Discussions held to create a Natural Disaster Rapid Response Mechanism in SAARC


Recognizing that rapid response to natural disasters as the key to saving lives, the Leaders at the 15th SAARC Summit held in Colombo in 2008 declared to create a Natural Disaster Rapid Response Mechanism in SAARC for responding to and managing humanitarian emergencies during natural disasters.  The mechanism is proposed to be created under the currently existing SAARC Disaster management Centre (SDMC) in Delhi.

Further to this two expert level meetings have been held so far to discuss the various aspects, including security, customs and immigrations clearances required for setting up such a regional mechanism that could be activated at times of natural disasters in the region.

At the 16th SAARC Summit, the Leaders, called for further negotiations and early finalization of the SAARC Agreement on Rapid Response to Natural Disasters. In view of this, at the 38th Session of the SAARC Standing Committee, the Government of Maldives proposed to host the Inter-governmental Expert Group Meeting to finalize the draft Agreement.

This meeting will be attended by all Member States of SAARC except for Afghanistan. The draft agreement, if finalised, will be signed at the 17th SAARC Summit to be held in Maldives from 10-11 November 2011.

Once the agreement enters into force, it will enable Member States to cooperate and extend assistance to Member States of SAARC in the event of devastating natural disasters. This will include deployment of rapid response and experts, rescue and relief operations, medical assistance etc. Further this Agreement will create a channel for flow of relief material and medical supplies and equipment without bureaucratic hindrances. The meeting will conclude on 26th May 2011.
