections, which would see decentralised administration in islands under elected councils for the first time, President Nasheed said one of the main objectives of local council elections was to make Katheebs (Island Chiefs) elected people, as had been long advocated. In his address, the President also outlined other measures required to implement Decentralisation Act, including creating an administrative framework for island offices. The President said administrative frameworks would have to reflect the size of a given population and forge good relations with elected councils. The President added he would discuss the issue of creating administrative frameworks with the Civil Service Commission. An administrative framework will determine the type and number of positions for a given office.


President expresses sympathy for the devastation caused by floods in Pakistan
President Mohamed Nasheed has expressed sympathy for the loss of life and extensive damage and devastation caused by widespread floods in Pakistan. In a telephone conversation with Pakistani Prime Minister Sayed Yousuf Raza Gillani, President Nasheed offered deepest sympathy of the people and the government of the Maldives and that of his own to the people, the government and to the Prime Minister for the desolation and damage caused by floods. He also conveyed sincere condolences to the bereaved families. Noting that Pakistan was one of our closest neighbours, the President said following his appeal to all Maldivians to support those affected by floods in Pakistan, many people and organisations have showed their support. Prime Minister Gillani briefed the President on the extent of damage and the efforts being undertaken to provide aid to the affected areas.


President Nominates a President and a Vice President for HRCM
President Mohamed Nasheed has proposed to the People’s Majlis, a President and a Vice President for the Human Rights Commission of the Maldives. Ms Mariyam Azra was nominated as President while Ms Jeehan Mahmood was nominated as Vice President.


President appoints AG Sawad to Judicial Service Commission

President Mohamed Nasheed has appointed Attorney General Dr Ahmed Ali Sawad to Judicial Service Commission (JSC). President Nasheed presented the letter of appointment to Dr Sawad this morning at a ceremony held at the President’s Office. Before the presentation of the letter of appointment, Dr Sawad took the oath of membership of JSC. The oath was administered by Supreme Court Judge Abdulla Areef. Speaking after the appointment, President Nasheed said the government and the people had high hopes for the judicial system. The President said he hoped Judicial Service Commission would carry out its constitutional mandate to that end. The President expressed confidence that Dr Sawad would do whatever possible to make the Commission more effective. The Judicial Service Commission of the Maldives is an independent and impartial institution entrusted to, among other responsibilities, investigate complaints about the Judiciary; and, to take disciplinary action against them. The JSC is also mandated to advise the President and the People’s Majlis on any matters relating to the Judiciary or the administration of justice.


MDP Moosa Threatens VTV

Moosa Maniku (Ricoh), who ordered a VTV video journalist to leave a room at the parliament house during an interview with another parliament member, has threatened Villa TV against its reporting. He said the people’s viewer broadcasted a report saying the Maldivian Democratic Party demands the Civil Service Commission should appoint its member as the commission’s president. Reserving the rights of the VTV it said that it did not bring any report that is untrue and has always been a transparent and free media that do not bias any broadcasting. A senior official of the VTV said the news Moosa was referring has brought was wrapped up with MDP earlier statements that once claimed of commission to be assigned with MDP member as president. It said the reports were brought to the doorstep across the world and on the MDP claimed news was with proof of their own acclamation. It said it attains the video of the MDP claim and it’s audio as well at their so called Haruge’. Moosa without stressing any legal procedures gave the VTV his final verdict saying the party may take action against VTV.

En route to an island paradise, Terry Anzur knew she would be far from enjoying a cool drink and relaxing on a sandy white beach. She had before her a responsibility of historical significance. As a longtime journalist and teacher, it was her job to teach public relations to government officials and journalism to reporters in the Maldives during a time of major political change. "The journalists I had to work with were phenomenal people. Just really brave, courageous and eager to move their country forward," the West Covina resident said. Anzur was contracted to prepare its state radio and television station for the country's first multi-party democratic election under its new constitution as an Islamic republic in 2008. She continued to work with these individuals, as well as government officials, on a second trip that concluded in June.
