Male’, November
1, 2009:, The three-day Validation Conference, organized by the government of Maldives to formulate the Maldives Strategic Action Plan based on the
priorities of the Manifesto, concluded today with the findings of the workshops
being presented at a plenary meeting. The United Nations Development Programme
has been working closely with the government and other stakeholders in
supporting the process of operationalizing the Manifesto.
Today’s plenary meeting, chaired by the Minister of Civil Aviation
and Communication, Mr. Mahmood Razee, reconfirmed the Government’s strong
commitment and collaboration represented by all stakeholders during the
three-day conference held on 27-29 October. Led by the President’s Office, the conference provided a
platform for open discussion and offered clear guidance for catalyzing action which will lead
to the translation of the Manifesto into a concrete Results-Based Action Plan
within the framework of the Millennium Development Goals and human rights.
Accordingly,
this national document is expected to be utilized by all stakeholders including
state institutions, civil society, private sector, donors, development partners
and the public to steer their collective development activities to create
greater synergy and momentum to achieve the country’s development goals over
the next four years.
UNDP supports, together with the
continuum of potential initiatives, the government’s inclusive vision to engage
the private sector. This spectrum ranges
from public private partnerships to privatization and sees the private sector
invited to act as an equal partner in the development process, as emphasized by
UNDP’s Officer-in-Charge, Mr. Arun Kashyap.
UNDP will work closely with the government and the Ministries to
ensure that the priorities highlighted at the Validation Conference are
reflected in the budgetary and the macro-economic framework. UNDP looks forward
to working with other development partners such as the World Bank
in developing the costing for the Strategic Plan and in resource
mobilization through a donors conference.
To ensure that the final Action Plan
document coherently reflects results based management and clearly links the
outcomes to the resources, the Minister of Finance and Treasury, Mr. Ali
Hashim, and Mr. Kashyap, highlighted that the formulation of a monitoring and
evaluation process needs to be completed along with the costing and budgetary
exercise of the Manifesto Action Plan.
Presiding at
the meeting, His Excellency President Mohamed Nasheed stressed the need to work
in an integrated manner to achieve the pledges outlined in the Manifesto Action
Plan.
UNDP reiterates its commitment to work
closely with the government and the people as well as the UN system to ensure
that the Plan of Action becomes a reality expeditiously.
