The Strategic Action Plan for the Manifesto Launched
The Strategic Action Plan for the Manifesto launched at the Democracy Fair is a manifestation of the Government’s vision to develop an operational policy framework to achieve the pledges in the Manifesto. The Strategic Action Plan for the Manifesto has been declared by the President as the framework of the country’s national development plan up to 2013.
In order to achieve the pledges, that include affordable and quality health care for all, affordable housing and living costs, prevention of narcotics abuse and trafficking, and improving transportation between islands, the government organized a series of multi-sectoral consultations among diverse sectors that reviewed development trends, emerging issues, goals, policies and strategic interventions for the five main pledges and key themes of the Manifesto.
It is anticipated that this document - The Strategic Action Plan: National Development Framework for the period 2009-2013, will facilitate equitable implementation of the Manifesto and guide the local and national policy makers and the development community to support nation-building and strengthening the country’s nascent democracy. This national document is expected to be applied by all stakeholders including state institutions, civil society, private sector, donors, development partners and the public to steer their collective development activities to create greater synergy and momentum to achieve the country’s development goals over the next four years.

Development Programme (UNDP) has been a proud partner in this endeavor. UNDP
worked very closely with the government and with other UN agencies to
consolidate the manifesto into a concrete results-based action plan within the
framework of the Millennium Development Goals and human rights with clear
targets, mandates, and means of implementation. The evolving work on costing and
monitoring and evaluation will ensure that the Manifesto pledges are
successfully executed to significantly improve the quality of life of all
Maldivians thereby sustaining the very foundation of the democracy in the
country,.
